Subject: Grant of financial upgradations to AAOs/PS under Modified Assured Career Progression Scheme.

Reference is invited to DoP&T OM dated 19.05.2009 on the subject mentioned above. Para 6 of the OM ibid “the Screening Committee shall follow a time schedule and meet twice in a financial year — preferably in the first week of January and July of year for advance processing of the cases maturing in that half.”

Now the cases of those AAOs/PS have to be processed, who are eligible for grant of financial upgradation upto 30.09.2019.

In view of above, it is requested that all the Ministries/Departments may forward the cases of such AAOs/PS who are eligible for grant of financial upgradation upto 30.09.2019, in the enclosed proforma alongwith Service Book, complete CR Dossier upto 2016-17 and latest vigilance clearance certificate by 15.11.2018 positively.

Subject :- Timely Revision of Pension as per 7th CPC

References have been received from pensioners and pensioner’s association that the revised pension and arrear of revised pension as per 7th CPC has not been credited into the account of the pensioners/family pensioners.

All the CPPCs of the Banks are, therefore, requested to credit the revised pension and arrear of revised pension immediately in the account of pensioners/family pensioners for which Special Seal Authorities (SSAs) have been issued to the banks and in any case not later than 30 days of receipt of the Special Seal Authority (SSA) from this office so that the grievances of and hardships faced by the pensioners/family pensioners could be minimized.

Sub: All India Civil Services Swimming Tournament 2018-19 to be held on 27th November, 2018 to 29th November, 2018 at Gandhinagar, Gujarat.

The Central Civil Services Cultural & Sports Board in collaboration with Government of Gujarat is organizing All India Civil Services Swimming Tournament 2018-19 at Gandhinagar, Gujarat. Details of the tournaments are as under

2. A copy of the updated rules for All India Civil Services Tournaments indicating eligibility criteria, composition of Team Rules of games etc. has already been circulated to all concerned and the same is available at  opt.gov.in/welfare/aics-tournament-rules

3. The States/UTs and Regional Sports Boards are requested to consider sending their teams for the above All India Civil Services Tournament. The entries may be sent in the prescribed performs (Copy enclosed) directly to the Organizing Secretary indicated at pars 12 with a copy to the Board’s Office on or before 12th November, 2018.

4. All State Governments/UTs are requested to ensure that the entries are submitted within prescribed time limit. List of players along with photocopy of their Identity Card should be authenticated by the authorized officer under his/her signature & seal.

5. All the participants shall carry individual Identity Card/Identity Slip for verification of eligibility criteria by the Organizing Committee/Representatives of the Board at the venue of the All India Civil Services Tournament.

6. Addresses, Telephone Numbers, E-mail Addresses may be indicated by the participating State/UTs/RSB’s.

7. Managers meeting are likely to be held on the evening of a day before the date of commencement of the Tournament.

8. Every participating team may bring two flags representing their States/UT/Regional Sports Board with them.

9. It may be ensured that every member of the team report at the venue and participates in the tournament as scheduled. Failure to do so shall be treated as an act of indiscipline. All the participants shall maintain strict discipline on and off the venue of the tournament. Any act of in discipline / misbehavior / misconduct will attract the provision of CCS (Conduct) Rules since Government Employees are treated ON DUTY’ during All India Civil Services Tournament.

10. The information about rules and regulation, entry form, change in dates/venue/cancellation etc. about the AICS Tournament will be available on our website i.e. www.dopt.gov.in/sports-0. All the teams are, therefore, requested to check our website/organizers of the tournament about any possible change before starting their journey.

11. Referees’ decision shall be final and binding on the teams.

TWO DAYS STRIKE JOINTLY WITH CENTRAL TRADE UNIONS AND ALL INDIA STATE GOVERNMENT EMPLOYEES FEDERATION (AISGEF).

NO CHANGE IN THE CHARTER OF DEMANDS

SCRAP NPS WILL BE THE NUMBER ONE DEMAND.

Dear Comrades,

As you are aware, in the National Convention of Workers held at Mavlankar Hall, New Delhi on 28th September 2018, all the Central Trade Unions (except BMS) and all other independent Federations have declared two days nationwide strike on 8th & 9th January 2019 against the anti-people and anti-labour policies of the NDA Government.

In the resolution adopted in the June 10th Hyderabad National Convention of Confederation and also in the National Secretariat meeting held thereafter, we have decided that the 2018 November 15th strike of Confederation will be changed, if the Central Trade Unions declare nationwide strike, so that the dates of both strikes will be synchronized to make it a joint strike.

Accordingly, the National Secretariat of Confederation has decided to postpone the 15th November 2018 strike to 2019 JANUARY 8th & 9th. The strike will be for two days. There is no change in the Confederation charter of demands.

SCRAP NPS AND RESTORE OPS FOR ALL

will be the number one demand. All India State Government Employees Federation has also decided to postpone the strike to 2019 JANUARY 8th & 9th.

Railway Employees waiting for Productivity linked bonus announcement, as of now there is no official announcement for bonus. In a practice first cabinet need to approve the payment of bonus to eligible Railway Employees usually before Dussehra / Puja holidays, subsequent to the approval Railway Board will release the order

Railway employees started looking for PLB Order from the Railway Board, as of now cabinet did not clear the bonus 2018, so we have to wait for the approval.

During July 2018, Railway Board invites federation AIRF & NFIR for the meeting to discuss and finalize the Productivity Linked Bonus for the Financial Year 2017-18 to be paid in current year 2018.

As per the sources, Productivity Linked Bonus will be 78 days wages for 2017-18.

Soon, We can expect the Railway Bonus 2018 announcement from the Government before Dussehra 19th October 2018.

Subject: – Review of guidelines for issue & review of Inspection Report.

In supersession of all previous orders on the subject issued from time to time, the following guidelines will be followed with immediate effect for issue and review of Inspection Reports:-

  1. Inspection Reports of Post Offices/Mail Offices/other Offices should be issued by strictly observing the following periodicity:-

iii. The cycle of inspection of an office should be complete with action taken for compliance latest, by 4 1/2 months from the date of commencement of inspection of that office.

3. By 28th/29th of February of the year following the inspection calendar year, all Heads of Circles will furnish a certificate in the following format to Directorate:-

“This is to certify that all the inspections allotted for the year ______ have been completed by Inspecting Authorities of ____  Circle and Inspection Reports thereupon have also been issued by all Units in the Circle.”

The above certificate will be taken as one of the targets for APAR writing.

4. Orders for submission of all other reports i.e. quarterly, half yearly, annually etc to the Directorate issued from time to time related to completion of inspections/IR issued is hereby discontinued. However, Circles may continue to monitor timely completion of inspections Si issuance of IRs of all the offices under its jurisdiction.

ORDER

Sub :- Grant of Dearness Allowance to State Government employees drawing pay in the pre-revised pay scale/grade pay as per 6th CPC.

The Governor is pleased to order that the existing rate of Dearness Allowance payable to the State Government employees, drawing pay in the Rajasthan Civil Services (Revised Pay) Rules, 2008, under Finance Department Order of even number dated 11-05-2018 shall be revised from 142% to 148% with effect from 01-07-2018.

The term ‘Pay’ for the purpose of calculation of Dearness Allowance shall be the Basic Pay i.e. sum of pay in running pay band and grade pay drawn and shall not include any other type(s) of pay like Special Pay or Personal Pay, etc

The payment on account of Dearness Allowance involving fraction of 50 paisa and above may be rounded off to the next higher rupee and the fraction of less than 50 paisa may be ignored.

The amount of increase in Dearness Allowance for the period from 01-07-2018 to 31-08-2018 shall be credited to the General Provident Fund Account of the respective employees and cash payment shall be admissible from 01-09-2018.

The employees recruited to the Civil Services on or after 01-01-2004 and who are governed by Contributory Pension Scheme, shall be paid in cash from 01-07-2018.

I am directed to refer FD Memorandum of even number dated 06.06.2018 under which concordance tables for fixation of notional pay and revision of pension / family pension of pre-01.01.2016 pensioners / family pensioners were prescribed.

It has been brought to the notice of this department that in the above concordance tables some stages for revision of pension of those retired while drawing pay under Rajasthan Civil Services (Revised Pay) Rules, 2008 are missing. Accordingly, the extended revised concordance tables for notional pay fixation and revision of pension / family pension of pre-01.01.2016 pensioners / family pensioners has been prepared and are enclosed for using revision of pension / family pension.

Subject:- Regularisation of allotment on re-transfer to the last place of posting.

It has come to the notice of this Directorate that some allottees of General Pool Residential Accommodation (GPRA) have retained their accommodation at their last place of posting in contravention of the extant guidelines and instructions on the subject. In this regard, reference is invited to the Rule 54 of Central Government General Pool Residential Accommodation Rules, 2017 (CGGPRA Rules, 2017) and it is reiterated that the allottees who have retained General Pool Residential Accommodation (GPRA) at their last place of posting due to their transfer/ posting at non-family stations in violation of the provision of the CGGPRA Rules, 2017 or the extant guidelines, shall not be considered for regularisation of GPRA at their last place of posting.
