Subject: Revised rates of Dearness Relief to Central Government Pensioners/ Family Pensioners w.e.f. 01.07.2021.

Attention is invited to the OM No. 42/7/2021-P&PW(D) e-7330 dated 27.10.2021 (Copy enclosed) issued by the Department of Pension & Pensioners Welfare wherein it is decided that the Dearness relief admissible to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 28% to 31% of the basic pension /family pension (including additional pension/family pension) with effect from 1st July 2021.

All the banks are requested to follow the instructions issued vide OM ibid by the Department of Pension & Pensioners Welfare scrupulously and implement the same at the earliest.

This issues with the approval of Chief Controller (Pension).

Subject: Payment of Dearness Allowance to Armed Forces Officers and Personnel Below Officer Rank including NCs(E) โ€” Revised rates effective from 01.07.2021.

Sir,

I am directed to refer to this Ministryโ€™s letter No. 1(6)/2021-D(Pay/Services) dated 22 July 2021, on the subject cited above and to say that the President is pleased to decide that the Dearness Allowance payable to Armed Forces Officers and Personnel Below Officer Rank, including Non-Combatants (Enrolled), shall be enhanced from the existing rate of 28% to 31% with effect from 01.07. 2021.

2. The term โ€˜basic payโ€™ in-the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.

3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of Pay rules of Defence Force Personnel.

4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.

5. This letter issues with the concurrence of Finance Division of this Ministry vide their Dy. No. 224/AG/PD dated 26.10.2021 of RF No. 2(Z)/2021-AG/PD based on Ministry of Finance (Department of Expenditure) O.M. No. 1/4/2021-E-II(B), dated 25th October 2021.

OFFICE MEMORANDUM

Subject: Preventive measures to contain the spread of Novel Coronavirus (COVID-19) – Resumption of Biometric attendance regarding.

The undersigned is directed to refer to this Departmentโ€™s O.M. of even number dated 14.06.2021, whereby instructions regulating the attendance of Central Government employees with reduced staff, staggered timings and exemption to certain categories of employees from attending offices, which were in force up to 30.06.2021, were issued. It was also provided in the said OM dated 14.6.2021 that the biometric attendance would continue to remain suspended and physical attendance registers maintained until further orders.

2. The matter has since been reviewed and it has been decided to resume biometric attendance for all levels of employees, with effect from Monday the 8th November, 2021. It shall be the responsibility of Heads of Department to ensure that :-

(a) Sanitizers are mandatorily placed beside biometric machines and all employees sanitize their hands before and after marking of attendance.

(b) Physical distancing of six feet must be maintained by all employees while marking their attendance. If required, additional biometric attendance machines may be installed to avoid overcrowding;

(c) All employees shall be required to wear mask/face covers, at all times, including while waiting to mark their attendance;

(d) As far as possible, designated personnel should be deployed near bio-metric stations to clean/wipe the touchpad/scanner areas of biometric scanners frequently. Such personnel will also guide employees to maintain COVID appropriate behavior while in queue;

(e) As far as possible, adequate number of biometric stations should be placed in an outside/open air environment. If indoor, adequate natural ventilation must be maintained; and

(f) All offices shall undertake orientation of the employees on precautions to be followed.

(g) Meetings, as far as possible, shall continue to be conducted on video-conferencing and personal meetings with visitors, unless necessary in public interest, are to be avoided.

(h) All officers/staff shall strictly follow the COVID-appropriate behavior, at all times, in offices.

Subject:- Revised rates of Dearness Allowance to the employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scale/Grade Pay as per 5th Central Pay Commission from 01.07.2021.

The undersigned is directed to refer to this Departmentโ€™s O.M. No. 1/3(2)/2008-E.II(B) dated 13th August, 2021 on the subject mentioned above and to say that the rate of Dearness Allowance in respect of employees of Central Government and Central Autonomous Bodies, who are continuing to draw their pay In the pre-revised pay scale/Grade Pay as per 5th Central Pay Commission, shall be enhanced from the existing rate of 356% to 368% of the Basic Pay with effect from 1st July, 2021.

3. The contents of this Office Memorandum may also be brought to the notice of all organisations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.

2. The provisions contained in paras 3, 4 and 5 of this Ministryโ€™s O.M.No.1(3)/2008-E.II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

Dear Sir/ Madam,

Dearness Allowance for Workmen and Officer Employees in banks for the months of November, December 2021 & January 2022 under XI BPS/ 8th Joint Note dated 11.11.2020

We have to advise that the confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended September 2021 as published by Govt. of India in its website Labour Bureau are as follows:-

The average of the above is 8088.04 and accordingly the number of DA slabs works out to 434 (8088.04 โ€“ 6352= 1736.04/4 = 434 Slabs) The payment of DA for the months August, September & October 2021 was at 397 Slabs. Hence, there is an increase of 37 slabs of DA i.e. 434 -397 Slabs for payment of DA for the months November, December 2021 & January 2022

Accordingly, in terms of clause 7 of the 11th Bipartite Settlement dated 11.11.2020 and clause 3 of the Joint Note dated 11.11.2020, the rate of Dearness Allowance payable to Workmen and Officer employees for the months of November, December 2021 & January 2022 shall be 30.38 % of โ€˜payโ€™. While arriving at dearness allowance payable, decimals from third place may please be ignored.

Subject:-Issue of Concordance tables for revision of pension of pre-2016 pensioners/family pensioners under first formulation in implementation of Govt. decision on the recommendations of 7th CPC-regarding.

Reference:- Circular No. 585 dated 21.09.2017, Circular No. 608 dated 26.10.2018, Circular No. 610 dated 05.11.2018, Circular No. 617 dated 06.02.2019.

Attention is invited to para-2 of GoI, MoD letter No. 17(1)/2017(02)/D(Pension/Policy) dated 17.10.2018 circulated vide Circular No. 608 dated 26.10.2018 wherein it has been mentioned that Concordance tables for JCO/ORs who discharged/died in service prior to 01.01.1986 (Prior to 01.01.1973 for sailors), were under preparation and shall be issued separately.

2 Now GoI, MoD has issued vide their letter no. F.No.PC-17(1)/2016/D(P/P) dated 10.06.2021 has issued concordance tables for fixation of notional pay as on 01.01.2016 for JCOs/ORs of Army and Airmen of Air Force, who retired /died in various ranks after implementation of 3rd CPC (01.01.1973). A copy of ibid GoI, MoD letter dated 10.06.2021 is enclosed herewith for further necessary action, which is self explanatory.

3. In view of the above, Record Offices are requested to prefer/forward the claims for revision of pension in respect of Pre-01.01.2016 pensioners/family pensioners in accordance with the instructions given in this Office Circular No. 585 dated 21.09.2017 and amendment thereof by using this concordance table for fixing the notional pay of the pensioner.

4. All other terms and conditions shall remain unchanged.

5. This Circular has been uploaded on this office website www.pcdapension.nic.in for dissemination to all concerned.
