Sub: Central Government Employees Group Insurance Scheme-1980 – Tables of Benefits for the savings fund for the period from 01.04.2024 to 30.06.2024.

The Tables of Benefits for Savings Fund to the beneficiaries under the Central Government Employees Group Insurance Scheme-1980, which are being issued on a quarterly basis from 01.01.2017 onwards, as brought out in this Ministry’s OM of even number dated 17.03.2017, for the quarter from 01.04.2024 to 30.06.2024, as worked out by IRDA based on the interest rate of 7.1% per annum (compounded quarterly) as notified by the Department of Economic Affairs as per their Resolution No. 5(3)-B(PD)/2023 dated 10.06.2024, are enclosed.

2. The Tables enclosed are of two categories as per the existing practice. As hitherto, the first Table of Benefits for the savings fund of the scheme is based on the subscription of Rs.10 p.m. from 1.1.1982 to 31.12.1989 and Rs.15 p.m. w.e.f. 1.1.1990 onwards. The second Table of Benefits for savings fund is based on a subscription of Rs.10 p.m. for those employees who had opted out of the revised rate of subscription w.e.f. 1.1.1990.

3. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these Orders are issued in consultation with the Comptroller and Auditor General of India, as mandated under Article 148(5) of the Constitution of India.

Consumer Price Index for Industrial Workers (2016=100) – May, 2024

The Labour Bureau, an attached office of the M/o Labour & Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of retail prices collected from 317 markets spread over 88 industrially important centres in the country. The index for the months of May, 2024 is being released in this press release.

The All-India CPI-IW for May, 2024 increased by 0.5 point and stood at 139.9 (one hundred thirty nine point nine).

Subject: Holidays to be observed in Central Government Offices during the year 2025-reg.

It has been decided that the holidays, as specified in the Annexure -I to this O.M., will be observed in all the Administrative Offices of the Central Government located at Delhi/New Delhi during the year 2025. In addition, each employee will also be allowed to avail himself/herself of any two holidays to be chosen by him/her out of the list of Restricted Holidays specified at Annexure – II.

2. Central Government Administrative Offices located outside Delhi / New Delhi shall observe the following holidays compulsorily in addition to three holidays, to be chosen out of the 12 optional holidays indicated below at para 3.1:

      3. MAHATMA GANDHI’S BIRTHDAY
      4. BUDDHA PURNIMA
      5. CHRISTMAS DAY
      6. DUSSEHRA (VIJAY DASHMI)
      7. DIWALI (DEEPAVALI)
      8. GOOD FRIDAY
      9. GURU NANAK’S BIRTHDAY
      10. IDU’L FITR
      11. IDU’L ZUHA
      12. MAHAVIR JAYANTI
      13. MUHARRAM
      14. PROPHET MOHAMMAD’S BIRTHDAY (ID-E-MILAD)

3.1. For offices located in New Delhi/Delhi, three holidays are selected by the D/o Personnel & Training and for the offices located outside Delhi/New Delhi three holidays are to be chosen by the Central Government Employees Welfare Coordination Committee in the State Capitals, if necessary, in consultation with Coordination Committees at other places in the State, from the list indicated below. The final list, applicable uniformly to all Central Government offices within the concerned State, shall be notified accordingly and no change can be carried out thereafter. It is also clarified that no change Is permissible in the festivals and dates, as indicated at Annexure —I and Annexure-ll baring a few exceptions indicated at para 5.1 and 5.2 hereinafter. The 12 optional holidays are as follows:

      1. AN ADDITIONAL DAY FOR DUSSEHRA
      2. HOLI
      3. JANAMASHTAMI (VAISHNAVI)
      4. RAM NAVAMI
      5. MAHA SHIVRATRI
      6. GANESH CHATURTHI / VINAYAK CHATURTHI
      7. MAKAR SANKARANTI
      8. RATH YATRA
      9. ONAM
      10. PONGAL
      11. SRI PANCHAMI/ BASANT PANCHAMI
      12. VISHU/ VAISAKHI / VAISAKHADI / BHAG BIHU / MASHADI UGADI / CHAITRA SUKLADI / CHETI CHAND / GUDI PADAVA / 1st NAVRATRA / NAORAZ/CHHATH POOJA/KARVA CHAUTH.

3.2 No substitute holiday should be allowed if any of the festival holidays, initially declared, subsequently happens to fall on a weekly off or any other non-working day or in the event of more than one festival falling on the same day.

4. The list of Restricted Holidays appended as annexure-II to this O.M. is meant for Central Government Offices located in Delhi / New Delhi. The Coordination Committees at the State Capitals may draw up separate list of Restricted Holidays keeping in view the occasions of local importance. However, the 9 occasions left over, after choosing the 3 variable holidays in para 3.1 above, are also to be included in the list of restricted holidays.

5.1 For offices in Delhi / New Delhi, any change in the date of holidays in respect of Idu’l Fitr, Idu’l Zuha, Muharram and id-e-Milad. if necessary, depending upon sighting of the Moon, would be declared by the Ministry of Personnel, Public Grievances and Pensions, after ascertaining the position from the Govt. of NCT of Delhi (DCP, Special Branch, Delhi Police).

5.2 For offices outside Delhi / New Delhi, the Central Government Employees Welfare Coordination Committees at the State Capitals are authorised to change the date of holiday, if necessary, based on the decision of the concerned State Governments / Union Territories, in respect of Idu’l Fitr, Idu’l Zuha, Muharram and Id-e-Milad.

5.3 It may happen that the change of date in respect of the above occasions has to be declared at a very short notice. In such a situation, announcement could be made through P.I.B/T.V./A.I.R./ Newspapers and the Heads of Department/ Offices of the Central Government may take action according to such an announcement, without waiting for a formal order, about the change of date.

6. During 2025, Diwali (Deepavali) falls on Monday, October 20, 2025 (Asvina 28). In certain States, the practice is to celebrate the occasion a day in advance, i.e., on “Naraka Chaturdasi Day”. In view of this, there is no objection if holiday on account of Deepavali is observed on “Naraka Chaturdasi Day (in place of Deepavali Day) in the Central Government Offices in a State if in that State that day alone is declared as a compulsory holiday for Diwali for the offices of the State Government.

7. Central Government Organisations which include industrial, commercial and trading establishments would observe upto 16 holidays in a year including three national holidays viz. Republic Day, Independence Day and Mahatma Gandhi’s birthday, as compulsory holidays. The remaining holidays / occasions may be determined by such establishments/organisations themselves for the year 2025, subject to para 3.2 above.

8. Union Territory Administrations shall decide the list of holidays in terms of instructions issued in this regard by the Ministry of Home Affairs.

9. In respect of Indian Missions abroad, the number of holidays may be notified in accordance with the instructions contained in this Department’s OM. No.12/5/2002-JCA dated 17th December, 2002. In other words, they will have the option to select 14 (Fourteen) holidays of their own only after including in the list, three National Holidays and Id-ul-Zuha (Bakrid), Muharram and Janamashtmi, included in the list of compulsory holidays and falling on days of weekly off.

10. In respect of Banks, the holidays shall be regulated in terms of the extant instructions issued by the Department of Financial Services, Ministry of Finance.

Madam / Sir,

Same Day Investment of NPS contributions (T+0) received by Trustee Bank effective from 1st July 2024

1. National Pension System (NPS) subscribers have multiple modes for contribution deposit including through Points of Presence (PoPs), eNPS, D-Remit, UPI, UP] QR Code and their employers. These contributions are deposited into the designated account of the Trustee Bank (TB) following the sharing of contribution information with the Central Recordkeeping Agencies (CRAs). Currently, contributions received by the Trustee Bank are invested on the next settlement day (T+1), meaning contributions received until the previous day (T) are invested the following day (T+1).

2. With advancements in technology and a robust system-level interface between TB and CRAs, contributions received by TB till 11 AM (T) on any settlement day will now be considered for same-day investment. This new timeline for same-day investment will be effective from 1st July 2024. Contributions received by TB after 11 AM will be invested on the next day (T+1).

3. The extended timeline for accepting contributions will apply to all types of contributions received by TB from/through Government Nodal Offices, PoPs, eNPS, D-Remit, UPI, etc. D-Remit contributions received by 9:30 AM on any settlement day which are already considered for same-day investment, will also be extended according to the revised timelines of 11 am.

4. PoPs, Government Nodal Offices and NPS Trust for eNPS are advised to align their information-sharing systems with CRA and the contribution remittance framework to TB according to the revised timelines in a time-bound manner. This alignment ensures that the benefits of same-day investments are passed on to the subscribers as applicable.

5. The circular is issued under Section 14 of the PFRDA Act, 2013 and is made available on the PFRDA website (www.pfrda.org.in) in the Circular section under the regulatory framework.

DoPPW’s Special Campaign Speeds Up Resolution: Success Stories in Family Pension Grievances

Department of Pension and Pensioners’ Welfare, as part of its 100 days Action Plan, has launched month long campaign for timely and qualitative redressal of Family Pension Grievances, from July 1-31, 2024. The campaign was launched by Dr. Jitendra Singh, Hon’ble Minister of State for Personnel, Public Grievances and Pensions at National Media Center, New Delhi on 1st July, 2024.

The campaign has gathered momentum and some of the important cases where Family pension grievances have been successfully redressed on the Centralized Pension Grievance Redress and Monitoring System (CPENGRMAS), an online Portal, are as follows:

1. Grievance of Bina Tamang: “Sanction of family pension to an unmarried daughter with arrears after 14 years” –

Ms. Bina Tamang, d/o Late Sh. Pema Tamang from SSB, was not getting family pension after the death of her father in 2010, despite repeated efforts. She registered a grievance on CPENGRAMS portal on 06.06.2023. DoPPW actively pursued her case, including physical meetings with the concerned Organization. The case was selected for the Special Campaign and due to active coordination with SSB, PAO and CPAO, it has been successfully closed with the payment of arrear amounting to Rs. 20.92 lakh.

2.Grievance of Ms. Fulmati Devi: “Sanction of revised family pension to spouse after 12.5 Years”-

Ms. Fulmati Devi lost her husband in 2011 and she was sanctioned family pension. However, the family pension was not paid as per 6th and 7th CPC. For this, she registered her grievance on CPENGRAMS Portal on 20.05.2024. The case was forwarded to the bank and was included in the Special Campaign. Thereafter, she has been paid and arrears of Rs. 16.30 lakh alongwith revision in the pension.

3.Grievance of Ms. Sushila Devi: “Sanction of revised pension after 07 years”-

Ms. Sushila Devi lost her husband in 2017 who was a pensioner from Ministry of Railways. Thereafter, her family pension was started which was not revised as per 7th CPC. A grievance was registered on CPENGRAMS portal on 01.06.2024. Her case was included as a part of the Special Campaign and the same has been successfully resolved with the payment of arrears of Rs. 8.24 lakh.

4.Grievance of Ms. Sanjira Devi: “Sanction of revised pension with arrears after 5 years”-

Ms. Sanjira Devi, w/o Late Sh. Ram Kripal Singh from Army, is a Super- senior pensioner. She was not getting family pension as sanctioned in her E-PPO as well as Additional pension. Hence, she registered a grievance on CPENGRAMS portal on 01.03.2024 which was actively followed up with the concerned Ministry. The case was included as a part of the Special campaign. It has been successfully redressed with the arrear payment of Rs. 6.02 lakh including additional pension.

5l Grievance of Ms. Santosh DeviSanction of revised pension with arrears under OROP after 1.5 years”-

Ms. Santosh Devi, w/o Late Sh. Keshar Singh from Army, was not getting revised family pension as per PCDA circular no. 666 dated 20.01.2023. For this, she registered a grievance on CPENGRAMS portal on 18.04.2024. Her case was selected for inclusion in Special Campaign And it was monitored and got resolved with the payment of arrears of Rs. 5.1 lakh.

It is announced for general information that during the year 2024-2025, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 7.1% (Seven point one percent) w.e.f. 1st July, 2024 to 30th September, 2024. This rate will be in force w.e.f. 1st July, 2024. The funds concerned are:

1. The General Provident Fund (Central Services).
2. The Contributory Provident Fund (India).
3. The All India Services Provident Fund.
4. The State Railway Provident Fund.
5. The General Provident Fund (Defence Services).
6. The Indian Ordnance Department Provident Fund.
7. The Indian Ordnance Factories Workmen’s Provident Fund.
8. The Indian Naval Dockyard Workmen’s Provident Fund.
9. The Defence Services Officers Provident Fund.

Special campaign on redressal of family pension grievances by DOPPW

Department of Pension and Pensioners Welfare has launched a month-long campaign for redressal of Family Pension Grievances, from July 1-31, 2024 for bringing ‘ease in the life’ of Central Government Family Pensioners. The campaign, which is the part of 100 days action plan of DoPPW was launched by Dr. Jitendra Singh, Minister of State for Personnel, Public Grievances and Pensions at National Media Center, New Delhi on 1st July, 2024.

For this special campaign, 1891 (as on 15.06.2024) family pension related grievances pertaining to 46 Ministries/Departments/Organizations covering Pensioners of Defence, Railways, CAPFs under MHA etc. have been identified in Pre-campaign phase. All the stakeholders viz. concerned Ministry/Department/Organisation, Pay Accounts Offices (PAOs), Central Pension Accounting Office (CPAO), Pension Disbursing Banks, Pensioners’ Welfare Associations etc. are participating in the campaign.

The coordinated effort of the stakeholders has led to the redressal of 1034 cases out of 1891 cases as on 04th July, 2024, thereby, bringing the pendency to 857. The top 03 performers are Department of Ex-Servicemen Welfare (356), Department of Defence Finance (347) and Ministry of Railways (66).

Subject: Enhancement of maximum limit of retirement gratuity and death gratuity to AIS officers — Implementation of recommendation of the Seventh Central Pay Commission.

Sir/Ma’am,

I am directed to say that in pursuance of Government’s decision on the recommendations of the Seventh Central Pay Commission, Department of Pension & Pensioners’ Welfare vide its O.M. No. 28/03/2024-P&PW(B)/Gratuity/9559 dated 30.05.2024 (copy enclosed) has increased the maximum limit of retirement gratuity and death gratuity under CCS (Pension) Rules, 2021 and CCS (Payment of Gratuity under NPS) Rules, 2021 by 25% from ₹ 20 lakh to ₹ 25 lakh with effect from 01.01.2024.

2. Consequently, in continuance of this Department’s letter No.14021/4/2016-AIS(II) dated 01.09.2016, the provisions of the aforementioned O.M. dated 30.05.2024 of Department of Pension & Pensioners’ Welfare are hereby extended mutatis mutandis to members of All India Services.

Subject: Guidelines for Issue of CGHS Card to serving employees and retired employees-reg.

In continuation of this Ministry’s OM No. S.11012/3/2011-CGHS(P) dated 29.12.2011, the undersigned is directed to issue the following guidelines, in view of technological changes and change in payment method of CGHS Contribution, for issuing of CGHS cards to serving employees and pensioners :

A. Serving Employees

a. Serving employees shall mandatory apply for a new CGHS card online (www.cghs.nic.in) to generate a temporary reference number. After online submission of the application form, they should take a printout of the same and submit the hard copy duly signed and photographs affixed thereon to the department currently employed in, for processing and onward submission to the concerned Office of Additional Director, CGHS for issuing the cards. One copy is to be forwarded to the Additional Director of the concerned City and the other copy is to be retained by the Employer Department of the Central Government (hereinafter referred to as Sponsoring Authority) for CGHS benefits.

b. The requisition shall be sponsored by the Head of Department/Head of Office of the employee.

c. A Specimen copy of the application form for the New CGHS Card is enclosed at Annexure-1.

d. CGHS shall scrutinize the application based on the documents provided:

i. Pay Slip indicating the pay scale and CGHS deduction.

ii. Aadhaar Card/PAN card or any other valid document as per RBI guidelines, as ID and address Proof for Self and Dependent Family Members.

iii. Disability Certificate of Dependent (If applicable) as per OM No.4- 24/96- C&P/CGHS(P)/EHS dated 07.05.2018 (Annexure-2) or MoHFW OM No. S.11011/13/2012-CGHS(P) dated 25.07.2013 (Annexure-3).

iv. Individual Photographs of self and dependent family members.

B. Retired Employees

a. CGHS card(s) will be issued to eligible retired employees and family pensioners, drawing pension from Central Civil Estimate and his/her dependent family members, when the pensioner is not availing the Fixed Medical Allowance (FMA). b. The retired employees also have the option for availing Fixed Medical Allowance (FMA)

b. The retired employees also have the option for availing Fixed Medical Allowance with a CGHS card (IPD Card) by paying the full subscription. However, the CGHS ‘IPD only’ card shall be valid only for ‘cashless’ indoor treatment at CGHS empanelled Private Hospitals/designated Government Hospitals. The beneficiary of ‘IPD only’ CGHS card shall also be eligible for reimbursement of expenses incurred for indoor treatment at any Government/Private Hospital.

c. The retired employees can submit his/her duly filled application form for the new Pensioner CGHS card, in the new Card Application Form (Annexure-1) to the Additional Director of CGHS city concerned.

d. The application shall be accompanied with payment of CGHS Contribution of 12 months for annual CGHS card and 120 months for lifetime CGHS card, as applicable, on Bharat Kosh, along with the Challan generated from Bharat Kosh as proof of payment. The existing rates shall be as per the details provided below:

e. CGHS shall scrutinize the application based on the documents provided:

i. Self-attested PPO/ Provisional PPO or Last pay certificate
ii. Aadhaar card ID/PAN card or any other valid document as per RBI guidelines as ID and address proof for Self and dependent family members
iii. Disability Certificate of Dependent (If applicable).
iv. Individual Photographs of self and dependent Family Members.
v. Copy of Bharat Kosh Challan for CGHS subscription paid.
vi. Proof of availing/non-availing FMA (if applicable).

The Standard Operating Procedure applicable to both the serving and retired is enclosed as Annexure-4.

f. Retiring employees have the option to apply for a pensioner card along with pension papers 6 months before the date of Retirement (Online as a pensioner new card). The office shall observe the same procedure as for a serving employee for getting his/her CGHS card(s) prepared.

b. Consequent to verification of CGHS Card, the electronic form of CGHS card shall be accessible to the beneficiary using the option of ‘Beneficiary Login’ on CGHS Website, myCGHS app & Digilocker app for Android/iOS-based mobile devices. The electronic CGHS card shall be at par with CGHS plastic Card for availing benefits. The authenticity of CGHS card can be verified using the option of ‘Verify beneficiary’ available on CGHS Website (www.cghs.nic.in).

D. For the issue of a new CGHS plastic card upon mutilation, renewal or loss of the CGHS Card, application Form AA or BB (Annexure 5 & 6) along with the Bharatkosh Payment challan for Rs. 100/- shall be submitted for issuing a new card to the concerned Additional Director. To encourage the CGHS beneficiaries to use digital CGHS cards, it has also been decided that No fee shall be levied, in case the beneficiary opts for renewal/reissue of card without a fresh printed plastic card.

E. The Instructions issued for the CGHS beneficiaries viz. Member of Parliament, Ex-Member of Parliament, eligible Autonomous Institutions, Air India and PIB accredited Journalists shall remain as per extant rules.

F. The CGHS Beneficiary shall inform CGHS immediately, if there is any change in dependency criteria of his family members included in the CGHS Card. If he fails to intimate and if CGHS comes to know of the change, then the CGHS facility is liable to be withdrawn and the CGHS shall be free to write to the appropriate authority for recommending action under Service Rules or Pension Rules.

These guidelines issue with the approval of the competent authority and shall be effective after one month from the date of issue. The integration of CGHS with Bhavishya portal for pensioners and e-HRMS for serving employee is under consideration and the process change resulting from such integration shall be notified in due course of time.

UPSC announces results for Civil Services Preliminary Exam 2024

In the basis of the result of the Civil Services (Preliminary) Examination, 2024 held on 16/06/2024, the candidates with the following Roll Numbers have qualified for admission to the Civil Services (Main) Examination, 2024.

The candidature of these candidates is provisional. In accordance with the Rules of the Examination, all these candidates have to apply again in the Detailed Application Form-I (DAF-I) for the Civil Services (Main) Examination, 2024. The dates and important instructions for filling up of the DAF-I and its submission will be announced in due course on the website of the Commission.

Candidates are also informed that marks, cut off marks and answer keys of CS (P) Examination, 2024 will be uploaded on the Commission’s website i.e. https://upsc.gov.in only after the entire process of the Civil Services Examination, 2024 and Indian Forest Service Examination, 2024 is over i.e. after the declaration of final result.    

The Union Public Service Commission has a Facilitation Counter near the Examination Hall Building in its premises at Dholpur House, Shahjahan Road, New Delhi. Candidates may obtain any information/clarification regarding their result of the above mentioned Examination on all working days between 10.00 AM to 5.00 PM, in person or on Tel. No. 011-23385271, 011-23098543 or 011-23381125 from the Facilitation Counter.
