Subject : Amendment to procedural rule in POSB (CBS) Manual / POSB Manual Volume – Regarding.

Reference: SB Order No. 21/2020 dated 21.06.2020.

North East Circle and Karnataka Circle have requested for clarification on areas of Non-Delivery Branch Post Offices to be covered for consideration of allowing incentive/commission to Branch Postmasters for opening of Time Deposit accounts in reference to SB Order No. 21/2020 dated 21.06.2020.

2. The matter has been examined and accordingly Note 4 under para (A) (1) of Appendix X in POSB (CBS) Manual (Corrected up to 31.12.2021) and Note 4 under para (1) of Appendix XII in POSB Manua.l Volume – I is amended as below.

Incentive will be payable to GDS BPMs irrespective of the location of Branch Post Offices i.e. whether in rural area or in urban area subject to the following conditions.

Status of Branch Post Office Condition
(a). If the GDS Branch Post Office is a delivery office Address of any one of the depositors falls within the delivery jurisdiction of the respective GDS Post Office
(b) If the GDS Branch Post Office is a non-delivery office in account with delivery post office Address of any one of the depositors falls within the delivery jurisdiction of the account office provided that the address does not fall within the delivery jurisdiction of any other Branch Post Office in account with the same account office
(c) If the GDS Branch Post Office is a non-delivery office in account with non-delivery post office Address of any one of the depositors falls within the area covered by the pincode of the branch poet office concerned provided that the address does not fall within the delivery jurisdiction of any other BO having the same pincode.

3. This may be circulated to all the Offices for information and necessary actions.

OFFICE MEMORANDUM

Subject:- Board level and below Board level posts including Non-unionised supervisors in Central Public Sector Enterprises (CPSEs) – Revision of scales of pay w.e.f. 01.01.2017 – Payment of IDA at revised rates-regarding.

The undersigned is directed to refer to the para 7 and Annexure-III (B) of DPE’s OM dated 03.08.2017 wherein the rates of DA payable to the Board level and below Board level executives and non-unionized supervisors of CPSEs have been indicated. The rate of DA payable to the executives and non-unionized supervisors of CPSEs w.e.f. 01.07.2022 for 2017 Pay Scales is 32.5%.

2. The above rate of DA i.e. 32.5% would be applicable in the case of IDA employees who have been allowed revised pay scales (2017) as per DPE O.Ms. dated 03.08.2017, 04.08.2017 & 07.09.2017.

The undersigned is directed to refer to the para 6 and Annexure-II (B) of DPE’s OM dated 26.11.2008 wherein the rates of DA payable to the Board level and below Board level executives and non-unionized supervisors of CPSEs have been indicated. The rate of DA payable to the executives and non-unionized supervisors of CPSEs w.e.f 01.07.2022 for 2007 pay scales is 190.8%.

2. The above rate of DA i.e. 190.8% would be applicable in the case of IDA employees who have been allowed revised pay scales (2007) as per DPE O.Ms. dated 26.11.2008, 09.02.2009 & 02.04.2009.

The rate of DA payable is 391.0% from 01.07.2022 to the executives and non-unionized supervisors of CPSEs.

2. The above rates of DA i.e. 391.0% would be applicable in the case of IDA employees who have been allowed revised pay scales (1997) as per DPE O.M. dated 25.06.1999.

Subject:- Methodology of fixation of pay on promotion to SO(A/c) AAO on account of passing SAS Part-II/Appendix-II Examinations which involves Special Allowance.

The undersigned is directed to refer to this Ministry/Department’’s Letter No. 27023(41)/74-EG-I dated 03.01.1975 and Defence Account Department/Ministry of Finance(Defence)’s Letter No.11323/Accts/AN dated 20.02.1972 regarding incentives for passing SAS Examination as Special Pay wherein it was stipulated that the Special Pay would be taken into account for Fixation of Pay on promotion under the relevant orders issued by the Government in this regard. Pursuant to recommendation of Fifth Central Pay Commission, as per DOPT vide OM No. 4/4/97-Estt(Pay-II) dated 22.4.1998, the Special Pay henceforth termed as Special Allowance and would be granted hithertofore subject to same conditions as are stipulated in FR 9(25).

2. It has been observed that due to no further instructions/guidelines has been issued by this Department or DOPT with regard to the treatment of Special Allowance on fixation of pay on promotion to next higher post prior to 7th CPC regime, different accounts cadres has been following the practice of taking into Special Allowance for fixation of pay on promotion, in previous CPC regime (5th and 6th CPC and in switching over to 7th CPC regime) as per MOF/DOE/DAD’s earlier instruction issued in 3rd CPC vide letters-dated 03.01.1975 & 20.02.1975, as stated above.

3. Since 7th CPC did not recommend Dearness Allowance on Qualification Pay/Special Allowance, the grant of DA, HRA etc. on Special Allowance/Qualification Pay granted to Account Cadres is not admissible. The practice of adding of Special Allowance (on passing SAS Examination) in the basic pay and fixing the pay at the next higher cell would mean treating this Allowance as pay for all purposes which would not only dilute the very principle of fixed monetary benefit instead it would lead to an additional increment. This is also not in consonance with the recommendation of at para 8.9.45 of 7th CPC that Dearness Allowance is not admissible on the Qualification Pay/Special Allowance.

4. In view of above, it has been decided to adopt the following instructions/guidelines, with prospective effect, for treatment of Special Allowance on passing SAS Examination on promotion to next higher post:

(i) the element of Special Allowance granted on passing SAS Examination may be treated as standalone element i.e. Special Allowance of Rs.360 for 1st year and Rs.630 from 2nd year onwards.

(ii) Dearness Allowance and other allowances on Special Allowance will not be admissible.

(iii) Special Allowance will be admissible till the government servant is not promoted to the next higher post/grade on passing SAS Examination.

(iv) On promotion to next higher post after passing SAS examination, the element of special Allowance shall not be taken into account for fixation of pay on promotion to the next higher post.

(v) On such promotion, the pay of such OS will be fixed as per Rule 13 of CCS(RP) Rules 2016.

All India Consumer Price Index Numbers for Industrial Workers – CPI(IW) for May 2022 increased by 1.3 points and stood at 129.0, based on the igecorner DA Calculation Sheet the DA as of May 2022 is 37.68.

The DA is revised based on the changes in the All India Consumer Price Index (AICPIN), June 2022 AICPIN value is needed to finalize the DA for July 2022, the value of June 2022 will be released only at the end of July 2022 by Labour Burea, if the value of June 2022 increases by 6 points or decreases by 3 points or even the same, then DA will be 38% which means 4% increase from the existing 34% DA is almost confirmed

DA hike from July 2022

The government may consider a DA hike of 4 percent in July 2022. This means central government employees will get a DA of 38 percent. Currently, government employees get a DA of 34 percent on their basic salary. If the DA hike of 4 percent is implemented, employees are going to get a 38 percent dearness allowance on top of their basic pay. Dearness allowance (DA) is given to government employees, while dearness relief (DR) is for pensioners.

This calculation is based on the defined formula for DA calculation, we have to wait until the end of July 2022 to find the exact increase and the official confirmation from the central government. In the meantime check the DA Calculator to find the value
