Staff Selection Commission has declared the result of Computer Based Examination (CBE) of Constable (GD) in CAPFs, SSF and Rifleman (GD) in Assam Rifles and Sepoy in Narcotics Control Bureau Examination, 2022 on 08.04.2023.

2. The marks of the said examination have now been uploaded on the website of the Commission on 08.05.2023. Candidates may check their marks from 08.05.2023 to 23.05.2023 by using their Registration No. and Registered Password on the website of the Commission.

Subject:- Timely submission of Monthly Accounts to O/o CGA by 8th of next month.

Reference is invited to this office OM of even no. 417 dated 22.12.2022 and No. P-34001/1/2022-DAMA-CGA/10341/Adv.M.A/63 dated 17.06.2022. Vide the O.Ms the date for submission of Monthly Accounts by Principal Accounts Offices to O/o CGA was advanced to 8 of the following month to enable preparation and timely submission of Accounts to the Ministry of Finance.

It is, however, seen that many of the Controllers are not adhering to the prescribed timelines leading to delayed compilation of accounts. Therefore, it is once again requested to review the position of compilation in all the PAOs and ensure that the accounts are submitted before the outer date of submission of accounts i.e. 8th of the subsequent month.

Subject: Validity of CGHS Card in all CGHS Centres

The undersigned is directed to draw attention to the Order No Misc 6024/2007/CGHS(HQ)/CGHS(P) dated the 17th December 2012 and to reiterate that CGHS Card is valid at any CGHS Wellness Centre in the Country for availing CGHS benefits as per the details given under:

i) CGHS Card is valid in any Wellness Centre in India and no additional document / attachment is required.

ii) Medicines shall be issued for upto to ‘3’ months, in case of beneficiaries undergoing treatment for chronic illnesses.

iii) Referral/endorsement for treatment from private HCOs empanelled under CGHS shall be issued from any CGHS Wellness centre.

Additional Directors, CGHS are advised to ensure that these guidelines are complied with by CMOs in Charge and other staff of CGHS Wellness Centres.

The contents of this order are to be brought to the notice of Members of the Local Advisory Committees/Zonal Advisory Committee.

Subject: Extension of validity period of already empanelled HealthCare Organizations (HCO’s) under CGHS for a period of Six Months w.e.f. 1st May 2023 to 31st October 2023

With reference to the above subject, attention is drawn to Office Memorandum dated 22 February 2023, whereby empanelment of all existing empanelled Health Care Organizations was extended till 30th April 2023.

In this regard, it has now been decided to further extend the validity of Empanelment of all Health Care Organizations (HCO’s) already Empanelled under CGHS for a period of Six Months w.e.f. 1st May 2023 to 31st October 2023 on the same Terms, Conditions and Rates on which they are presently empanelled. However, the revised CGHS rates for Consultation fee, (CU charges and Room rent shall be applicable from 12th April 2023 as per OM No. 2-15025/28/2022/CGHS/DIR/CGHS dated 12th April 2023.

The Additional Directors, CGHS are advised to bring the contents of this letter to the notice of all empanelled HCOs.

Of late, It has been observed that the biodata sheet of service book has either not been filled or partially filled causing problem at the time of promotion/confirmation/Pay fixation etc.

In case of new recruits. Part-I of service book along with bio data sheet duly filled by the Govt servant and attested by competent authority may please be forwarded to AN V section for verification within one months of joining the office so that the prepration of service book can be completed at the earliest.

To update bio data, a blank form is uploaded herewith for filling the same by all officers/staffs and forward to this office duly attested by the competent authority at the earliest.

In addition to above, it has also been observed that some officers/staffs who come under NPS, have not submitted option Form-I (Copy enclosed) to avail benefits in case of death or discharge on invalidation or disability of Government servant/subscriber during service. It is requested to submit the same at the earliest for updation in service book.

Subject: Marking of attendance through biometric devices in Operative offices of the Department of Posts – reg.

Sir/Madam,

Kindly refer to DoPT instructions dated 21-11-2014 (copy enclosed) making it mandatory to use Aadhar linked biometric attendance in all Central Government and its subordinate offices throughout the country. It has been seen that operative offices of the Department are yet to shift to Aadhar linked biometric attendance, in toto.

2. All Circles are therefore directed to immediately start Aadhar linked biometric attendance in all Departmental Post offices, Mail offices, PSDs, MMS units etc. In case, fingerprint scanners are required to be procured, the same may be procured from GeM on priority. The cost of such finger print scanners is not much and the entire expenditure can be booked under Non scheme OE/OC of Post offices.

4. The Aadhar numbers of all employees in operative offices may kindly be immediately obtained and registered on the Biometric Attendance System of NIC, in a time bound manner, latest by 30th May 2023. Sh Sudidhi Das, Director (IT) NIC Dak Bhawan (sudidhi [at] nic.in, 9810357708) shall provide technical support to Circles in this exercise.

Subject: One Rank One Pension to the Defence Forces Pensioners.

I am directed to refer to this Ministry’s letter No. 1(1)/2019/D(Pen/Pol)Vol-II dated 20.01.2023 on the above subject. Para 6 of the said letter is reproduced as under:

“Arrears on account of revision of pension from 01.07.2019 till date of its implementation shall be paid by the Pension Disbursing Agencies in four half yearly installments. However, all the family pensioners including those in receipt of Special/Liberalized family pension and all Gallantry award winners shall be paid arrears in one installment.”

2. In pursuance of the Hon’ble Supreme Court order dated 20.03.2023 in MA No. 219/2023 in WP(C) No. 419/2016 filed by Indian Ex-Servicemen Movement vs Union of India, the Para 6 of the above mentioned MoD letter dated 20.01.2023 stands amended as follows:-

“Arrears on account of revision of pension from 01.07.2019 till date of its implementation shall be paid by the Pension Disbursing Agencies as under:

a) The payment of OROP dues to family pensioners including those in receipt of special/liberalized family pension and Gallantry Award winners shall be made in one instalment on or before 30.04.2023;

b) The payment of arrears arising out of revision of pensions under OROP due to pensioners who are of the age of 70 years or above as on 01.01.2023 shall be made on or before 30.06.2023.

c) The outstanding arrears arising out of revision of pensions under OROP payable to the remaining pensioners shall be paid in equal instalments on or before 31.08.2023, 30.11.2023 and 28.02.2024.

3. All other terms and conditions which are not affected by this order shall remain unchanged.

4. This issues with concurrence of Finance Division of this Ministry vide their ID Note No. 10(01)/2019/KFin/Pen dated 28.04.2023.

Consumer Price Index for Industrial Workers (2016=100) – March, 2023

The Labour Bureau, an attached office of the M/o Labour & Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of retail prices collected from 317 markets spread over 88 industrially important centres in the country. The index is compiled for 88 centres and All-India and is released on the last working day of succeeding month. The index for the month of March, 2023 is being released in this press release.

The All-India CPI-IW for March, 2023 increased by 0.6 points and stood at 133.3 (one hundred thirty three point three). On 1-month percentage change, it increased by 0.45 per cent with respect to previous month compared to increase of 0.80 per cent recorded between corresponding months a year ago.

The maximum upward pressure in current index came from Fuel & Light group contributing 0.25 percentage points to the total change. At item level, Cooking Gas/LPG, Fire wood and Chips, Hospital/Nursing Home Charges, Medicine Allopathic, Motor Cycle/Scooter Mopad, Toilet Soap, Tooth Paste, Arhar Dal, Cow Milk, Dairy Milk, Fish Fresh, Pure Ghee, Apple, Banana, Cauliflower, Brinjal, Cabbage, Bitter Guard, French bean, Lemon, Peas, Cumin Seed/Jira, Cooked Meal are responsible for the rise in index. However, this increase was largely checked by Wheat Atta, Rice, Potato, Onion, Drum Stick, Lady Finger, Tomato, Grapes, Soyabean Oil, Sunflower Oil, Mustard Oil, Cotton Seed Oil, Poultry Chicken, Egg-Hen etc. putting downward pressure on the index.

At centre level, Ahmedabad recorded a maximum increase of 3.3 points followed by Jamshedpur and Gurugram with 3.2 and 3.1 points respectively. Among others, 3 centres recorded increase between 2 to 2.9 points, 23 centres between 1 to 1.9 points and 43 centres between 0.1 to 0.9 points. On the contrary, Salem recorded a maximum decrease of 1.4 points followed by Tirunelveli and Tripura with 1.1 and 1 point respectively. Among others, 9 centers recorded decrease between 0.1 to 0.9 points. Rest of four centers index remained stationary.

Year-on-year inflation for the month stood at 5.79 per cent compared to 6.16 per cent for the previous month and 5.35 per cent during the corresponding month a year before. Similarly, Food inflation stood at 5.02 per cent against 6.13 per cent of the previous month and 6.27 per cent during the corresponding month a year ago.

The next issue of CPI-IW for the month of April, 2023 will be released on Wednesday, 31st May, 2023. The same will also be available on the offrce website www.labourbureau.gov.in.

The undersigned is directed to refer to M/o Commerce & Industry OM No. K-75027/9/2022-FT ST dated 17.5.2022 on the subject mentioned above and to state that DPE’s OM dated 25.10.2021 is also applicable for calculation of ex-gratia in respect of CPS employees (Board level, below board level and Non Unionized Supervisors) following IDA pay scales, who took VRS between 01.01.2020 and 30.6.2021 and were entitled for ex-gratia.
