Department of Personnel & Training on 15th September, 2010. All the members of the Committee were present in the meeting. In addition, Ms Urvilla Khati, Executive Director, Ministry of Railways was also present.

Tenure of Anomalies Committee for Sixth Pay Commission Extended

The tenure of National Anomaly Committee, set up to look into anomalies arising out of recommendations of Sixth Central Pay Commission, has been extended up to 31st March, 2011. The National Anomaly Committee is not expected to submit any report. Anomalies are resolved through the process of constructive dialogue and discussion with the representatives of the Staff Side.

MACPS – Modified Assured Career Progression Scheme for the central Government civilian employees – Clarification regarding

The undersigned is directed to invite reference to the Department of Personnel & Training (DOP&T)'s Office Memorandum of even number dated the 19th May, 2009 on thee subject cited above. Consequent upon introduction of the Modified Assured Career Progression Scheme (MACPS), in view of para 14 of the Annexure-l of the Scheme, a number of proposals/references seeking extension of the Scheme to Central Autonomous/Statutory Bodies under various Ministries/Departments have been received by the Department of Expenditure. The Department of Expenditure has felt that keeping the large number of Central Autonomous/Statutory Bodies in view, it would be appropriate to delegate the power the approving such proposals to the administrative Ministries/Departments concerned. The Department of Expenditure has accordingly approved for extending the benefits of the MACPS to the Central Autonomous/Statutory Bodies under various Ministries/Departments subject to them satisfying the following four conditions:

Grant of financial upgradation under the Modified ACP Scheme – reckoning of Non-Functional Grade (NFG) to DR Assistants/DR Grade ‘C’ Stenographers – clarification

In supersession of Board's Order of even number dated 17.2.2010, it is clarified that DR Assistants/DR Grade 'C' Stenographers who have got Non-Functional Grade (NFG) in the Grade Pay of RS.5400 would only be entitled to 3rd financial upgradation in the immediate grade pay of RS.6600 on completion of 30 years of continuous service or on completion of 10 years of stagnation in 2 single Grade Pay, whichever is earlier. No further financial upgradation would be admissible to such officials.

(Constitution for Screening Committee) Reference is invited to this Directorate of OM No. 12/19/2009-EC-IV(SC) dated 20.10.2009 vide which orders for the constitution of the screening committee for Group B, C & D employees to process the MACPS cases were issued.

MACP Scheme for Group B, C and D employees of IITs. Sir, I am directed to say that the Government has decided to put in place an MACP scheme for Group B, C & D employees of IITs. The salient features of the scheme will be as follows:- (i) MACP as introduced by Govt. of India will come into effect in IITs w.e.f. 01.09.2008 with provision for financial upgradation in the same manner as provided in the MACP of the Government of India without any modification whatsoever.
