Subject : Extension of provisions related to Child Care Leave to single male Defence Industrial employees

The undersigned is directed to refer to the Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training) Notification No. G.S.R. 1209(E) dated 11.12.2018 and to state that the proposal on the above subject has been under consideration in this Ministry. The matter has now been examined in this Ministry and it has been decided to extend the benefit of Child Care Leave to the single male Defence Civilian Industrial employees at par with female Defence Civilian Industrial employees subject to the condition provided in Rule 43-C of the CCS (Leave) Rules, 1972 as amended from time to time.

2. This will take effect from the date of issue of this letter.

3. This issues with the concurrence of MoD (Finance) vide their Dy. No. 08/AG/PB/2020 dated 07.01.2020.

Consumer Price Index for Industrial Workers (CPI-IW) — December, 2019

The All-India CPI-IW for December, 2019 increased by 2 points and pegged at 330 (three hundred and thirty). On 1-month percentage change, it increased by (+) 0.61 per cent between November and December, 2019 when compared with the increase of (-) 0.33 per cent for the corresponding months of last year.

The maximum upward pressure to the change in current index came from Food group contributing (+) 1.87 percentage points to the total change. At item level, Onion, Jowar, Rice, Wheat & Wheat Atta, Arhar Dal, Moong Dal, Urd Dal, Mustard Oil, Egg (Hen), Fish Fresh, Goat Meat, Fresh Milk, Chillies Dry, Drum Stick, Potato, Cooking Gas, Electricity Charges, Fire Wood, Employees State Insurance (ESI) Contribution, Petrol, Flowers/Flower Garland etc. are responsible for the increase in index. However, this increase was checked by Chillies Green, Ginger, Banana, Brinjal, Cabbage, Carrot, Cauliflower, Green Coriander leaves, Guava, Lemon, Methi, Palak, Peas, Radish, Tomato, Toilet Soap, etc., putting downward pressure on the index.

Year-on-year inflation based on all-items stood at 9.63 per cent for December, 2019 as compared to 8.61 per cent for the previous month and 5.24 per cent during the corresponding month of the previous year. Similarly, Food inflation stood at 12.22 per cent against 9.87 per cent of the previous month and (-) 0.96 per cent during the corresponding month of an year ago.

At centre level, Tiruchirapally observed the maximum increase of 12 points followed by Goa (11 points), Giridih and Belgaum (9 points each) and Ludhiana and Puducherry (8 points each). Among others, 7 points increase was observed in 4 centres, 6 points in 5 centres, 5 points in another 5 centres, 4 points in next another 5 centres, 3 points in 11 centres, 2 points in 12 centres and 1 point in 13 centres. On the contrary, Sholapur and Surat recorded a maximum decrease of 3 points each. Among others, 4 centres observed a fall in index by 2 points and 6 centres recorded a decline of 1 point. Rest of 5 centres’ indices remained stationary.

The indices of 34 centres are above All-India Index and 44 centres indices are below national average.

The next issue of CPI-IW for the month of January, 2020 will be released on Friday 28th February, 2020. The same will also be available on the office website www.labourbureaunew.gov.in.

Sub: BSNL Voluntary Retirement Scheme, 2019 – Procedure in respect of employees who have expired/dismissed/retired after submission/acceptance of option.

Sir,

As per records in the ERP system, some employees whose option for retirement under VRS-2019 was accepted by the competent authority have since expired or ceased to be BSNL employee for various administrative reasons. In few other cases, the optees have been found to be not eligible for option to retire under the scheme. In order to rule out any possibility of inadvertent error at ground level such cases should be properly documented in the ERP system and acceptance orders issued in respect of these employees are to be withdrawn at the earliest.

2. You are, therefore, requested to advise the concerned officers to take necessary action as detailed below in respect of such cases for necessary action by ERP team and generation of order for withdrawal /cancellation of acceptance order on case to case basis:

3. It may kindly be noted that in case acceptance order in respect of any employee is to be withdrawn, necessary withdrawal I cancellation order is to be issued before 31.01.2019 positively. You are, therefore, requested to advise the concerned officers to accord top priority to such cases so that orders can be generated and issued by 31.01.2019. It may also kindly be ensured that final order I release order in respect of such employees are not issued in any case.

Sub: Orders dated 4.8.2017 of Hon’ble CAT, Ernakulam Bench in O.A. No. 180/627/2016 in the matter of N. Krishna Kumar v/s Union of India & Others regarding grant of Selection Scale to the Miscellaneous Category Teachers of Jawahar Navodaya Vidyalaya Samiti (JNVs) without insisting on higher qualification-regarding. .

In compliance to Ministry of Human Resource & Development letter No. 17-33/2017-UT-3 dated 21.01.2020, approval of the competent authority is hereby conveyed for grant of Selection Scale to the Miscellaneous Category Teachers of JNVs without insisting on higher qualification in relaxation of the conditions contained in para 3 (v) of MHRD order NO.F.5-180/86-UT-1 dated 12.8.1987.

It is, therefore, requested to comply the above provision. Further, the number of the posts in the Selection Scale will continue to be restricted to 20% of the posts in the Senior Scale of the respective cadre. The other terms & conditions of the letter dated 12.08.1987 of MHRD will remain unchanged.

Sub: Submission of Annual Immovable Property Return (AIPR) for the year ending 2019 (as on 01.01.2020) through online- req.

Sir/Madam,

It has been decided to facilitate filing of Annual Immovable Property Return for the year ending 2019 onwards through online to the employees of Samiti, as already communicated.

2. Accordingly, the module enabling online filling of Annual Immovable Property Return for the year ending 2019 (as on 1.1.2020) has been made live today i.e. 28.01.2020 and is accessible through https://iconnect.nvsonline.in. Login ID of the individual will be Employee ID and password have already been shared. The User Manual for filing of the Property Return titled” AIPR USER MANUAL’ is enclosed wherein flowchart of filing Annual Immovable Property Return in electronic environment is given.

3. The Property Return should contain particulars of all immovable property owned, acquired or inherited by the officer/ official or held by him/ her on lease or mortgage, either in his/her own name or in the name of any members of his/her family or in the name of any person dependent on government servant. Please ensure that after filling all details of the properties in the prescribed format online, it is to be downloaded, signed by concerned official and then again uploaded.

4. It is pertinent to mention that as per the instant instructions of DoP&T issued vide its OM No. 22-10/018-CS 1(APAR) dated 29.09.2011. “Vigilance Clearance Shall be denied to an officer if he/she fails to submit his/her Annual Immovable Property Return of the previous year by 31st January of the following year’.

5. All the employees may be directed to submit their Annual Immovable Property Return through online by 15.02.2020 during this year. However, from the next year this process will be required to be completed by 31st January every year It may be noted that defaulting officials will not be granted vigilance clearance.

6. For addressing the queries, if any, regarding implementation of online filing up of Annual Immovable Property Return, kindly email at- [email protected]. Arrangements have also been made to have a help desk by deploying personnel. The GDS Committee headed by Kamlesh Chandra had analysed in Chapter 6 ( Rural Business Development and Marketing) and recommended vide para 6.86.25(F/A) that, The Department should utilize the services of eligible GDSs as Postal Assistant against the vacancies by paying pro-rata wages as done in the case of Postman/MTS employees.

3. A Committee headed by Officers of the Department of Posts also examined the issue and recommended that, this may be examined in detailed.

4. Presently, services of GDS are being utilised against the vacancies of Postman/MTS employees and GDS are paid the wages on par with the minimum of basic pay + DA as admissible.

5. It is requested to send your views within a fortnight as to whether, services of eligible Gramin Dak Sevaks may or may not be utilised as Postal Assistant/Sorting Assistant against the vacancies by paying pro-rata wages as done in the case of Postman/MTS employees?

Meanwhile, the approval of competent authority is hereby accorded for enrolment of BSNL retired employees as “BSNL Retired Employee Associate Distributor” on following commission structure basis:-

a) Discount/margin for Pre-Paid & Post-paid products shall be 90% of existing franchisee-retailer channel discount/commission.

b) Discount/margin for C-top-up shall be 70% of existing franchisee-retailer channel discount/commission i.e. equivalent to existing retailers share.

In view of the above, it is requested that retired BSNL employees may be enrolled as “BSNL Retired Employee Associate Distributor”. ITPC is requested to create a new category for “BSNL Retired Employee Associate Distributor” with mentioned commission structure in SancharSoft.
