Subject:- Methodology of fixation of pay on promotion to SO(A/c) AAO on account of passing SAS Part-II/Appendix-II Examinations which involves Special Allowance.

The undersigned is directed to refer to this Ministry/Department’’s Letter No. 27023(41)/74-EG-I dated 03.01.1975 and Defence Account Department/Ministry of Finance(Defence)’s Letter No.11323/Accts/AN dated 20.02.1972 regarding incentives for passing SAS Examination as Special Pay wherein it was stipulated that the Special Pay would be taken into account for Fixation of Pay on promotion under the relevant orders issued by the Government in this regard. Pursuant to recommendation of Fifth Central Pay Commission, as per DOPT vide OM No. 4/4/97-Estt(Pay-II) dated 22.4.1998, the Special Pay henceforth termed as Special Allowance and would be granted hithertofore subject to same conditions as are stipulated in FR 9(25).

2. It has been observed that due to no further instructions/guidelines has been issued by this Department or DOPT with regard to the treatment of Special Allowance on fixation of pay on promotion to next higher post prior to 7th CPC regime, different accounts cadres has been following the practice of taking into Special Allowance for fixation of pay on promotion, in previous CPC regime (5th and 6th CPC and in switching over to 7th CPC regime) as per MOF/DOE/DAD’s earlier instruction issued in 3rd CPC vide letters-dated 03.01.1975 & 20.02.1975, as stated above.

3. Since 7th CPC did not recommend Dearness Allowance on Qualification Pay/Special Allowance, the grant of DA, HRA etc. on Special Allowance/Qualification Pay granted to Account Cadres is not admissible. The practice of adding of Special Allowance (on passing SAS Examination) in the basic pay and fixing the pay at the next higher cell would mean treating this Allowance as pay for all purposes which would not only dilute the very principle of fixed monetary benefit instead it would lead to an additional increment. This is also not in consonance with the recommendation of at para 8.9.45 of 7th CPC that Dearness Allowance is not admissible on the Qualification Pay/Special Allowance.

4. In view of above, it has been decided to adopt the following instructions/guidelines, with prospective effect, for treatment of Special Allowance on passing SAS Examination on promotion to next higher post:

(i) the element of Special Allowance granted on passing SAS Examination may be treated as standalone element i.e. Special Allowance of Rs.360 for 1st year and Rs.630 from 2nd year onwards.

(ii) Dearness Allowance and other allowances on Special Allowance will not be admissible.

(iii) Special Allowance will be admissible till the government servant is not promoted to the next higher post/grade on passing SAS Examination.

(iv) On promotion to next higher post after passing SAS examination, the element of special Allowance shall not be taken into account for fixation of pay on promotion to the next higher post.

(v) On such promotion, the pay of such OS will be fixed as per Rule 13 of CCS(RP) Rules 2016.

5. This issues with the approval of the competent authority.

Master Circular No. 57 incorporating consolidated instructions in respect of Deputation was issued vide Board’s letter No. F(E)/2001/DE/1/1(MC) dated 05.11.2001. Since then, certain modifications/revisions of the rules governing Deputation have taken place. As such, a revised Master Circular incorporating instructions so far has been brought out and is sent herewith.

If any circular current on the subject has been lost sight of, the same should not be ignored and should be treated as valid and operative. Further, in case any doubt arises, only the original circulars issued from time to time may be relied upon.

Central Government Employees likely to get 4% DA hike from July 2022

All India Consumer Price Index Numbers for Industrial Workers – CPI(IW) for May 2022 increased by 1.3 points and stood at 129.0, based on the igecorner DA Calculation Sheet the DA as of May 2022 is 37.68.

The DA is revised based on the changes in the All India Consumer Price Index (AICPIN), June 2022 AICPIN value is needed to finalize the DA for July 2022, the value of June 2022 will be released only at the end of July 2022 by Labour Burea, if the value of June 2022 increases by 6 points or decreases by 3 points or even the same, then DA will be 38% which means 4% increase from the existing 34% DA is almost confirmed.

DA hike from July 2022

The government may consider a DA hike of 4 percent in July 2022. This means central government employees will get a DA of 38 percent. Currently, government employees get a DA of 34 percent on their basic salary. If the DA hike of 4 percent is implemented, employees are going to get a 38 percent dearness allowance on top of their basic pay. Dearness allowance (DA) is given to government employees, while dearness relief (DR) is for pensioners.

This calculation is based on the defined formula for DA calculation, we have to wait until the end of July 2022 to find the exact increase and the official confirmation from the central government. In the meantime check the DA Calculator to find the value

Department of Posts has decided to extend the last date for document verification of Gramin Dak Sewaks(GDS) shortlisted for various posts till 15th July, 2022 due to flood situation in Assam.

In a press statement the department has stated, “Keeping in view the flood situation in Assam the last date for document verification of the Grameen Dak Sewaks(GDS) shortlisted for various posts has been extended from 30th June upto 15th July 2022.”

DoPT decides to grant mass promotion to over 8,000 government employees in one go

Union Minister Dr Jitendra Singh hails DoPT for granting mass promotion to over 8,000 government employees in one go, the promotees belong to three key secretariat services

Dr Jitendra Singh thanked Prime Minister Shri Narendra Modi for this kind decision and said the secretariat services are an essential tool of governance

Union Minister of State (Independent Charge) Science & Technology; Minister of State (Independent Charge) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh today announced the DoPT (Department of Personnel & Training) decision of granting mass promotion to over 8,000 government employees in one go. The promotees belong to three key secretariat services.

Dr Jitendra Singh said the orders for mass promotion of these employees belonging to the Central Secretariat Service (CSS), Central Secretariat Stenographers’ Service (CSSS) and Central Secretariat Clerical Service (CSCS) have been issued after several rounds of high-level meetings in DoPT chaired by him in the last two-months. The Minister said, even legal experts were consulted widely as some of the orders were subject to the outcome of pending writ petitions.

Dr Jitendra Singh said, it was disheartening to see government employees attaining retirement from service without getting one’s due promotion and thanked Prime Minister Shri Narendra Modi for this kind decision. Of the total of 8,089 promoted employees, 4,734 are from CSS, 2,966 from CSSS and 389 from CSCS.

Dr Jitendra Singh also met delegations of Central Secretariat officials on several occasions to thrash out the issue, as he considered that these three services – CSS, CSSS and CSCS form the backbone of the central secretariat administrative functioning.

Dr Jitendra Singh also recalled that over three years back, DoPT had carried out mass promotions of nearly 4,000 officials in different departments at different levels, which had been widely hailed. Many of these promotion orders were also issued, subject to the outcome of pending writ petitions, he recalled.

Dr Jitendra Singh said that the secretariat services are an essential tool of governance, since the notes and drafts prepared by them form the bedrock of Government policies as the proposals pass through various stages in the government hierarchy.

The Labour Bureau, an attached office of the M/o Labour & Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of retail prices collected from 317 markets spread over 88 industrially important centres in the country. The index is compiled for 88 centres and All-India and is released on the last working day of succeeding month. The index for the month of May, 2022 is being released in this press release.

AICPIN for May 2022

The All-India CPI-IW for May, 2022 increased by 1.3 points and stood at 129.0 (one hundred twenty nine points). On 1-month percentage change, it increased by 1.02 per cent with respect to previous month compared to an increase of 0.42 per cent recorded between corresponding months a year ago.

The maximum upward pressure in current index came from Food & Beverages group contributing 0.79 percentage points to the total change. At item level Tomato, Potato, Soyabeen Oil, Sunflower Oil, Buffalo Milk, Fish Fresh, Poultry Chicken, Cooked Meal, Cooking Gas, kerosene Oil, Bus Fare, Allopathic Medicine, Telephone Charges etc. are responsible for the rise in index. However, this increase was largely checked by Onion, Bitter Guard, Lady Finger, Chilli Green, Lemon, Mango, Water Melon, Pan Leaf, Petrol for Vehicles etc. putting downward pressure on the index.

At centre level, Coimbatore recorded a maximum increase of 5.2 points followed by Salem and Jalandhar with 4.8 and 4.2 points respectively. Among others, 6 centres recorded increase between 3 to 3.9 points, 19 centres between 2 to 2.9 points, 22 centres between 1 to 1.9 points and 24 centres between 0.1 to 0.9 points. On the contrary, Yamunanagar recorded a maximum decrease of 1.5 points followed by Delhi with 1.2 points. Among others, 9 centers recorded decrease between 0.1 to 0.9 points. Rest of 3 centres’ indices remained stationary.

Year-on-year inflation for the month stood at 6.97 per cent compared to 6.33 per cent for the previous month and 5.25 per cent during the corresponding month a year before. Similarly, Food inflation stood at 7.92 per cent against 7.05 per cent of the previous month and 5.26 per cent during the corresponding month a year ago.

ORDER:

The following notification will be published in the Tamil Nadu Government Gazette:-

NOTIFICATION

In exercise of the powers conferred by the proviso to Article 309 read with Article 313 of the Constitution of India and of all other powers hereunto enabling, the Governor of Tamil Nadu hereby makes the following amendments to the Fundamental Rules.

2 (i) The amendment (i) hereby made shall be deemed to have come into force on the 7th May 2020.

(ii) The amendment (ii) hereby made shall be deemed to have come into force on the 25th February 2021.

AMENDMENTS

In the said Fundamental Rules, in Rule 56, in sub-rule (3), in clause (d), in sub-clause (i), in the Table,-

(i) under the heading “weightage with reference to age”, in column (2), under the sub-heading “For all the Government servants other than the Government servants in the Tamil Nadu Basic Service.-“, for the expressions in column (a) under the heading “Age” and the corresponding expressions in column (b) under the heading “weightage” thereof, the following expressions shall, respectively, be substituted, namely:-

54 years and below  5 years of weightage
55 years 4 years of weightage
56 years 3 years of weightage
57 years 2 years of weightage
58 years 1 years of weightage

(ii) for the heading “weightage with reference to age” in Column (2) and all the sub-headings and expressions thereunder, the following heading and the expressions shall be substituted, namely:-
