Fixation of pay of re-employed pensioners -Treatment of Military service Pay
The undersigned is directed to refer to the orders issued vide OM dated 5.4.2010 on fixation of pay of re-employed pensioners. These orders inter-alia lay down that on re-employment in civilian organizations, Military Service Pay shall not be admissible. However, the benefit of MSP given to all retired Defence Forces officers/personnel by reckoning it at the time of calculation of their pension (notionally in the case of pre-1.1.2006 pensioners) should not be withdrawn. Accordingly, while the pension of such re-employed pensioners will include the element of MSP, they will not be granted MSP while working in civilian organizations.
A new course for government employees in the country was launched Thursday by the Indira Gandhi National Open University ( IGNOU) and the training division of department of personnel and training (DoPT), an official said.
The new programme is called 'Distance and E-Learning Programme for Government Employees' (DELPGE) for which a Memorandum of Understanding (MoU) was signed between IGNOU and the Ministry of Personnel, Public Grievances and Pensions and the DoPT.
Circulation of Draft Common Seniority List (CSL) of Steno Grade `D' of CSSS from the Select List Years 1995 to 2006.
The undersigned is directed to say that on the basis of information received from all the Cadre Units, a draft Common Seniority List (Annexure-I) of Steno. Grade `D' of CSSS for SL 1995 to 2006 has been prepared in accordance with Regulation 3(3) -III-Grade `D', sub-paras (a) and (b) of the Central Secretariat Stenographers' Service (Preparation of Common Seniority Lists) Regulation 1971, as amended from time to time. The undersigned is directed to refer to this Department's Order of even No. dated 27th August,2010 vide which the Section Officers, who have put in more than 16 years service in a particular Cadre Unit have peen transferred and posted to other Cadre Units.

The Government had set up a Committee (2nd Pay Revision Committee) to examine and recommend changes in the pay structure, allowances, perks and benefits of the Central Public Sector Enterprises (CPSE) employees. The recommendations of the Committee were considered by the Department of Public Enterprises (DPE) and also by the Cabinet. Based on the decision of the
Cabinet, the DPE had issued an O.M. No. 2(70)/08-DPE(WC) on 26th November, 2008, proclaiming the revised pay structure in CPSEs.
The undersigned is directed to refer this Department’s OM No.21012/01/2008-Estt.(AL) dated 16.6.2010 vide which payment of Risk Allowance was extended till 30.9.2010. Extension of Risk Allowance for a further period of three months beyond 30.9.2010 has been considered and it has been decided that Risk Allowance may be continued for a further period of three months upto 31.12.2010 or till such time Risk Insurance Scheme is implemented, whichever is earlier. All the Ministries / Departments are requested lo ensure implementation of Risk Insurance Scheme before 31.12.2010. No further extension will considered thereafter.

The second meeting of the Joint Committee constituted to examine the anomalies pertaining to the MACP scheme was held under the Chairmanship of Joint Secretary (Estt.) Department of Personnel & Training on 15th September, 2010. All the members of the Committee were present in the meeting. In addition, Ms Urvilla Khati, Executive Director, Ministry of Railways was also present.
