Central Government Employees should download `Aarogyasetu’ App on their mobile phones immediately

OFFICE MEMORANDUM

Subject: Effective use of `Aarogyasetu’ App for breaking the chain of transmission of COVID-19.

With reference to the subject mentioned above, the following directions may strictly be followed to improve the safety of all Government officials:

(i) All the officers, staff (including outsourced staff) working in Central Government should download `Aarogyasetu’ App on their mobile phones, immediately.

(ii) Before starting for office, they must review their status on `Aarogyasetu’ and commute only when the app shows ‘safe’ or ‘low risk’ status.

(iii) The officers/staff are advised that in case the App shows a message that he/she has a ‘moderate’ or ‘high risk’ calculated on the basis of Bluetooth proximity (“recent contact with infected person”), he/she should not come to office and self isolate for 14 days or till the status becomes ‘safe’ or ‘low risk’.

(iv) Joint Secretary (Administration) should ensure that above directions are strictly followed in the respective Ministry/Department.

(v) Ministries/Departments may issue similar instructions to all autonomous/statutory bodies, PSUs etc. attached to them.

(vi) Report on the action taken may be sent to the undersigned.

Rs. 50 lakh compensation declared for the Port employees/workers in case of loss of life due to COVID-19

All port employees including contractual labourers employed directly by the Port and other contractual employees are covered

Ministry of Shipping has decided that all the Major Ports may grant compensation /Ex-Gratia in the event of loss of life due to COVID-19 to the dependent members/legal heirs of the port employees as under:

Other Contractual Labourers 50.00 Lakh

Monetary Compensation is declared to cover the risk of life due to COVID-19 contamination while discharging the Port related duty. Port Chairman is the competent authority for the settling claims/ disbursement of the compensation/Ex-Gratia and verifying authority for the cause of death from COVID-19. This compensation is applicable only for the pandemic of COVID-19 and shall be in force up to 30.09.2020, subject to review thereafter.

पोर्ट कर्मचारियों / श्रमिकों की कोविड – 19 के कारण मृत्यु होने पर मुआवजे के रूप में 50 लाख रुपये देने की घोषणा की गई

पोर्ट के द्वारा सीधे काम पर रखे गए संविदा श्रमिकों और अन्य संविदा कर्मचारियों समेत पोर्ट के सभी कर्मचारियों को इसमें शामिल किया गया है

पोत परिवहन मंत्रालय ने निर्णय लिया है कि सभी बड़े बंदरगाह, कोविड – 19 के कारण मृत्यु होने पर पोर्ट कर्मचारियों के आश्रित सदस्यों / कानूनी वारिसों को निम्नानुसार मुआवजा / अनुग्रह प्रदान करेंगे:

पोर्ट संबंधित ड्यूटी का निर्वहन करते हुए कोविड – 19 संक्रमण के कारण जीवन के जोखिम को कवर करने के लिए मौद्रिक मुआवजे की घोषणा की गई है। पोर्ट के चेयरमैन मुआवजे/अनुग्रह के दावों / भुगतान के सम्बन्ध में निर्णय लेने और कोविड – 19 से मृत्यु होने का सत्यापन करने के लिए सक्षम प्राधिकारी होंगे। यह क्षतिपूर्ति केवल कोविड – 19 महामारी के लिए मान्य है और यह 30.09.2020 तक लागू रहेगी। इसके बाद समीक्षा के आधार पर निर्णय लिया जायेगा।

REIMBURSEMENT OF MEDICINES : SPECIAL SANCTION IN VIEW OF COVID-19

1. Further to this HQ letter No 13/49761/AG/ECHS dated 23 Mar 2020 (copy att).

2. A onetime sanction for purchase of medicines and claim reimbursement was issued till 30 Apr 2020. in view of extended lockdown till 03 May 2020, the veterans having life style/ chronic ailments/ diseases on long treatment may purchase medicines lasting till 31 May 2020 based on the prescription held (prescribed by Polyclinic/ Service hospital/ Empanelled hospital) irrespective of NA or otherwise. Veterans need not go to Polyclinics to collect the medicines till 31 May 2020.

3. One time sanction is hereby accorded to reimburse of above expenditure under individual reimbursement of medical claims. The bills for reimbursement to be submitted by Veterans after 15 Jun 2020.

4. This will be applicable with immediate effect till 31 May 2020.

A copy each of the Pension Fund Regulatory and Development Authority (PER DM’s circular, No.PFRD2020/7/REG-EXIT/1 dated 09 04.2020 and No PFRDA/2018/47/Reg-Exit/4 dated 24.05 2018 on partial withdrawals under National Pension System for different purposes, and No.PFRDAl2018/40/Exit. dated 10.01.2018 & No PFRDA:2016/7/Exit/2 dated 21.03.2016 providing procedural guidelines for partial withdrawals, are enclosed for information and compliance. The instructions contained in these circulars shall apply mutatis mutandis on Railways also.

2. The instructions on Pension Fund Regulatory and Development Authority (Exits and withdrawals under the National Pension System) Regulations, 2015 and amendments thereto mentioned in the above circulars have been adopted on Railways vide letter of even number dated 27 05.2016 & 23.04_2020

The portion of the Notifications concerning `Government Sector Subscribers’ shall apply mutatis mutandis on Railways also.

No deduction in allowances of Central Government employees

No deduction in allowances of Central Government employees, PIB Fact Check busts fake news

Fact Check Unit of Press Information Bureau has today clarified in a tweet that Central Government is not going to deduct allowances of Central Government Employees. The tweet was a fact check on a media report speculating that Government was planning such a move in response to the coronavirus crisis.

ABSTRACT

Provident Fund – General Provident Fund (Tamil Nadu) – Rate of interest for the financial year 2020-2021 – With effect from 1-4-2020 to 30-6-2020 – Orders – Issued.

Read the following:-

1. G.O.Ms.No.14, Finance [Allowances] Department, dated 27-01-2020.
2. From the Government of India, Ministry of Finance, Department of Economic Affairs (Budget Division), New Delhi Resolution No.F.No.5(2)-B(PD)/2020, dated 7-4-2020.

ORDER:

In the Government Order first read above, orders were issued regarding fixation of the rate of interest on the accumulations at the credit of subscribers of G.P.F. [TN] at 7.9% (Seven point nine percent) for the period from 1st January, 2020 to 31st March, 2020.

2. The Government of India, in its resolution second read above, announced that during the year 2020-2021, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 7.1% (Seven point one percent) with effect from 1st April, 2020 to 30th June, 2020.

3. The Government now direct that the rate of interest on the accumulation at the credit of the subscribers to General Provident Fund [Tamil Nadu] shall carry interest at the rate of 7.1% (Seven point one percent) with effect from 1st April, 2020 to 30th June, 2020.

4. The rate of interest on belated final payment of Provident Fund accumulations remaining unpaid for more than three months of its becoming payable shall be at the same rate as ordered in para-3 above.
