The undersigned is directed to refer to the new DA Scheme at Annexure-III of DPE’s OM dated 25.06.1999 wherein the rates of DA payable to the Board level and below Board level executives and non-unionized supervisors of CPSEs have been indicated. The rate of DA payable is 432.8% from 01.10.2023 to the executives and non-unionized supervisors of CPSEs.
2. The above rates of DA i.e. 432.8% would be applicable in the case of IDA employees who have been allowed revised pay scales (1997) as per DPE O.M. dated 25.06.1999.
3. All administrative Ministries/Departments of the Government of India are requested to bring the foregoing to the notice of the CPSEs under their administrative control for necessary action at their end.

Subject:- Payment of DA to Board level/below Board level executives and non-unionized supervisors following IDA scales of pay in Central Public Sector Enterprises (CPSEs) on 1987 and 1992 basis.
The undersigned is directed to refer to Para No.4 of this Department’s O.M. No. 2(50)/86-DPE(WC) dated 19.07.1995 wherein the rates of DA payable to the executives holding Board level post have been indicated. In accordance with the DA scheme spelt out in Annexure-lII of the said O.M, the installments of DA become payable from 1st January, 1st April, 1st July and 1st October, every year based on the price increase above quarterly Index average of 1099 (1960=100).
2. In continuation of this Department’s O.M. of even No. dated 07.07.2023, the rates of DA payable to the executives of CPSEs holding Board level post, below Board level post and Non-Unionized Supervisors following IDA pattern of 1992 pay scales may be modified as follows:-

4 The quantum of IDA payable from 01.10.2023 at the old system of neutralization @ Rs.2.00 per point shift for increase of 287 points, may be Rs.974/- and at AICPI 9100, DA payable may be Rs. 16789.75 to the executives holding Board level post, below Board level post and non-unionized supervisors following IDA pattern in the CPSEs of 1987 pay scales.
5. All administrative Ministries/Departments of Government of India are requested to bring the foregoing to the notice of the CPSEs under their administrative control for necessary action at their end.
6. This issues with the approval of the Competent Authority.

The session will start from the very beginning of October. So, from now only 10/11 days are remaining left. Employees across the country are worried about bonus announcement. Our experience in recent years is that bonus is announced either just before the festival starts or even after the festival h. started.
Naturally, our employees specially the Gramin Dak Sewak (GDS) found it difficult to manage their social obligations and rituals. So, a strong sense of resentment had been developed amongst the Postal Employees including GDS.
In these circumstances considering the gravity of the case, we believe you will be kind enough to intervene in to this sensitive issue personally so that bonus is announced at the earliest

Severe discontent is there amongst employees and pensioners, over the delay in Announcement of the same.
Similarly, Durga Puja festival is approaching and the PLB and Adhoc Bonus too, are to be declared.

2. The term of SCOVA being reconstituted through this Resolution will be of 2 years. The Standing Group members would serve for three terms of two years each (total 6 years) from the date of inclusion in SCOVA or till the pleasure of the Chairman, SCOVA, whichever is earlier. The Rotating Group members would serve for one term of two years from the date of inclusion in SCOVA and would be eligible for re-nomination for one more term or till the pleasure of the Chairman, SCOVA, whichever is earlier.
3. The SCOVA will hold its meeting as often as may be necessary. However, it will meet at least once in a year.
4. The SCOVA will function to promote the following objectives:-
(i) To provide a feedback on implementation of policies/programme of the Department of Pension and Pensioners Welfare. (ii) To discuss and critically examine the policy initiatives; and (iii) To mobilise voluntary efforts to supplement the Government action.
5. Travelling Allowance and Daily Allowance to Non-official members for attending the meeting of SCOVA shall be regulated in accordance with the provisions of SR190 and orders of Government of India there under as issued from time to time and this Department’s letter no. 42/11/2014-P&PW(G) dated 19.05.2014.
6. The expenditure involved will be met from within the sanctioned budget grant of Department of Pension & Pensioners Welfare.

Small Savings Schemes Interest Rates from Oct 2023 to December 2023

Subject: Revision of interest rates for Small Savings Schemes – reg.
The rates of interest on various Small Savings Schemes for the second quarter of financial year 2023-24 starting from 1st October, 2023 and ending on 31st December, 2023 have been revised as detailed below:
Consumer Price Index for Industrial Workers (2016=100) – August, 2023
TheLabour Bureau, an attached office of the M/o Labour & Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of retail prices collected from 317 markets spread over 88 industrially important centres in the country. The index is compiled for 88 centres and All-India and is released on the last working day of succeeding month. The index for the month of August, 2023is being released in this press release.
The All-India CPI-IW for August, 2023 decreased by 0.5 points and stood at 139.2 (one hundred thirty nine point two). On 1-month percentage change, it decreased by 0.36 per cent with respect to previous month compared to increase of 0.23 per cent recorded between corresponding months a year ago.
The maximum downward pressure in current index came from Food & Beverages group contributing 0.71 percentage point to the total change. At item level, Wheat, Poultry/Chicken, Eggs-hen, Cotton Seed Oil, Apple, Brinjal, Cauliflower, Chillies Green, Ginger, Lady’s Finger, Tomato, Electricity Domestic, Kerosene Oil, etc. are responsible for the fall in index. However, this decrease was checked by Rice, Arhar Dal, Onion, Cumin Seed/Jira, Cooked Meal, Tailoring Charges, Books School/ITI, Private Tutor/Coaching Centre Fees, Tuition and other Fees-College and School/ITI, Stationery, etc. putting upward pressure on the index.
At centre level, Jaipur recorded a maximum decrease of 4.8 points. Among others, 3 centres recorded decrease between 3 to 3.9 points, 11 centres between 2 to 2.9 points, 13 centres between 1 to 1.9 points and 22 centres between 0.1 to 0.9 points. On the contrary, Cuttack recorded a maximum increase of 4.4 points followed by Jalandhar with 4.0 points and Dadra & Nagar Haveli and Kollam with 3.7 points each. Among others, 3 centres recorded increase between 2 to 2.9 points, 9 centres between 1 to 1.9 points and 18 centres between 0.1 to 0.9 points. Rest of 4 centres’ indices remained stationary.
Year-on-year inflation for the month stood at 6.91 per cent compared to 7.54 per cent for the previous month and 5.85 per cent during the corresponding month a year before. Similarly, Food inflation stood at 10.06 per cent against 11.87 per cent of the previous month and 6.46 per cent during the corresponding month a year ago.

A. Para 4(g)(ii) of letter of even number dated 17.05.2023 shall be modified as under:-
`Where this penalty is imposed before applying for LDCE:- Even during the currency period of the penalty, Government servant shall be allowed to apply for appearing in LDCE if otherwise eligible. Both eligibility and currency period of penalty will be examined w.r.t. the crucial date of eligibility. By the time of declaration of results, if the penalty is not modified to any other form of penalty or exoneration, results shall not be declared. However, Covering Note (write up) of LDCE Results should clearly mention — ‘Results of …(name of the employee)… has not been declared as he/she is not eligible for promotion because of the penalty imposed vide Order No…..dated ‘ If the penalty is modified to any other form of penalty or exonerated, action shall be taken with reference to such modified decision.’
B. In Para-4 (b), (d), (e) & (f) of letter of even number dated 17.05.2023, for the clause “although the official has been declared successful, promotion will be effective after (date to be specified) because of the penalty imposed vide Order No…..dated following shall be substituted:-

C. While declaring marks, there is no need of mentioning anything relating to penalty in case of candidates not coming in merit list as they would not be given any promotion. Sub: Facilitation of Digital Life certificate through Face Authentication for Super Senior Pensioners aged 80 years and above from 1st October every year- reg.
The undersigned is directed to refer to Department of Pension and Pensioners’ Welfare’s OM No. 1/20/2018-P&PW(E) dated 18/7/2019 (copy enclosed) regarding provisions of submission of life certificate for super senior pensioners aged 80 years and above from lst October to every year.
2. In view of the Digital Life Certificate through Face Authentication Technology, it is now possible that each and every citizen can submit Digital life certificate either from home using android smartphone or bank branch.
3. It is suggested that all Banks may utilize the various platforms for creating awareness of the convenience of obtaining a Life Certificate by using the Face Authentication Technology. The following steps may be taken by the Banks:-
i. SMS/ emails/ Whats App message may be sent to the pensioner with link of SOP of Face Authentication to empower the Super Senior Pensioner to submit their Life Certificate through Face Authentication Technology through their Android phone. ii. Banks may circulate the SOP on DLC through Face Authentication (copy enclosed) through email to concerned officials of Banks to enable them to get familiar with the usage of this technology.
iii. Facilitate bed-ridden/hospitalized pensioners for submission of life certificate of by deputing Doorstep banking executives.
iv. Banks may run widely publicize the methodology for submitting DLC by pasting information posters in branches/ATMs.
4. Necessary instructions may be issued to all the Bank branches to make suitable arrangements for submission of Life Certificate by the super senior pensioners/family pensioners aged 80 years and above from 1st October of every year.
