(a) the amount which is paid as Fixed Medical Allowance to the retired Central Government employees by Government;

(b) the year in which the said amount was decided and whether it has ever been increased; and

(c) whether Government would consider increasing this amount?

(a) to (c): It is submitted that Central Government Civil Pensioners/Family Pensioners who are residing in areas not covered under Central Government Health Scheme administered by the Ministry of Health and Family Welfare and corresponding health schemes administered by other Ministries/Departments for their retired employees and who are not availing OPD facilities under that scheme, are entitled to receive a monthly Fixed Medical Allowance (FMA) of Rs.1000/- per month for meeting expenditure on their day-to-day medical expenses that do not require hospitalization. The amount of Fixed Medical Allowance (FMA), which was fixed at Rs. 100/- per month in the year 1997 has been revised from time to time. In 2008, FMA was revised to Rs. 300/- per month and in 2014, it was again increased to Rs. 500/- per month. Lastly, the amount of FMA from Rs. 500/- per month was increased to Rs.1000/- per month with effect from 01.07.2017.

(a) whether Department of Expenditure had issued OM dated 15.04.2021 allowing employees to exercise/re-exercise option for fixation of pay after promotion;

(b) if so, whether Government is aware that a large number of employees could not submit their options. due to devastating Delta wave of COVID-19 pandemic and are drawing less pay than their juniors;

(c) whether Government would provide another opportunity to the employees relaxing the limitation period for exercising/re-exercising the option in view of relaxation of limitation period from 15.03.2020 to 28.02.2022 by Hon’ble Supreme Court during COVID-19 pandemic;

(d) if so, the details thereof; and

(e) if not, the reasons therefor?

Will the Minister of Finance be pleased to state:

(a) whether the Government has received several representations regarding the release of arrears of Dearness Relief to Central Government pensioners of 18 months i.e. from January 2020 to June, 2021:

(b) if so, the details thereof; and

(c) whether Government is sincerely considering the release of 18 months arrears to pensioners, if not, the reasons therefor?

{a) & (b) Yes, Sir. Several Representations regarding release of arrears of 18 months of DA/DR payable to Central Government employees/pensioners have been received from. various Central Government employees/pensioners’ associations such as National Council (JCM), National Federation of Indian Railway Men (NFIR), All India Railway Men’s Federation (AIRF), All India Retired Railway Men’s Federation (AIRRF), JCOs/OR Veterans Association (JOVA), Bhartiya Railway Karamchari Union (BRKU), Bhartiya Pension Manch, National Ex-Servicemen Co-ordination Committee and Veteran Association ete.

{c) The decision to freeze three instalments of DA/DR to Central Government employee/pensioners due from 01.01.2020, 01.07.2020 & 01.01.2021 was taken in the context of COVID-19 which caused economic disruption so as to ease pressure on Government finances.

As the adverse financial impact of pandemic in 2020 and the financing of welfare measures taken by Government had a fiscal spill over beyond Financial Year 2020-21, release of arrears of DA/DR was not considered feasible.

(a) whether the Government has introduced face authentication technology for the pensioners to submit a ‘Life Certificate’ and if so, the details thereof along with the progress made in this regard;

(b) the number of pensioners who are required to submit life certificate;

(c) whether it is mandatory for pensioners to use face authentication technology for the life certificate and if so, the details thereof;

(d) whether the pensioner will be denied the benefits of a pension if he/she refuses to submit a Life Certificate through Jeevan Pramaan App by using the face authentication facility and if so, the details thereof; and

(e) whether the Government has taken any step to provide assistance for those Pensioners from the mountain regions who are unable to access technology due to remote location, if so, the details thereof and if not, the reasons therefor?

(a): Yes Sir. The Government has introduced Face Authentication Technology in November 2021 for the pensioners to submit a Life Certificate. From 1st October to 6th December 2022, total 2,99,026 Life Certificate have been generated by using Face Authentication for Central Government pensioners in comparison to 72,338 in previous year.

(b): All Central Government pensioners are required to submit life certificate.

(c): No Sir. Face Authentication is not mandatory.

(d): No Sir. The pensioner can submit life certificate by other modes also.

(e): Yes Sir. India Post and Payment Bank (IPPB) provide doorstep service for submission of life certificate of central Government pensioners. IPPB is utilizing its national network of more than 1,36,000 access points in Post Offices and more than 1,89,000 Postmen & Gramin Dak Sevaks with smart phones and biometric devices to provide Doorstep Banking Services.

(a) to (c): As per Annual Report of Pay Research Unit of Department of Expenditure 9,79,327 posts were vacant under various Ministries/Departments of the Central Government, as on 01.03.2021. Data is centrally maintained only in respect of employees of Central Ministries/ Departments.

(d) & (e): Occurrence and filling up vacancies is a continuous process, as per the requirement of various Ministries/Departments/Organizations of Central Government. Government has already issued instruction to all Ministries/ Departments for timely filling up of the unfilled posts. The Rozgar Melas being organized by Government of India are expected to act as catalyst in further employment generation and provide meaningful opportunities to the Youth for their empowerment and participation in National Development directly.

It is for the information of Defence pensioners including Defence civilians residing in and around Prayagraj that a SPARSH outreach program will be held at DPTI auditorium, O/o PCDA(Pension), Prayagraj for redressal of SPARSH related grievances of Defence pensioners and their families. The outreach program would be conducted on 13th and 14th December, 2022. The outreach program would function daily from 1030 hrs to 1600 hrs. The Defence pensioners are requested to bring their updated bank passbook, PPOs issued by this office, Aadhar card, PAN card, previous correspondence, if any alongwith a photocopy of each document. Grievances redressal form would be made available at the venue only. No TA/DA will be reimbursed for attending the event.

We are very thankful to ail of you for making first meeting of the Joint Forum called by the NJCA on 17th November, 2022.

As was decided in the aforementioned meeting of the NJCA, we will hold another meeting of the aforesaid forum in the first week of January 2023 we are calling a meeting on 7th January, 2023 at 10:30 hrs, at the same venue, i.e. JP. Chaubey Memorial Library, AIRF Office Premises, 4 State Entry Road, New Delhi. We are requesting ail of you to kindly make it convenient to attend the said meeting to discuss and decide future course of action.

(a) & (b): Yes, Sir. Reservation for Ex-Servicemen (ESM) is against direct recruitment vacancies only and numbers are worked out by the Cadre Controlling Authority at the time of initiating recruitment process. Vacancies so identified are given wide publicity. Those found successful in selection processare recruited against these vacancies.

The reservation Policy for ESM is being implemented through Cadre Controlling Ministries/ Departments/ Public Sector Undertakings.

The information received from 123 Cadre Controlling Ministries/Department/Public Sector Undertaking/Public Sector Banks and Central Armed Police Forces is Annexed.

(c): For the purpose of improving number of recruitments of ESMs, advisories have been issued, from time to time, to all concerned Departments/CPSUs/Banks/State Governments for conducting special drive to fill up vacancies reserved for ESM. Liasion Officers have also been appointed in various Departments/PSUs/Banks to ensure implementation of reservation policy for ESM. Laision Officers have been trained to conduct their work in better manner.
