Sub : Implementation of Settlement, PF and e-pass modules of HRMS-reg
Eight modules of HRMS have been launched and vide Board’s letter dated 22.12.2020. It was advised that the modules would be effective w.e.f 01.01.2021.
However, various Railways and Production Units have raised issues like proxy errors. connectivity to server and flows of HRMS modules whereby users are experiencing difficulty in issuance of Passes and PF.
This has been examined in Board. In order to avoid inconvenience to users, it has been decided that while HRMS remains the preferred option, Field Units also have the to option operate the Pass. PF and Settlement activities as per the existing practice till 31.03.2021. However from 01.04.2021 onwards, all the activities relating to these modules shall only be initiated through respective nmodules of HRMS as CRIS would have taken all measures to ensure seamless operation of HRMS.
This issues with the approval of Competent Authority.

Pension – Contributory Pension Scheme (Tamil Nadu) – Accumulations at the credit of subscribers to the Contributory Pension Scheme (both Employees and Employers Contribution) Rate of interest for the Financial Year 2020-2021 – With effect from 01.01.2021 to 31.03.2021– Orders – Issued.
In the Government Orders first read above, orders were issued fixing the rate of interest on the accumulation at the credit of the subscribers of Contributory Pension Scheme at 7.1% (Seven point one percent) for the period from 1st October 2020 to 31st December 2020.
2. In the Government Order second read above, the rate of interest for accumulation at the credit of subscribers to the General Provident Fund (Tamil Nadu) were fixed at the rate of 7.1% (Seven point one percent) for the period from 1st January 2021 to 31st March 2021.
3. The Government now direct that, the rate of interest on the accumulations at the credit of the subscribers to the Contributory Pension Scheme (Tamil Nadu) shall be fixed at 7.1% (Seven point one percent) for the period from 1st January 2021 to 31st March 2021.

Sir,
Of late, this Office has been receiving many Court Cases as well as letters from various Telecom Circles seeking guidelines for disposal of representations received from retired employees, regarding grant of national increment falling due on the next day of superannuation/ retirement etc. for the purpose of pensionary benefits.
2. . In this regard , I am directed to forward herewith DOP&T O.M . No. 19/2/2018-Estt (Pay-I) dated 03/02/2021 , along with its enclosures, with regard to grant of notional increment for pensionary benefits in pursuance of the judgement dated 15/09/2017 of Hon ‘ble High Court of Madras in W. P. No. 15732 of 2017 in the case of P. Ayyamperumal Vs. Union of India & Ors.
3. DOP&T vide its aforesaid O.M has mentioned that the judgement date 15/09/2017 of Hon ‘ble High Court of Madras in W.P. No. 15732 of 2017 in the case of P.Ayyamperumal Vs Union of India & Ors is in personam’ in nature. In this regard, a brief note reflecting the Government’s stand on the instant issue has been attached as Annexure-1.
4 . Further, it has been mentioned that in a similar case, the Hon ‘ble Supreme Court, vide judgement dated 29/03/2019, while dismissing the SLP (C) Dy. No. 6468/2019 filed by DOT against the judgement dated 03/05/2017 of Hon ‘ble High Court, Lucknow Bench in W .P. No. 484 /2010 in the matter of UOI & Ors. Vs. Sakha Ram Tripathy & Ors., has inter alia, observed the following :
” There is delay of 566 day s in filing the special leave petition. We don’t see any reason to condone the delay. The Special leave petition is dismissed on delay, keeping all the questions of law open.”
5. Since the question of law on the instant issue is open and not yet decided, decision for implementation of the judgement dated 15/09/2017 of Hon ‘ble High Court of Madras in W .P. N o. 15732 of 2017 in Shri P. Ayyamperumal case, in rem has not been taken.
5. Accordingly, all the Telecom Circles/ Other Administrative Units/Cadre Controlling Units of BSNL Corporate Office are requested to dispose of the grievances/ representations received from various retired employees of BSNL in the light of the aforesaid guidelines issued by DOP&T. Further, where Court Cases have been filed by the retired employees in various Courts of Law, for grant of notional increment after retirement for pensionary benefits, it is, requested to defend these Courts cases in the above light and also to suitably incorporate the guidelines issued by DOP&T vide its O.M. dated 03/02/2021, while preparing the Counter Reply in such cases. Further , since the issue involves grant of pension and pensionary benefits, all the Telecome Circles/Administrative Units are requested to consult the concerned CCA Unit, while defending the Court Cases pertaining to their respective Circle/ Unit.
This issue with the approval of the Competent Authority .

No. 04-02/2019-LI .—In exercise of powers conferred vide Rule 3 of Post Office Life Insurance Rules (2011) and on the basis of Actuarial Valuation of the assets and liabilities of Rural Post Office Life Insurance Fund (RPOLIF) as on 31.03.2020, the Director General (Posts) is pleased to declare a simple Reversionary Bonus on the Rural Postal Life Insurance Policies on their becoming claims. due to death or maturity at the following rates :-

iv. Convertible Whole Life Assurance
Whole Life Bonus rate would be applicable, but on conversion. Endowment Assurance bonus rate will be applicable.
v. Terminal Bonus
Rs. 20/- per sum assured of Rs. 10.000/-. subject to maximum of Rs.1000 for Whole Life Assurance and Endowment Assurance policies with term of 20 years or more.
2. The rates of Bonus mentioned above for the Financial Year 2021-22 will be applicable from 01.04.2021.
3. Interim Bonus at the rates mentioned above will also be payable for all claims arising due to maturity or death until future valuation is completed.
4. The amount of Bonus involving a fraction of 50 paisa or more shall be rounded off to the next higher Rupee and fraction below 50 paisa shall be ignored.

Sub. : Relaxation in period of reckoning Sports Achievements for recruitment against sports quota under Talent Scouting Category for the year 2020-21.
As per existing instructions, the period of reckoning sports achievements for recruitment against sports quota under Talent Scouting Category is current and/or immediate previous one financial year. But, due to covid pandemic and nationwide lockdown most of the national or international championships didn’t take place last year.
The condition for reckoning sports achievements for recruitment against sports quota under Talent Scouting Category has been considered by Board and to give a fair opportunity to sportspersons for recruitment under Talent Scouting Category in 2020-21, it has been decided that the sports achievement for this category may be reckoned for the previous two f inancial years, same as that for the recruitment under Open Advertisement category.
This also disposes SERSA’s letter No. SERSA/Recruitment/TS&OA/2020-21, dated 15.01.2021.

Subject: Implementation of recommendation of 7th CPC- Para 11.12.140- Grant of Grade Pay of Rs. 5400 (PB 2) i.e. Level 9 of Pay Matrix in case of Assistant Accounts Officer of Defence Accounts Department of Ministry of Defence: Grant of Non-Functional Up gradation (NFU).
The CGDA, Delhi Cantt office vide their letter no. AN/XIV/14162/7th CPC/ Vol-II dated 13.11.2020 has intimated that the revised pay scale of the post of Assistant Accounts Officer in Defence Accounts Department would be in Level-8 of Pay Matrix and Level-9 (7th CPC) on completion of 04 years in Grade Pay of Rs. 4800/-(PB-2) Level 8. This is a Non-Functional Up gradation (NFU) which is subject to the following terms and conditions:-
(i) The grant of NFU will be admissible on completion of 4 years of regular service in the cadre from the date of joining as AAO. The aforesaid Non-Functional Up gradation (NFU) to AAQs is effective from 01.01.2016.
(ii) The NFU will be subject to vigilance clearance.
(iii) Benefits of Pay Fixation as per Rule 13 of CCS (Revised Pay) Rules 2016 shall be available at the time of grant of Non-Functional Up gradation to AAQs.
(iv) After the grant of NFU to AAOs in Pay Level-9 and their Pay Fixation under Rule 13 of CCS (RP) Rules 2016, there will be no further pay fixation on promotion.
(v) NFU will be reckoned for financial up gradation under MACP Scheme. Subsequent financial up gradation under MACPs, if any, is to be reckoned from the date of grant of NFU.
In order to consider the grant of NFU, it is requested to furnish the details of all eligible AAOs who are completing 04 years in the grade pay of Rs. 4800/- upto 30.06.2021 on the under mentioned Performa. Subject : Notification for continuous empanelment of Health Care Organizations (HCOs) under CGHS, Guwahati.
The undersigned is directed to state that MOH&FW has initiated continuous empanelment of Health Care Organizations (HCOs) under CGHS cities vide letter No.S.11045 /36/2012-CGHS (HCO) dated 26.12.2017 and on the basis of the responses received from the hospital & diagnostic centre/laboratory for empanelment under CGHS Guwahati as per terms and conditions of empanelment and MOA signed between CGHS and HCOs, the following HCO is empaneled under CGHS Guwahati.
The empanelment shall be for a period of two years from date of issuance of this order as per 2014 CGHS Guwahati rate list and modified in time to time or new empanelment, whichever is earlier. The HCOs already on the panel of CGHS, which do not find their names in annexed list of empanelled HCOs are allowed to continue on CGHS panel as per CGHS 2014 rates to facilitate the patients who are already admitted/permitted to continue with their treatment course.

Aparna Garg, PFA/RWF/YNK as her husband is already occupying a railway quarter in the same station.

Subject: Clarification on Cash Management Guidelines – regarding.
Clarifications have been sought regarding expenditure ceiling during last quarter and last month of 2020-21. It is clarified that the reference to this Ministry’s O.M. No.F.15(39)-B(R)/2016 dated 21.8 .2017 in this Ministry’s O.M. No.2(17)-B(P&A)/2020 dated 4.1.2021 that communicated expenditure ceilings, is limited to regulating the large releases. Ministries/Departments during the last quarter/month of the current financial year under Cash Management Guidelines have to abide by the instructions contained in the said O.M. dated 21.8.2017 while making large releases.
2. It is, further, clarified that in respect of overall expenditure ceilings, the Cash Management Guidelines for the remaining part of FY 2020-2021 issued by this Ministry vide O.M. No.2(17)-B(P&A)/2020 dated 29.10.2020 (copy enclosed) will be applicable. In other words, it is to state that QEP for the remaining part of the current fiscal may be considered as relaxed to the extent of expenditure ceiling finalized for RE 2020-2021.
