NFPE Submits 8th CPC Memorandum: Demands 3.833 Fitment Factor and Comprehensive Pay Revision

NFPE Submits 8th CPC Memorandum: Demands 3.833 Fitment Factor and Comprehensive Pay Revision

The National Federation of Postal Employees (NFPE), representing the collective voice of Postal, Railway Mail Service (RMS), and Motor Mail Service (MMS) staff, has officially submitted a comprehensive memorandum to the Chairman of the 8th Central Pay Commission (CPC).

The memorandum outlines critical structural and financial demands aimed at protecting central government postal employees from real wage erosion while ensuring the long-term sustainability of public postal services.

Core Objectives of the Memorandum

The submission emphasizes that the proposed changes are not just about salary increases, but are foundational to maintaining a robust public service. NFPE outlines six core objectives behind their demands:

  • Fair Compensation: Providing equitable wages that match the economic realities of today.
  • Recognition of Accountability: Aligning pay scales with the increasing responsibilities thrust upon postal staff.
  • Removal of Pay Anomalies: Correcting long-standing discrepancies left over from previous pay commissions.
  • Morale & Productivity: Boosting workforce motivation to enhance public service delivery.
  • Manpower Retention: Retaining skilled, experienced workers within the department.
  • Strengthening Public Services: Ensuring the Department of Posts remains competitive and effective.

The Push for a 3.833 Fitment Factor

The centerpiece of the NFPE memorandum is the strong demand for a 3.833 fitment factor to calculate the new basic pay.

The union argues that central government employees have faced severe economic pressures since the implementation of the 7th CPC. The 3.833 multiplier is justified based on several pressing factors:

  • Macroeconomic Pressures: Rapidly rising inflation and an increased cost of living.
  • Workplace Transformation: An expansion of duties due to technological transformations (such as digital banking and IT modernization in post offices).
  • Workload: Increased operational workload paired with real wage erosion over the last decade.

Under this proposal, the formula for calculating an employee’s new salary would be straightforward:

Proposed 8th CPC Pay Matrix for Postal & Allied Cadres

Based on the 3.833 fitment factor, the NFPE has drawn up a revised pay matrix across 19 levels. Notably, under this proposal, the minimum basic pay at Level 1 would jump from ₹18,000 to ₹69,000.

The table below highlights the proposed transitions from existing entry-level pay to the proposed 8th CPC structure:

Looking Ahead: The submission of this memorandum marks a critical step in the negotiation process for the 8th Central Pay Commission. For postal, RMS, and MMS employees, the outcome will dictate their financial security and career progression for the next decade. All eyes are now on the 8th CPC Chairman and the government’s response to these highly structured demands.
