Sub : Payment of Dearness Allowance / Dearness Relief to the Serving Government Employees / State Government Pensioners / Family Pension Holders / Extra Ordinary Pension Holders in Revised rates effective from 01/01/2019 applicable for revised pay scale as per A.S.(ROP) Rules, 2017.

The undersigned is directed to refer to Finance Department’s O.M.No.FEG.8/2017/42 dated 22/10/2018 and to say that Governor of Assam is pleased to decide that the Dearness Allowance/Dearness Relief (DA/DR) to the State Government employees and the pensioners who are entitled to draw pay & pension as per A.S.(ROP) Rules, 2017 shall be admissible as per rate shown below:

Note :- The payment on account of D.A./ D.R. involving fractions of 50 paise and above may be rounded off to the next higher rupee and fraction of less than 50 paise may be ignored.

2) The order shall apply to Government employees who are brought over to the revised scale of pay w.e.f. 01/04/2016 and to those who elected to retain the scale of pay that prevailed prior to 01/04/2016. In case of the former, pay for the purpose of D.A. will be as defined in F.R. 9(21)(a)(i) including stagnation increment. Those Govt. employees who exercised option to retain the scale of pay that existed prior to 01/04/2016 shall continue to draw the D.A. as is appropriate to the pay scales in force on 31/03/2016.

3) The orders shall also be applicable to work charged employees and to those paid from contingencies and holding posts carrying identical pay scales as applicable to the employees of the regular establishments of corresponding categories.

4) The amount sanctioned shall be classified as D.A./D.R. and the expenditure for the purpose will be debitable to the detailed head of Salary, Wages or Pension under respective head of account from which Govt. employees draw their pay and the Pensioners draw their pension.

5) (i) The current enhanced rate of 12% DA/DR shall be paid along with monthly pay/pension from the month of March, 2019. -(ii) The arrear D.A/D.R. with effect from 01/01/2019 to 28/02/2019 shall be paid in a single installment through Bank Accounts of the Employees/Pensioners.

6) The Treasuries and Sub-Treasuries in Assam/Authorized Public Sector Banks are requested to arrange for the payment of Dearness relief to the Pensioners/Family Pension Holders/Extra Ordinary Pension Holders on the basis of this O.M.

Subject: – CLARIFICATION REGARDING SANCTION OF ONE ADDL. FREE RAILWAY WARRANT/ADDL. LTC

Consequent on implementation of recommendations of 7th CPC, the Govt. of India, MHA (Police-II Division) (PF-I Desk) vide their OM No.II.27012/38/CF-3396701/2017-PF-I dated 31/07/2017, has conveyed sanction of President for grant of one Additional Free Railway Warrant/Additional LTC to the personnel of CAPFs, AR & NSG serving in field/high altitude/Counter-Insurgency Operations (CI Ops) areas, in supersession of all the existing orders issued on the subject from time to time. It has been further clarified by MHA vide UO No.II-27012/38/CF-3396701/2017-PF-I dated 06/03/2018 that the new guidelines extend full Free Railway Warrant to all CAPFs personnel serving in field/high altitude/Counter-Insurgency Operations (CI Ops) areas in a year without imposing conditions of death, illness, marriage etc. The said OMs supersedes all previous orders on the subject including provision contained in Para No.8 of Standing Order No.08/2002.

2. On the basis of references being received from various formations of CRPF with regard to classification of the ‘Field’ and ‘Non- Field’ Posting areas for the subject purpose, the matter has been examined keeping in view the distinctive features, role & responsibilities of our Force and in the light of guidelines issued by MHA OM No.II-27012/38/CF-3396701/2017/PF-I dated 31/07/2017. After considering the various facts of the issue and keeping in mind the welfare of Force personnel, classification of Field and Non-Field Posting areas is defined as under :-

3. The above classification has been done exclusively for grant of one Additional Free Railway Warrant/Additional LTC with effect from 01/07/2017 strictly as per MHA OM dated 31/07/2017 ibid. It should not be linked with the admissibility of any other allowance, benefit or claim.

4. It may be noted that the existing guidelines on the subject wherein CAPF personnel were earlier granted 50% of rail fare in a year for to and fro journey to hometown in specified circumstances, like death, illness, marriage etc issued vide GOI, OM No.27012/12/79-FP-IV-(II) dated 20/07/1979 including provision contained in Para No.8 of Standing Order No.8/2002 stand superseded from the date of implementation of new guidelines i.e. 01/07/2017.

Dr Jitendra Singh addresses workshop on International Women’s Day

The Union Minister of State for Development of North Eastern Region (I/C), Prime Minister’s Office, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh addressed a workshop organised by Ministry of Personnel, Public Grievances and Pensions, on the occasion of International Women’s Day, here today. The Minister also presented awards to the women employees of the Personnel Ministry in various competitions organised in run up to the Women’s Day celebrations.

Speaking on the occasion, Dr Jitendra Singh said that the entire spectrum of Women’s Day celebrations has changed over the last few years. It was earlier observed to highlight the issues related to gender equality and women emancipation, while now it is being observed to celebrate the success stories of women in different areas, he said. He complimented the women employees who have been presented awards on the occasion of Women’s Day.

The Minster said that the Government under the leadership of Prime Minister Shri Narendra Modi has taken many initiatives for the welfare of women in the country. He spoke about many steps in these areas including maternity leave, creches for women, leadership positions for women, women-oriented schemes such as Ujjawala Yojana, among others. He also talked about role of women in defence forces. These initiatives have led to tremendous amount of transformation in the social thinking and behaviour, the Minister added. The Minister said that these steps are going to have long-term impact in the society.

The Secretary, DoPT, Dr. C. Chandramouli said that women employees are an important part of any organisation. He emphasised that we should work together in the direction of providing opportunities to the women and support their efforts.

The senior officers and women employees of the Ministry were also present on the occasion.

No, 1/3/2008-E.II(B) dated 11th September, 2018 revising the rate of Dearness Allowance (DA) w.e.f. 01.07.2018 in respect of employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised pay scales as per 5th Central Pay Commission.

2. The rate of DA admissible to above categories of employees of Central Government and Central Autonomous Bodies shall be enhanced from the existing 284% to 295% w.e.f. 01.01.2019.

3. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M.No.1(13)/97-EII(B) dated 3rd October, 1997 shall continue to be applicable while regulating Dearness Allowance under these orders.

4. The payment of arrears of Dearness Allowance shall not be made before the date of disbursement of salary of March, 2019.

2. The rate of DA admissible to above categories of employees of Central Government and Central Autonomous Bodies shall be enhanced from the existing 148% to 154% w.e.f. 01.01.2019.

Grant of ECHS Facilities to World War II Veterans, ECOS, SSCOS and Pre-Mature Retirees

Ministry of Defence has decided to grant ECHS facilities to World War II Veterans, Emergency Commissioned Officers (ECOs), Short Service Commissioned Officers (SSCOs) and pre-mature retirees.

It is being proposed to waive the conditions relating to being ESM/in receipt of pension for grant membership of ECHS to World War II Veterans, ECOs, SSCOs and pre-mature retirees subject to the following conditions:

They must apply for membership of ECHS and accept the Rules of ECHS.ECHS facilities would be extended only to the individuals of the above-mentioned categories and their spouses. They will have to pay one-time contribution and become members of the ECHS. (However, war widows shall be exempt from payment of one-time ECHS contribution). They should not have been discharged on disciplinary grounds. They should not be covered under any other institutional health scheme of the Government.They should abide by the ECHS Rules as amended from time to time.The WW-II Veterans and ECOs and their spouses would be allowed all ECHS facilities including treatment in ECHS empanelled hospitals, and free OPD and IPD treatment facilities at the AFMS Hospitals, as available to other ECHS members.The SSCOs and pre-mature retirees and their spouses would be eligible for the following facilities:

  • Free OPD services from ECHS Polyclinics
  • They must pay for OPD/IPD/Investigations in ECHS empanelled hospitals and seek reimbursement @ 75 per cent of total admissible expenditure for personnel having more than 10 years of service and @ 50 per cent of total admissible expenditure for personnel having less than or equal to 10 years of service.

It may be noted that there has been a long pending demand from the World War II Veterans, Emergency Commissioned Officers (ECOs), and Short Service Commissioned Officers (SSCOs) for grant of ECHS facilities.There are precedents when the conditions of ECHS membership have been waived due to special circumstances with the approval of CCS in the past. (For example, in the cases of Uniformed Coast Guard pensioners, Defence Security Corps, Assam Rifles, etc.). The Raksha Mantri’s Committee of Experts has recommended in its report that SSCOs and ECOs and all other personnel released without the benefit of pension but on completion of terms with gratuity be granted ECHS facilities.

The total annual financial implication would be about Rs21.28crore per year plus Rs94.30 lakh per annum due to members added every year. In addition, the financial implication would increase to the extent of number of pre-mature retirements taking place in subsequent years.Expected number of beneficiaries going to be around 43,000.

Subject :- Payment of Dearness Allowance/Dearness Relief to the State Government employees / pensioners / family pensioners.

No. 21612010-FD(PIC)(Pt): The undersigned is directed to refer to this Government Office MemorandUM of even number, dated 03/08/2018 on the above subject and to state that the Governor of Manipur is pleased to decide that the Dearness Allowance/Dearness Relief payable to the State Government employees/pensioners/family pensioners shall be enhanced at the following rates :-

2. The term ‘basic pay’ in the revised pay structure means the pay drawn in the prescribed Pay Band plus the applicable Grade Pay but does not include any other type of pay like special pay, etc.

3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(21).

4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.

5. The Dearness Relief at the rate indicated above will also be admissible on the additional basic pension/additional family pension available to older pensioners/family pensioners based on their age.

6. The payment of Dearness Relief involving a fraction of a rupee shall be rounded off to the next higher rupee.

7. Other provisions governing grant of Dearness Relief in respect of employed family pensioners and re-employed State Government pensioners and those relating to regulation of Dearness Relief where pensioners is in receipt of more than one pension will remain unchanged.

8. These orders relating to grant of Dearness Relief shall not be applicable to the Old Age Pension, Political Pension or any other kinds of similar pensions which are not related to the service rendered under the Government of Manipur.

9. It will be the responsibility of the Pension Disbursing Authority, including the Nationalized Banks, etc. to calculate the quantum of Dearness Relief payable in each individual case.

10. The Accountant General (A&E), Manipur and the Authorized Public Sector Banks shall arrange payment of relief to pensioners etc. on the basis of the above instructions.
