Subject: Closure of Offices/buildings in connection with Swearing-in-ceremony of the President-elect of India on 25.07.2022 (Monday)

The Swearing-in-ceremony of the President-Elect of India will be held in the Central Hall of the Parliament House, New Delhi on 25 July, 2022 (Monday). As advised by Delhi Police, the buildings, as per the enclosed list, are required to be vacated by 0600 Hours (6 a.m.) on 25.07.2022 for carrying out of anti-sabotage checks. This exercise will continue till the ceremony is over. Accordingly, the buildings indicated in the enclosed list shall remain closed on 25.07.2022 from 6 AM to 2.00 PM. Further, construction work of New Parliament building, at present in progress, also needs to be kept stopped during the time of ceremony.

Sub:- Payment of allowances attached to Gallantry Awards/Police Medals along-with pension – reg.

Attention is invited to this office OM No. CPAO/IT & Tech/Gallantry Award/26/2022-23/90 dated 03.06.2022 vide which all the Pr. CCAs/CCAs/CAs/AGs were informed regarding approval of Finance Secretary & Secretary (Expenditure) for making payment of Monetary Allowances attached to Gallantry Awards/Police Medals to retired personnel from the pension grant. It was also intimated that the standard operating procedure for processing of fresh and revision pension cases will be shared by CPAO.

CPAO has amended the Special Seal Authority (SSA) format for processing fresh and revision pension cases pertaining to monetary allowances attached to Gallantry Awards and Police medals and now stands ready to process these cases. A unique format has also been designed for migration of legacy Gallantry Awardee pensioners to be submitted by the PAOs to CPAO for issuing necessary Pension Authority (copy enclosed).

In view of the above, all the Pr. CCAs/CCAs/CAs/AGs are requested to direct their respective PAOs to send the desired information in enclosed format duly signed and affixing the special seal for issuing necessary revision authority to CPPC for making payment of allowances attached to Gallantry Award/Police Medals along with Pension.

This issues with the approval of the Chief Controller (Pensions).

Subject: Covid Vaccination Amrit Mahotsav – Free Precaution Dose to all Central Government Employees as a Preventive measure to contain the spread of Novel Coronavirus

The undersigned is directed to state that this Department has been issuing instructions from time to time regarding the preventive measures to contain the spread of COVID19. As a part of celebration of Azadi Ka Amrit Mahotsav, Government of India has recently launched a new initiative `COVID Vaccination Amrit Mahotsav’ to provide free precaution dose to all adult eligible population who have completed 6 months (or 26 weeks) from the date of administration of the 2nd dose. The initiative would be implemented at Government Covid Vaccination Centres for 75 days from July 15 to September 30, 2022.

2. In view of above and, as advised by the Ministry of Health and Family Welfare, it has been decided that Covid Vaccination Amrit Mahotsav Camps at the workplaces are to be organized immediately. The following is to be ensured by all the Departments:-

(a) All Departments to enumerate the number of eligible employees and their family members to be vaccinated by precaution dose, separately for both types of vaccines (Covishield and Covaxin) so as to ensure optimum utilization of resources;

(b) Vaccination team, vaccine logistics and cold boxes, AEFI management kit will be arranged by the Department of Health of the concerned State/UTs. Dr Indu Grewal ([email protected] 011-23062683) and Dr Suhas Dhandore ([email protected], 011-23061883) will coordinate from the Ministry of Health and Family Welfare;

(c) All Departments to identify a room to set up the vaccination site to have 3 demarcated areas i.e. Waiting Area, Vaccination Area and the Observation Area (post-vaccination for 30 minutes) along with internet connectivity/printer etc;

(d) Room should be well ventilated, Bins for waste disposal;

(e) Refreshments/lunch for the vaccination team

(f) Ensure privacy at the vaccination area;

(g) Support staff to coordinate the activity and maintain adequate physical distance; and

(h) Facility of handwashing/sanitization at the vaccination area and drinking water for beneficiaries to be arranged at session site.

3. All the Ministries/Departments are advised to organize ‘Covid Vaccination Amrit Mahotsav Camps’ at the workplaces for providing Free Covid Precaution Doses to the eligible employees and their family members. They are further advised to direct attached & Subordinate Offices and Organizations under their control, including PSUs to organize Vaccination Camps as well. It is also reiterated that all employees have to scrupulously follow Covid-appropriate behavior at all times and the Heads of Department are to ensure its strict compliance. ORDER

Approval of the Hon’ble Minister of Education -Cum-Chairman Kendriya Vidyalaya Sangathan, is hereby accorded to open a new Kendriya Vidyalaya in the IIT Bhubaneswar, IIT Campus, Argul, Jatni, District-Khordha-752050, Odisha (under IHL Sector) with classes I to V (single section in each class) from the academic year 2022-23 with consequential growth based on feasibility.

The sponsor i.e. IIT Bhubaneswar, District-Khordha, Odisha will be responsible to provide:-

1. Permanent Vidyalaya building as per the specifications of the KVS.
2. 100% staff quarters to all the staff of the Kendriya Vidyalaya.
3. All recurring & non-recurring expenditures including 15% Administrative overhead charges and future development expenditure.

The sponsor shall remit the budgeted amount of recurring/non-recurring expenditure in advance installments to the Deputy Commissioner, KVS, Bhubaneswar Region i.e. first installment in the month of April and second in the month of October for each financial year.

In case the sponsor fails to fulfill their commitment as agreed to, the Commissioner, KVS is empowered to reduce the number of classes/sections.

The admission to the Kendriya Vidyalaya will be as per the priorities/rules prescribed by the KVS from time to time for the KVs under IHL Sector.

The admission process for the academic year 2022-23, may be completed within 30 days from the date of issue of this order.

Sub: Rotational Transfer Policy (RTP) applicable to CSS officers – Regarding.

The undersigned is directed to refer to this Department’s O.M. No. 21/2/2009-CS.I(P)(pt.) dated 13th October 2021 vide which it was clarified that in terms of the guidelines issued by this Department vide 0.M. dated 24th January 2020 in partial modification of the RTP guidelines, CSS officers of all grades i.e. ASO/SO/US/DS/Director are required to report to CS.I Division (DoPT) on their return from Deputation/ Long Leave/Long Term Training

2. It has come to the notice of this Department, that some of the cadre units while sanctioning the long leave (exceeding six months period) etc. to their officer, do not endorse copies of the leave sanctioned, to CS.I. Division (DoPT). Due to this, CS.I Division, being the Cadre Controlling Authority -(CCA) in respect of all CSS officers, remain clueless in all such long leave matters.. Consequently, the officer concerned reports to the parent Ministry/ Department on return from long leave etc..

3. As this practice is against the guidelines, all the cadre units of CSS are directed to adhere to the above guidelines notified vide this Department’s O.M. dated 13th October 2021 and copy of such Orders (long leave granted to the officer/ deputation etc.) may invariably be endorsed to CS.I Division. It is clarified that the onus to report to CS.1 Division on return from long leave etc. will remain on the officer concerned.

4.This issues with the approval of the Competent Authority.

Sub: Eligibility of married disabled child for family pension.

Attention is invited to the instructions issued vide Board’s letter No. F(E)III/2005/PN1/32 dated 11.02.2013 in which it has been clarified that a disabled son or daughter will not become ineligible for family pension from the date he or she gets married or remarried under Rule 75(6) of the Railway Services (Pension) Rules, 1993.

2. In the above context, a clarification has been sought with respect to admissibility of family pension to a physically disabled child, who is married and fulfilling other conditions for family pension or otherwise.

3. In this regard, it is stated that prior to issue of letter No. F(E)II/2005/PN1/32 dated 11.02.2013, disabled children suffering from mental or physical disability were eligible for family pension for life subject to certain conditions and one of the conditions was that no other family member below 25 years of age is available and eligible for family pension. On marriage of disabled children, the family pension used to be stopped as per the then prevailing instructions/rules.

4. However, after the issue of Board’s letter dated 11.02.2013, disabled children, who drew, are drawing or may draw family pension have been allowed family pension even after marriage. The financial benefit in such cases has, however, been allowed w.e.f. 24.09.2012.

5. In view of the above, a disabled son or daughter, who is already married or who gets married, can be sanctioned family pension for life subject to livelihood criteria and that no other family member is having prior claim for family pension, as per the provisions of Railway Services (Pension) Rules, 1993

6. This disposes of the reference received from RDSO vide letter No. Settlement/FHDS/0106150002(FP) dated 10.02.2022.

Sub:- Payment and reimbursement on account of LTC to the pensioners/Family pensioner of UT Chandigarh – reg.

Attention is invited to this office OM No. CPAO/IT & Tech/UT Chandigarh/F.No.50/2020-21/64 dated 18.12.2020 vide which all the Central Pension Processing Centres (CPPCs) were informed that LTC facility has been extended by the Punjab Government to the pensioners/family pensioners. Copies of 0Ms issued by UT Chandigarh and Punjab Government on the matter were also circulated.

This office has been receiving queries regarding reimbursement of payment made to Union Territory of Chandigarh pensioners on account of LTC. This office has made necessary changes in e-scroll Format ‘A’ (copy enclosed) as well as CPAO server for payment and recovery of amount of LTC in respect of Union Territory of Chandigarh Pensioners.

This office has also carried out modifications in Format ‘A’ regarding Payment and Recovery of monetary allowances pertaining to Gallantry Awards and Police Medals to the CAPF personnel.

In view of the above, Heads of CPPCs/GBDs of all Authorized banks are requested to update the above mentioned changes in Format ‘A’ for future references.
