Sub: Booking of Crew due for Periodic Medical Examination (PME).
Ref: ED/Health(Planning)’s letter No. 202041-1/7/5 dated 01.04.2020.
In view of the complete Iockdown to contain the spread of COVID-19 virus, Health dte. of Railway Board vide letter referred above has decided that the staff due for PME need not be sent for it till 30.04.2020.
It is therefore advised that booking of such running staff becoming due for PME may be permitted through CMS application as a special case. This relaxation is being permitted for a limited period considering the critical situation prevailing. This will be applicable till 30.04.2020 or till fresh orders by Board’s office, whichever is earlier. Exception reports should be generated for such booking by CMS for record.
CRIS may issue procedural instructions to ZRs for its implementation as necessary.
IT Department to release all pending income tax refunds up to Rs 5 lakhs immediately ; Around 14 lakh taxpayers to benefit
All GST & CUSTOM refunds also to be released ; to provide benefit to around 1 lakh business entities including MSMEs Rs 18,000 crore of total refund granted immediately
In the context of the COVID-19 situation and with a view to provide immediate relief to the business entities and individuals, it has been decided to issue all the pending income-tax refunds up to Rs. 5 lakh, immediately. This would benefit around 14 lakh taxpayers.
It has also been decided to issue all pending GST and Custom refunds which would provide benefit to around 1 lakh business entities, including MSME. Thus, the total refund granted will be approximately Rs. 18,000 crore.

Subject : iGOT (Integrated Govt. Online Training) courses on DIKSHA platform on COVID-19 pandemic.
The undersigned is directed to say that as all are aware, India faces a significantly higher threat from COVID-19 pandemic. It will be pertinent to take note of the fact that India’s first line of workers is already engaged in COVID relief and doing commendable job. However, a larger force will be needed to replace the first line and to tackle the exponential or geometric increase in positive COVID cases in the subsequent stages of the pandemic.
2. Accordingly, to take care of the training needs of the frontline workers, the launch of the iGOT platform has been fast-forwarded, and using the MoHRD DIKSHA as a host, has been retro-fitted to the purpose requested by the Empowered Group of Officers led by Shri Arun Panda.
3. A version of iGOT fitted to these needs has been launched with the following URL link – https://igot.gov.in . The platform will provide the training modules on flexitime and on site basis so that the COVID response can be delivered at scale for the workforce needed to tackle the pandemic.
4. Courses on iGOT have been launched for Doctors, Nurses, Paramedics, Hygiene Workers, Technicians, Auxiliary Nursing Midwives (ANMs), State Govt. Officers, Civil Defence Officials, various Police Organisations, National Cadet Corps (NM, Nehru Yuva Kendra Sangathan NYKS), National Service Scheme (NSS), Indian Red Cross Society (IRCS), Bharat Scouts & Guides (Bsq and other volunteers at this stage. The details are as under:

(ii) User Instructions Manual is at Annexure-I.
(iii) Pamphlet of courses alongwith. the Course QR Code is at Annexure-II.

5. It is requested that wide publicity be made and more and more members of the organisations concerned be encouraged to onboard the iGOT platform and undergo online training so that the pandemic may be handled efficiently.

1. World Health Organisation has already recognized COVID-19 outbreak as a global pandemic and in light of various advisories issued by Ministries of Central Government/State Governments/ Local Administrations/Corporates for taking precautions to avoid spreading of the pandemic, many employers have implemented / encourage employees to work from home.
2. In light of the above and requests received from Points of Presence, it has been decided to allow employers/corporates to authorize the NPS Subscriber Registration Forms submitted by their employees through email instead of physical authentication subject to the following conditions:
– employee authorizations should be from the email ids of the Nodal Officer or the Alternate Nodal Officers as registered in CRA records.
– upon resumption of normalcy, re-authorization of employees by employer/corporate on their letter head to be collected by PoPs for all such cases.
3. The corporates / employers already authorizing the forms through online methods may continue the process as is.

Sub :- Submission of pension claim during lock-down in respect of Defence civilian

Government of India has declared lock-down as a precautionary measure in view of COVID -19. Some Head of office have expressed their inability in forwarding of pension claim in hard copy due to lockdown. Matter has been considered by the competent authority and it has been decided that till then lockdown, superannuation/retiring pension claim whose date of retirement is on or before 30.04.2020 and all death cases pension claim may also be forwarded as a soft copy i.e. scanned copy to PCDA (Pension) Allahabad email address [email protected]. This arrangement is optional for those HOO who are not in position to forward pension claim in hard copy. Subject of email should be ” Pension claim- G1/Civil”.
2. In view of the above, you are requested to issue suitable instructions (along with copy of this circular) to all the Head of the Offices under your administrative control to ensure the submission of pension claim as stated above.

Subject :- Payment of DA to Board level/below Board level executives and non-unionized supervisors following IDA scales of pay in Central Public Sector Enterprises (CPSEs) on 1987 and 1992 basis.
The undersigned is directed to refer to Para No.4 of this Department’s O.M. No. 2(50)/86- DPE(WC) dated 19.07.1995 wherein the rates of DA payable to the executives holding Board level post have been indicated. In accordance with the DA scheme spelt out in Annexure-III of the said O.M, the installments of DA become payable from 1st January, 15th April, 1st July and 1st October, every year based on the price increase above quarterly Index average of 1099 (1960=100).
2. In continuation of this Department’s O.M. of even No. dated 03.01.2020, the rates of DA payable to the executives of CPSEs holding Board level post, below Board level post and Non-Unionized Supervisors following IDA pattern of 1992 pay scales may be modified as follows:-

The quantum of IDA payable from 01.04.2020 at the old system of neutralization @ Rs.2.00 per point shift for increase of 100 points, may be Rs.200/- and at AICPI 7518, DA payable may be Rs. 13625.75 to the executives holding Board level post, below Board level post and non-unionized supervisors following IDA pattern in the CPSEs of 1987 pay scales.
5. All administrative Ministries/Departments of Government of India are requested to bring the foregoing to the notice of the CPSEs under their administrative control for necessary at their end.
