Unified Pension Scheme Operationalised: Over 1.18 Lakh Central Employees Opt-In, Govt Clarifies in Lok Sabha

In a comprehensive update on central government retirement benefits, the Ministry of Finance provided essential details regarding the Unified Pension Scheme (UPS) in Parliament. Responding to Starred Question No. 207 in the Lok Sabha on Monday, August 3, 2026, Union Finance Minister Smt. Nirmala Sitharaman detailed enrollment statistics, policy updates, and the government’s stance on future modifications or alternative frameworks.

Over 1.18 Lakh Employees Opt for Unified Pension Scheme

Notified on January 24, 2025, the Unified Pension Scheme was introduced as an option under the National Pension System (NPS) to deliver an assured monthly payout after retirement. The framework became effective on April 1, 2025, with the option window extending through November 30, 2025.

As of July 19, 2026, a total of 1,18,195 subscribers have opted for the UPS. This figure includes:

  • New Joinees: Recently appointed central government staff covered under NPS.
  • Existing Employees: Serving personnel who elected to migrate from standard NPS to UPS.
  • Past Retirees: Eligible employees who superannuated or retired on or before March 31, 2025, with a minimum of 10 years of regular service, as well as surviving spouses of eligible deceased retirees.

Key Policy Modifications and Relief Measures Introduced

Addressing representations from employee associations and stakeholders, the Finance Ministry highlighted several major administrative steps taken to streamline the scheme:

  • Gratuity Benefits: Extended ‘Retirement Gratuity and Death Gratuity’ benefits under the CCS (Payment of Gratuity under NPS) Rules, 2021, to UPS subscribers.
  • Family Safety Provisions: Granted eligibility under CCS (Pension) Rules, 2021, or CCS (Extraordinary Pension) Rules, 2023, in the event of an employee’s death in service or discharge due to invalidation/disablement.
  • Tax Parity: Extended identical tax benefits to UPS as available under the standard NPS framework.
  • One-Time Reversion Facility: Allowed subscribers a one-time, one-way switch facility to revert to NPS if they choose.

In response to queries regarding whether the government plans to replace or review the framework, the Finance Ministry clarified that because the scheme came into effect on April 1, 2025, no formal performance review has been conducted as on date. Furthermore, the government confirmed there is currently no proposal under consideration to alter or replace the Unified Pension Scheme.
