‘Swachhta Hi Seva’ campaign launched in KVs throughout the country by HRD Minister

Union Minister for Human Resource Development Shri Prakash Javadekar participated in the ‘Swachhta hi Seva’ programme organized by Kendriya Vidyalaya Sangathan at Kendriya Vidyalaya, Gole Market today. The programme included many cleanliness activities both inside and outside the campus.

The Minister along with students watched the interaction programme of the Prime Minister with a cross-section of people from 18 locations across the country at the launch of Swachhata Hi Seva movement, telecasted on Doordarshan Channel.

The Minister also participated in the ‘Shramdaan’ activities at the programme venue along with the students of classes 9th to 12th of KV, Gole Market. Many teachers and officials of KVS and the Ministry also took part in the Shramdaan. Shri Javadekar himself collected plastics, waste papers etc to clean the roads. He also appreciated the efforts of the participants of the cleanliness drive who actively cleaned the campus both from inside and outside within a periphery of 1 km.

While addressing on the ocassion Shri Javadekar said that the students swacchagrahis are our ambassadors of cleanliness and will bring out positive change through awareness and sensitization programs. He said that we should collectively make an effort to make our country clean and beautiful by personalizing the public hygiene. He also appealed to give away the habit of littering and inculcate these values in our behavior to address the menace of filthiness.

Shri Javadekar envisioned of a plastic free India, as plastic is non-biodegradable and a very hazardous waste for our environment. He also assured that these sanitation drives will be started in all schools across the country to fulfil the Swachhta Mission of Prime Minister Shri Narendra Modi.

Secretary (SE&L), MHRD, Sht Rina Ray visited Kendriya Vidyalaya, Andrewsganj to join ‘Swacchta Hi Seva’ campaign with KV students. Other senior officials of the Ministry also visited other KVs in Delhi to join hands with students for the mission of Swacch Bharat.

The Swachhata hi Seva movement, which aims at generating greater public participation towards Swachhta, is being organized in the run up to the fourth anniversary of the Swachh Bharat Mission, on October 2nd, 2018, which will also mark the commencement of the 150th year celebrations of Mahatma Gandhi.

Sub: Clarification regarding Travelling allowance (TA) rules after the implementation of 7th CPC.

Sir,

The undersigned is directed to refer to your letter dated 25.07.2018 on the above mentioned subject. In this regard, the following is clarified:-

(i) As per rule position as mentioned in SR-71 of FRSR part-II TA rules, TA for a local journey shall be admissible if the temporary place of duty is beyond 8 km from the normal place of duty irrespective of whether the journey is performed by the Government servant from his residence or from the normal place duty. Further, for local journeys, a Government servant will draw, for journey involved, mileage allowance and in addition draw 50% of daily allowance as per OM dated 13 07.2017

(ii). After the recommendations of 7th CPC on Allowances, OM dated 13 07.2017 regarding TA rules has been issued by this Department wherein Daily Allowance on tour comprises 3 components i.e. Hotel accommodation, travel within the city and food charges. For local journey beyond 8 kms, the following may be admissible:-

a. Hotel accommodation:- Not Applicable.

b. Travel within the city / Mileage Allowance:- As per para 2 (E) (i) of OM dated 13.07.2017.

c. Food charges – 50 % of amount payable on tour as mentioned in pare 2 (E) (v) of OM dated 13.07.2017 as follows:-

If absence from headquarters is  < 6 hours 30% of Lumpsum amount 15% of Lumpsum amount

Sub: Implementation of Pay fixation orders in terms of the Hon’ble CAT, Principal Bench, New Delhi’s order dated 6th March, 2017.

Reference is invited to this office OM No. A-60015/1/2017/MF CGA(A)/NGE/647 dated 13th February, 2018 on the subject mentioned above vide which AAOs of CCAS consequent to implementation of 6th CPC w.e.f. 01.01.2006 were allowed minimum entry pay from the date of their promotion as AAO.

It is mentioned that some officials of other Accounts Service were posted as AAO on deputation basis in the various offices under Civil Accounts Organization during the period 01.01.2006 to 31.12.2015. The clarification on the matter whether such benefit extended to deputationist AAOs has been sought from Department of Expenditure. The matter at present is under consideration in the Department. In this regard, it is requested to provide details in respect of such Assistant Accounts Officers in the enclosed proforma.

This issues with the approval of Joint Controller General of Accounts.

In continuation to Government Order No. 224-F of 2018 dated 24-04-2018, it is hereby ordered that State Government Pensioners/Family Pensioners shall be allowed Dearness Allowance on Pension/ Family pension as under:-

In continuation to Government Order No. 221-F of 2018 dated 24.04.2018, it is hereby ordered that the State Government employees including Work Charged and Whole Time Contingent Paid employees, working in regular Pay Levels under 7th Pay Commission, shall be paid Dearness Allowance as under:-

(ii) the arrears on account of the additional installment of 2% from July, 2018 to September, 2018 shall be paid to State Government employees through GPF route and shall form part of the monthly salary from October, 2018 onwards;

(iii) the arrears on account of the additional installment of 2% from July, 2018 shall be paid in cash to the State Government employees retiring during the current financial year, 2018-19 i.e. upto 31-03-2019; and

(iv) Consequent upon implementation of 7th CPC recommendations in favour of All India Service Officers, serving in connection with the affairs of the State, the rates of Dearness Allowance as applicable to Central Government employees shall be -applicable to such Officers

The payment of Dearness Allowance involving a fraction of 50 paisa and above shall be rounded to the next higher rupee and the fraction of less than 50 paisa shall be ignored.

Subject :- Payment of DA to the CDA pattern employees of CPSEs, drawing pay in 7th CPC pay scales.

The undersigned is directed to refer to Para No. 3 and Annexure-II(a) and II(b) to this Department’s O.M. No. W-02/0058/2016-DPE(WC) dated 17.08.2017 wherein the rates of DA payable to the employees who are following CDA pattern pay scales have been indicated.

2. The DA payable to the employees may be enhanced from the existing rate of 7% to 9% with effect from 01.07.2018.

3. The payment of Dearness Allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.

4. These rates are applicable in the case of CDA employees whose pay have been revised with effect from 01.01 2016 as per DPE’s O.M. dated 17.08.2017.

5. All administrative Ministries/Departments of Government of India are requested to bring this to the notice of Central Public Sector Enterprises under their administrative control for action at their end.

ORDER

Sub: – Grant of Dearness Allowance to State Government employees.

The Governor is pleased to order that the existing rate of Dearness Allowance payable to the State Government employees, drawing pay in the Rajasthan Civil Services (Revised Pay) Rules, 2017, under Finance Department Order of even number dated 23-03-2018 shall be revised from 7% to 9% with effect from 01-07-2018.

2. The term ‘Pay’ for the purpose of calculation of Dearness Allowance shall be the Basic Pay i.e. pay drawn in the Pay Matrix of the prescribed Levels and shall not include any other type(s) of pay like Special Pay or Personal Pay etc.

3. The payment on account of Dearness Allowance involving fraction of 50 paisa and above may be rounded off to the next higher rupee and the fraction of less than 50 paisa may be ignored.

4. The amount of increase in Dearness Allowance for the period from 01-07-2018 to 31-08-2018 shall be credited to the General Provident Fund Account of the respective employees and cash payment shall be admissible from 01-09-2018 i.e. salary for the month of Sept, 2018 payable on 01-10-2018.

5. The arrear of DA from 01-07-2018 to 31-08-2018 to the employees recruited to the Civil Services on or after 01-01-2004 and who are governed by Contributory Pension Scheme, shall be paid in cash.

6. The payment of arrears of Dearness Allowance shall not be made before the date of disbursement of salary of Sept, 2018.
