Chhattisgarh CM announces 6% DA hike for Chhattisgarh govt employees | DA Hike News Today

The Chhattisgarh government on Tuesday said it has increased the dearness allowance (DA) for its employees. The DA has been hiked by 6 per cent to 28 per cent for employees under the 7th Pay Commission and by 15 per cent to 189 per cent for those under the 6th Pay Commission. The hikes are effective August 1, 2022, according to an official notification.

The state government employees were receiving a 22 per cent dearness allowance under the 7th Pay Commission and 174 per cent under the 6th Pay Commission since May 2022, as per the notification.

The state government’s finance department in the notification said the revised DA will be paid from August 1, 2022. “The DA will be calculated on the basis of basic pay. It won’t include special allowance and individual allowance.”

Registration of Pensioners Associations under the Pensioners’ Portal Scheme The Pensioners’ Portal Scheme being implemented by the Department of Pension & Pensioners’ Welfare aims at enhancing the welfare of Central Civil Pensioners’ across the country with the specific objective to facilitate redressal of Pensioners grievances and provide detailed information and guidance on pension and other retirement related matters through various stake holders. It envisages inter-alia association of registered Pensioners Associations of Central Government Employees and other welfare organizations in the implementation process. Under the above Scheme this Department has already registered 50 Pensioners Associations on the basis of laid down eligibility criteria. To participate in the implementation of the scheme, these Associations are given one time IT hardware as well as Grant-in-Aid up to Rs.75,000/- per annum to defray expenses on certain approved components such as telephone/internet connection, electricity and stationary. This Department now intends to register 10 more Central Government Pensioners Associations who fulfill the eligibility criterion and are from the unrepresented twelve States and four Union Territories as listed below:

Jawahar Navodaya Vidyalayas invited Online applications from eligible students for admission to Class XI against the vacant seats likely to be available in JNVs during the academic year 2022-23. Admission will be made on the basis of performance of students in Class X Board Examinations (CBSE / State Education/ other recognized Board).

Objectives

The main objectives of Navodaya Vidyalaya Samiti as set forth in the Memorandum of Association are:

  1. To provide good quality modern education including a strong component of culture, inculcation of values, awareness of the environment, adventure activities and physical education to the talented children predominantly from the rural areas, without regard to their family’s socio-economic condition
  2. To ensure that all students of Navodaya Vidyalaya Samiti attain a reasonable level of competence in three languages as envisaged in Three Language Formula.
  3. To serve, in each district, as focal point for improvement in the quality of school education in general, through sharing of experiences and facilities, and
  4. To promote national integration through migration of students from Hindi to non Hindi speaking State and vice-versa

Eligibility

  • Date of Birth of the candidate is to be between 1st June 2005 to 31st May 2007 (both days inclusive). This is applicable to all categories of candidates including those who belong to the Scheduled Castes and Scheduled Tribes.
  • The candidate must have passed Class X from a recognized school (affiliated to CBSE or any other State Education / other recognized Board) of the State where the Jawahar Navodaya Vidyalaya is located during the academic session 2021-22.

Criteria for Admission of Students to Class-XI against vacant seats

  • Admission of students will be made against available vacancies in Class-XI on the basis of marks secured by students in Class-X Board Exam during academic session 2021-22.
  • The vacant seats in SC/ST category are reserved for SC/ST candidates.
  • Selection of students will be done as per following steps:

a) District wise merit list will be prepared and students will be selected against the vacancies.

b) After selecting students against the vacancies in the JNV of the district, a common merit list will be prepared at State level. After step a) the vacancies exist in any of the JNV of the same State will be filled from the State level merit list by considering the option exercised by the candidate.

c) After selection by step a) & b), if the selected candidate does not join even after making all efforts, vacant seats will be filled only from State level merit list.

d) Wherever grades are allotted to candidates by State Board, NVS will collect marks from State Board concerned for drawing merit list.

  • The selected students will be informed by the Principal of the concerned JNV by SMS/Speed post.
  • Newly admitted students have to undergo medical check-up by the Vidyalaya Doctor. Students suffering from infectious disease/serious ailments shall not be admitted.
  • Ten days orientation programme will be arranged for newly admitted students to bridge the learning gaps and to adapt them for new environment.

How to apply for admission in Class-XI in Jawahar Navodaya Vidyalaya

The candidate can fill the online application form directly on NVS website www.navodaya.gov.in. While education in the schools is free including board & lodging, uniform and textbooks, a sum of Rs. 600/- per month is collected only from the students of Classes IX to XII towards Vidyalaya Vikas Nidhi. However, students belonging to SC/ST categories, all Girl students and the students whose family income is below poverty line (BPL) are exempted. In respect of wards of Government employees other than exempted category (Students of classes VI to VIII, all SC/ST & Girl students and wards of BPL families) Vikas Nidhi will be charged @Rs.1500/- per month or actual children education allowance received by the parent per month whichever is less. However, VVN shall not be less than Rs.600/- per student per month. The last date to apply is 18th August, 2022.

Gujarat Chief Minister Bhupendra Patel on Monday announced a three percent hike in the dearness allowance (DA) for state government employees under the 7th Pay Commission, with retrospective effect from January 1, 2022.

Speaking after hoisting the national flag at Modasa in Aravalli district during a state-level function to mark the country’s 76th Independence Day, chief minister Patel said that the dearness allowance hike will benefit some 9.38 lakh employees of the Gujarat government, panchayat service and pensioners.

With this, the Gujarat government’s financial burden will go up by about ₹1,400 crore annually

On Monday, Tamil Nadu Chief Minister M.K. Stalin announced a 3 percent hike in Dearness Allowances (DA), from 31 percent to 34 percent, for government employees and pensioners. This DA hike is effective from July 2022. 

The announcement of the Chief Minister will lead to a burden of Rs 1,947.6 crore to the exchequer and benefit 16 lakh people including serving and retired government employees.

இந்தியாவின் 76ஆவது சுதந்திர தினம் இன்று கொண்டாடப்பட்டு வருகிறது. இதையொட்டி முதல்வர் மு.க.ஸ்டாலின் சுதந்திர தின விழாவில் உரையாற்றினார். அப்போது அவர் பல்வேறு முக்கிய அறிவிப்புகளை வெளியிட்டார்.

அதில், தமிழ்நாடு அரசு ஊழியர்களுக்கு அகவிலைப்படி 34% ஆக உயர்த்தப்படும் எனவும் அறிவித்தார். இதுகுறித்து முதல்வர் மு.க.ஸ்டாலின், “ஒன்றிய அரசு பணியாளர்களுக்கு இணையாக மாநில அரசு பணியாளர்களுக்கும் அகவிலைப்படியை உயர்த்தி வழங்கிடும் கோரிக்கையை ஏற்று, கடுமையான நிதிச்சுமைக்கு இடையிலும் அரசு ஊழியர்கள் மற்றும் ஓய்வூதியதாரர்கள், குடும்ப ஓய்வூதியதாரர்களுக்கு 2022 ஜூலை 1ஆம் தேதி முதல் அகவிலைப்படி 31 விழுக்காட்டில் இருந்து 34 விழுக்காடாக உயர்த்தப்படும்.

இதன் மூலம் 16 லட்சம் பேர் பயன்பெறுவர். அரசுக்கு ஆண்டுக்கு 1947 கோடியே 60 லட்சம் ரூபாய் கூடுதலாக செலவாகும்” என்று அறிவித்துள்ளார். தற்போது தமிழ்நாடு அரசு ஊழியர்களுக்கு 31% அகவிலைப்படி வழங்கப்பட்டு வருகிறது. 6 மாதங்களுக்கு ஒரு முறை அகவிலைப்படி உயர்த்தப்படும்.

இவ்வகையில், ஜூலை – டிசம்பர் மாதங்களுக்கு அகவிலைப்படி 34% ஆக உயர்த்தப்படுவதாக தமிழ்நாடு முதல்வர் மு.க.ஸ்டாலின் அறிவித்துள்ளார். இதனால் லட்சக்கணக்கான தமிழ்நாடு அரசு ஊழியர்களும், ஓய்வூதியதாரர்களும் பயன்பெறுவார்கள்.

Sub: Implementation of Transfer Module in Indian Railways

On successful completion of the development of the Transfer Module of HRMS by CRIS and completion of entry of legacy data, it has been decided by Railway Board that the Transfer Module of HRMS shall be launched across Indian Railways on 15th August, 2022. With this, all the new as well as existing transfer requests (Inter Railway & Inter Division) shall henceforth be received and processed only through HRMS. Detailed guidelines regarding use of Transfer Module are placed at ‘Annexure-A’.

2. All the field Units shall endeavour to give due publicity to the change in process of the Transfer applications and also ensure functioning of Helpdesk to ensure that employees are not inconvenienced in submitting the Transfer applications through HRMS during the initial period. Feedback on the Transfer Module and suggestions for improvement, if any, shall invariably be brought before the notice of Railway Board for taking up with CRIS.

F. No. 16/1/2015-PR.—Atal Pension Yojana.— In partial modification of Ministry of Finance, Department of Financial Services Notification No. 16/1/2015-PR dated 16th October, 2015 on Atal Pension Yojana, published in the Gazette of India, Extraordinary, Part I, Section 1, the following amendment are hereby made:-

I. In the said notification at the end of para 2 the following shall be inserted, namely:-

“Provided that from 1st October,2022, any citizen who is or has been an income-tax payer, shall not be eligible to join APY.

Explanation: For the purpose of this clause, the expression “income-tax payer” shall mean a person who is liable to pay income-tax in accordance with the Income Tax Act, 1961, as amended from time to time.”.

II. In the said notification, at the end of para 13, the following shall be inserted, namely:-

“In case a subscriber, who joined on or after 1st October, 2022, is subsequently found to have been an income-tax payer on or before the date of application, the APY account shall be closed and the accumulated pension wealth till date would be given to the subscriber.”.

Attention is invited to this office OM dated 03.08.2022 wherein all the Central Pension Processing Centres (CPPCs) were informed about the modifications carried out by the Central Pension Accounting Office (CPAO) in Format ‘A’ of e-scroll to capture data pertaining to payment and recovery of LTC to the pensioners/family pensioners of UT Chandigarh and payment and recovery of monetary allowances pertaining to Gallantry Award and Police Medals to the CAPF personnel.

Subject: Sanctioned strength of posts in various cadres in the Department as on 01.08.2022.

Sir/Madam,

As you are aware, an extensive exercise has been undertaken by the Circles under the directions of the Directorate to reconcile the sanctioned strength of posts in various cadres while ensuring that the orders for abolition/creation of posts issued by the Directorate from 2001 onwards have been implemented and appropriately accounted for and the establishment registers have been updated accordingly.

2. After completion of the exercise, the reconciled sanctioned strength of posts in various cadres was collected from the Circles recently. The figures collected from the Circles, after this extensive exercise, have been compiled and listed below with observations (if any):

(i) Mail Motor Service (MMS) Group ‘A’ – The sanctioned strength is placed at Annexure – A.

(ii) Postal Services Group ‘B’ – The Circle-wise sanctioned strength is placed at Annexure – B.

(iii) Assistant Superintendent of Posts (ASPOs) – The Circle-wise sanctioned strength is placed at Annexure – C.

(iv) Mail Motor Service (MMS) other than Group ‘A’ – The Circle·wise sanctioned strength of various posts are placed at Annexure -D to F.

(v) Inspector Posts: The Circle-wise sanctioned strength is placed at Annexure – G.

(vi) Postal Operative Side: From the consolidated information of sanctioned strength and man-in-position reported by the Circles, it is observed that most the Circles have still not followed the instructions issued vide letter no. 25-04/2012·PE-I dated 05.12.2018 (reiterated on 03.02.2022). Further, in some Circles the sanctioned strength of Postal Assistants has gone down below the number which was to be achieved by the Circles after creation of all the posts in LSG, HSG-II, HSG-I & HSG-I (NFG) grades allocated to them after Cadre Review. Probably, the difference is due to abolition of PA posts, ordered to be abolished under ADRP earlier. As clarified vide Dte. letters dated 05.12.2018/03.02.2022, the sanctioned strength in PA will keep on decreasing simultaneously with every incumbent joining the newly created posts in LSG, HSG-II, HSG-I and HSG-I (NFG). Therefore, in Annexure -H, a fixed range of number lower limit and upper limit) of PA, LSG, HSG- II, HSG-I & HSG-I (NFG) posts have been prescribed for guidance of the Circles. In Postal Assistant Cadre, the upper limit shows the number of posts before Cadre Review and the lower limit shows the number of posts after Cadre Review, which is to be achieved by the Circles after creation of all the posts in LSG, HSG¬ II, HSG-I & HSG-I (NFG) grades allocated to them after Cadre Review. In LSG, HSG-II & HSG-I grades, the lower limit shows the strength before Cadre Review after adding the posts of Postmasters Cadre of the respective Circles and the upper limit shows the strength after Cadre Review after adding the posts of Postmasters Cadre. In HSG-I (NFG), only upper limit has been prescribed as the grade did not exist before Cadre Review. In this regard, the Circles are requested to fill up the 3rd Column of PA, LSG, HSG-II and HSG-I grades and 2nd Column of HSG-I (NFG) and furnish to the Directorate, on quarterly basis (i.e. information/data as on 01st April/1st July/1st October/1st January) and the information should invariably reach the Directorate by 05th of the following month. For example, information for the ongoing quarter, i.e . July to Sept., 2022 should reach Directorate by 05.10.2022 positively , so that the Directorate can maintain a record and have a watch on the number of posts achieved by the Circles. Orders issued by the Circle Office for abolition/creation of posts, during the quarter, may also be sent with the quarterly report.

(vii) Railway Mail Service (RMS): The Circle-wise sanctioned strength is placed at Annexure – I. The posts of LSG (Ale) in RMS have been included in the posts of LSG (RMS) and the posts of Sorting Compilers and Accountants have been included in the posts of Sorting Assistants.

(viii) Savings Bank Control Organization (SBCO): The Circle-wise sanctioned strength is placed at Annexure – J.

(ix) Circle/Regional Offices (CO/RO): The Circle-wise sanctioned strength is placed at Annexure – K. The posts of RLO have been included in the strength of CO/RO in the respective grades in terms of Personnel Divisions letter no. X-12/6/202 1-SPN-II(2) dated 11.02.2022.

(x) Postman, Mailguard & MTS: The Circle-wise sanctioned strength is placed at Annexure – L.

(xi) Stenographers Cadre: The Circle-wise sanctioned strength is placed at Annexure – M. As per the last Cadre Review, implemented in the year 2016, the sanctioned strength of the Cadre was 783. However, as per the figures collected from the Circles after this exercise, the strength comes to 754. The difference in the figures may be due to abolition of Stenographers posts, ordered to be abolished under ADRP earlier and redeployment of some posts in PS level. As the Establishment Division has initiated the next Cadre Review of the Stenographers Cadre, the Circles are requested to supply the orders of abolition/redeployment so that the same can be supplied/provided to the Department of Expenditure (if required).

(xii) Departmental Canteen Posts: The Circle-wise sanctioned strength is placed at Annexure – N. Assam Circle and Maharashtra Circle have shown 50 and 13 posts respectively as other posts in Canteens. The Circles are requested to categories these posts in the 8 categories of posts of Departmental Canteens and furnish revised strength to the Directorate at the earliest.

3. The figures of sanctioned strength, as on 01.08.2022. are final and no requests for further change shall be entertained . In future, any changes in these figures on account of creation/abolition/permanent redeployment of posts would be done by the Directorate only after receipt of supporting order/memo from Circles.
