Sub : Guidelines for use of Social Media for promotion of products and services of the Department.

This is regarding promotion of products and services of the Department through Social Media platforms. Earlier, instructions were issued to Circles vide the above subject and reference, regarding Department of Posts Social Media handles.

The handles are quite popular and as on date there are over 2.10 lakh ‘Likes’ on our Facebook Page and over 1.62 lakh ‘Followers’ on Twitter.

2. It is observed that Department of Post has not been able to properly leverage the power of Social Media platform for its public outreach programme. Given its characteristics of immediate outreach and 24*7 engagements, Social Media offers a unique opportunity to the Department of Posts to engage with public and other stakeholders and create awareness about its products & services and major contributions made by the Department in delivering postal, financial and citizen centric services to the public. The Ministry of Electronic and Information Technology has issued “Frame work & Guidelines for use of Social Media for Government Organisations” which is available on net. The Circles may kindly follow the guidelines for use of social media. Some of key caveats that the guidelines highlight and must be kept in mind include:

a. All accounts must be created and operated in official capacity only.

b. As social media demands 24*7 interactions, some responsiveness criteria may be defined and a dedicated team may be put in place to monitor and respond.

c. There should be congruence between responses on social media and traditional media.

d. Relevant provisions of IT Act 2000 and RTI Act must be adhered to. Detailed description and explanations are given in the Guidelines section of the document.

3. Heads of Circles may open Twitter and Facebook account if not yet done, since the Circles are doing a large number of activities which deserve to be shared with public for further improving the trust and goodwill of the Department and its employees.

4. In order to use Social Media extensively and get benefits, following actions are required to be taken by the Circles:

a. Heads of Circle should immediately activate their Social Media accounts and start posting photos and messages of the significant activities done by them. Whenever, they post a message, they should tag it to Directorate/ all Circles and other important accounts mandatorily. The account details of Directorate are Facebook: @PostOffice.IN and Twitter: @IndiaPostOffice.

b. A suitable official may be identified as a nodal point by all Circles making him/ her responsible for posting messages on social media on daily basis. The email of nodal points shall be shared with Marketing Division for coordination at [email protected] and [email protected].

c. Share/ Re-tweet the posts/ comments of other Circles/Directorate.

d. Use of local language.

e. Hold regular press conference at the level of CPMG to inform media about the activities of the Department.

f. Important photographsa of promotional activities along with description may be sent to Marketing Division [email protected] and [email protected].

The Circle are directed to comply with the instructions by 20.03.2020 and send compliance report to Marketing Division.

Federation invites kind attention of the Railway Board to the minutes of special meeting held between NFIR representatives and EDPC-I, Railway Board on 04/06/2019 relating to PNM Agenda Item No. 23/2017. When Federation explained the case and urged that the instructions issued by Northern Railway vide letter dated 16/01/2015 to its Divisions be restored and accordingly conveyed to Zonal Railways, the Official Side agreed to consider and take action for issuing clarificatory instructions. But however, there has been no positive action despite several months.passed.

This subject has again been discussed by NFIR with EDPC-I on 27/01/2020 and with EDFE on 05/02/2020 who agreed to issue clarification to the General Manager, Northern Railway for restoration and implementation of earlier instructions dated 16/11/2015. Though more than a month has passed, the clarification has not been issued yet, while the PNM item is pending since over 2 and 1/2 years.

NFIR, once again requests the Railway Board to kindly issue clarification to the General Manager, Northern Railway for restoration of his instructions dated 16/11/2015, duly endorsing copy to the Zonal Railways and to the Federation.

Restoration to normal pension in cases of grant of commutation

New Delhi, the 20th February, 2020

G.S.R.132 (E).—In exercise of the powers conferred .by section 6A read with sub-section (1) of section 7 of the Employees’ Provident Funds and Miscellaneous Provisions Act, 1952 (19 of 1952), the Central Government hereby makes the following Scheme further to amend the Employees’ Pension Scheme, 1995, namely:-

1. (1) This Scheme may be called the Employees’ Pension (Amendment) Scheme, 2020.

(2) It shall come into effect from the date of its publication in the Official Gazette.

2. In the Employees’ Pension Scheme, 1995, after paragraph 12, the following paragraph shall be inserted, namely:—

“12B. Restoration to normal pension in cases of grant of commutation. — The normal pension in respect of those members who availed the benefit of commutation of pension under the erstwhile paragraph 12A of this Scheme, on or before the 25th day of September, 2008, shall be restored after completion of fifteen years from the date of such commutation.”.

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether CGHS beneficiaries referred by the dispensaries to the empanelled hospitals are forced to seek repeated endorsements for treatment and tests causing great inconvenience and delay in treatment;

(b) if so, the reasons therefor and the response of the Government thereto;

(c) whether there is any proposal to simplify this procedure and allow treatment and all necessary tests on a single endorsement/reference by the dispensary for all senior citizens;

(d) if so, the time by which such a decision is likely to be implemented and if not, the reasons therefor;

(e) whether the Government has invited suggestions from stakeholders regarding revamping of CGHS; and

(f) if so, the details thereof and the action taken thereon?

STATEMENT REFERRED TO IN REPLY TO LOK SABHA
STARRED QUESTION NO. 284 FOR 13TH MARCH, 2020

(a) & (b) Central Government Health Scheme (CGHS) is a contributory health scheme of Central Government Employees and Pensioners under which subscribers are provided primary healthcare in the form OPD treatment and medicines from CGHS Wellness Centres. CGHS Wellness Centres act as the nodal point for referral purposes. After consultation with specialist doctor at Empanelled Hospital, the subscriber reports back to the concerned Wellness Centre for issue of prescribed medicines. Also, in cases where the specialist has prescribed diagnostic tests, the MO/CMO at CGHS Wellness Centre endorses listed investigation/ listed treatment procedure. For unlisted investigations/ treatment procedures in CGHS, CMO In-charge submits the prescription to competent authority for consideration in case of pensioners. Serving employees do not have to come back to the Wellness Centre and seek permission for unlisted investigations/ unlisted treatment procedures from their Department as per prevailing guidelines. It is part of checks and balances in the system.

In case of Post-operative follow-up cases only one-time referral/permission is required without extension of permission from time to time and treatment / investigations may be undertaken without any endorsement in respect of critically ill CGHS beneficiaries.

(c) & (d) Simplification/ rationalisation of procedures is an ongoing process. With a view to facilitate ease of availing consultations from Specialists at empanelled hospitals, Government has permitted elderly CGHS beneficiaries aged 75 years and above to seek consultations from Specialists without any referral and undergo treatment/ investigation without endorsement. Permission is required only for unlisted treatment procedure/ tests in non-emergency conditions.

(e) & (f) Yes, Sir. Government has invited suggestions from CGHS beneficiaries and other stakeholders regarding revamping of CGHS. The suggestions/ feedback received have been examined by a duly constituted Committee. The Committee has submitted its report for consideration.

Since the land in the matter of this Kendriya Vidyalaya has been transferred by the District Administration in favour of Kendriya Vidyalaya concerned, sanction of the Commissioner, KVS is here by conveyed to start a new Kendriya Vidyalaya under Civil Sector with immediate effect, at the following location:-

मंत्रिमंडल ने 1 जनवरी, 2020 से बकाया महंगाई भत्ता और महंगाई राहत के एक अतिरिक्त किस्त को जारी करने की मंजूरी दी

प्रधानमंत्री श्री नरेन्द्र मोदी की अध्यक्षता में केन्द्रीय मंत्रिमंडल ने केन्द्र सरकार के कर्मचारियों के लिए महंगाई भत्ता और पेंशनभोगियों के लिए महंगाई राहत की एक अतिरिक्त किस्त को जारी करने की मंजूरी दे दी है, जो 1 जनवरी, 2020 से प्रभावी होगी। मूल्य वृद्धि की क्षतिपूर्ति के लिए मूल वेतन/पेंशन की वर्तमान दर 17 प्रतिशत में 4 प्रतिशत की वृद्धि होगी।

महंगाई भत्ता और महंगाई राहत के कारण सरकार पर प्रतिवर्ष 12,510.04 करोड़ रुपये का वित्तीय बोझ पड़ेगा और वित्त वर्ष 2020-21 में कुल 14,595.04 करोड़ रुपये इस मद में खर्च होंगे। (जनवरी, 2020 से फरवरी, 2021 तक के 14 महीनों की अवधि के लिए) इससे 48.34 लाख केन्द्र सरकार के कर्मचारियों तथा 65.26 लाख पेंशनभोगियों को लाभ मिलेगा।

यह वृद्धि स्वीकृत नियमों के अनुरूप है, जो 7वें केन्द्रीय वेतन आयोग की अनुशंसाओं पर आधारित है।
