Functioning of Railway Recruitment Boards (RRBs) has been reviewed in October 2009 and instructions for streamlining the working of Railway Recruitment Boards have already been issued in order to make the system of recruitment more transparent and fair. Under the new methodology, examination for the particular post will be held on the same date simultaneously by all the Railway Recruitment Boards and in addition to Hindi, Urdu and English, the question papers shall be set in local languages listed in the Eighth Schedule of the Constitution of India falling within the jurisdiction of that Railway Recruitment Board. Fee for Railway Recruitment examinations has also been waived for women candidates, minorities candidates and candidates belonging to economically backward classes having annual family income of less than Rs. 50,000/-

The facility of Free Monthly Season Ticket (MST) is available for boy and girl students, for travel n 2nd class of all passenger/local trains between stations serving places of their residence and school/college/Madrasa. In case of boys, this facility is available upto class 12th while in case of girls, it is available upto the level of Graduation which also includes professional/vocational courses such as B. Tech., B.Sc. (Engineering), M.B.B.S. etc.

Running Staff issues
Relating to revision of Kilometerage Rate, date of effect from 01-01-2006, Pay Fixation on posting against Stationery post, grant of Additional Allowance to all Running Staff, Restoration of ALK to the medically de-categorized Loco Pilots deployed to perform the duties of Crew Controllers should be redressed without further delay. In the separate meeting held between the Railway Board and NFIR on 24-06-2011, discussions were held at length on all these issues. The Federation has given rationale proposals justifying revision of Kilometerage Rates w.e.f 01-01-2006 onwards. All these issues should be sorted out very early.
In terms of the instructions contained in para (iii) of this office letter of even number dated 26.9.2005, which is based on Department of Pension & Pensioners' Welfare (DOP&PW)'s O.M. No.28/30/2004-P&PW(B) dated 26.7.2005, all the employees who entered into Railway service/Central Government service or the service of an Autonomous Body set up by Central Government on or before 31.12.2003 and who were governed by the old pension scheme under the Railway Services (Pension) Rules, 1993/Central Civil Services (Pension) Rules,1972. and who submit technical resignation on or after 1.1.2004, to take up a new appointment under State Government, will be eligible for grant of pro-rata pensionary benefits for the period of Railway/Central Government or Central Autonomous Body service, on the lines as provided in Rule 53 of the Railway Services (Pension) Rules, 1993 or Rule 37 of Central Civil Services (Pension) Rules,1972, as the case may be, and related orders.

The matter has been reconsidered in detail by the Board and it has now been held that the instructions contained in para 1 of this office letter No.E(NG)1 70 SR 6/43 dated 13.3.1972, which provide that the benefit of one grade higher shall not be taken into consideration for any purpose including eligibility for selection to Class II posts, is limited in its scope for selection to Class II posts, seniority benefits etc, and does not have applicability to reckoning of emoluments for calculating retirement/death benefits of staff working in the Construction Organisations. As such, it has been decided by the Board that the basic pay drawn by an employee on adhoc promotion in the Construction Organisations shall be reckoned as pay in terms of clause (i) of Rule 1303 [(F.R.9)(21)(a)(i)] of Indian Railways Establishment Code Vol.-11/1987 Edition for the purpose of reckoning of emoluments in terms of Rule 49 of the Railway Services (Pension) Rules, 1993. Consequently, the instructions contained in this office letter of even number dated 19.8.2010 may be treated as withdrawn. Cases decided prior to 19.8.2010 need not be reopened.
As per existing provisions contained inRule 242.2 of IRCA Coaching Tariff No. 26, Part-I (Vol.I), Girl Students upto graduation are eligible for Free Monthly Season tickets for travel between stations serving their school/college to residence.
2. As announced by Hon'ble MR during discussion on Railway Budget, it has been decided to extend the aboce mentioned concession go Girl students who are pursuing Professional/Vocational courses also upto the level of graducation.
3. There will be no change in other terms and conditions, including the eligibilty/entitlement of free MSTs to Boy students.
4.This concession will be admissible on MSTs purchased on and after 1st July 2011
5. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
6. Necessary instruction may be issued to all concerned immediatly and implementation ensured.
The Union Public Service Commission (UPSC) will hold the Special Class Railway Apprentices’ Examination, 2011 on July 31, 2011 for recruitment to the Special Class Apprentices in the Mechanical Department of Indian Railways. The examination will be held at various centres across the country.
The President is pleased to decide that the Dearness Allowance payable to Railway employees shall be enhanced from the existing rate of 45% to 51% with effect from 1st January, 2011.
In view of the complaints received in recent past regarding alleged irregularities in Tatkal scheme, Ministry of Railways has decided to re-introduce the need for carrying Identity Proof in original during the course of journey. This provision will come into effect from 11th February 2011.
Any one of the passenger/passengers who will be travelling on Tatkal ticket will be required to produce one of the following eight Identity Proofs in original during the course of journey.
