Subject: – Review of guidelines for issue & review of Inspection Report.

In supersession of all previous orders on the subject issued from time to time, the following guidelines will be followed with immediate effect for issue and review of Inspection Reports:-

  1. Inspection Reports of Post Offices/Mail Offices/other Offices should be issued by strictly observing the following periodicity:-

The inspections mandated for more than one day should be completed in one spell and should not be staggered over days.

i. The previous IR shall be reviewed at the time of annual inspection by the immediate Inspecting Authority.

ii. The IRS of Heads of Circles need not be sent to Dtte. for review. Compliance on these IRs will however be personally monitored by the Head of the concerned

iii. The cycle of inspection of an office should be complete with action taken for compliance latest, by 4 1/2 months from the date of commencement of inspection of that office.

3. By 28th/29th of February of the year following the inspection calendar year, all Heads of Circles will furnish a certificate in the following format to Directorate:-

“This is to certify that all the inspections allotted for the year ______ have been completed by Inspecting Authorities of ____  Circle and Inspection Reports thereupon have also been issued by all Units in the Circle.”

The above certificate will be taken as one of the targets for APAR writing.

4. Orders for submission of all other reports i.e. quarterly, half yearly, annually etc to the Directorate issued from time to time related to completion of inspections/IR issued is hereby discontinued. However, Circles may continue to monitor timely completion of inspections Si issuance of IRs of all the offices under its jurisdiction.

ORDER

Sub :- Grant of Dearness Allowance to State Government employees drawing pay in the pre-revised pay scale/grade pay as per 6th CPC.

The Governor is pleased to order that the existing rate of Dearness Allowance payable to the State Government employees, drawing pay in the Rajasthan Civil Services (Revised Pay) Rules, 2008, under Finance Department Order of even number dated 11-05-2018 shall be revised from 142% to 148% with effect from 01-07-2018.

The term ‘Pay’ for the purpose of calculation of Dearness Allowance shall be the Basic Pay i.e. sum of pay in running pay band and grade pay drawn and shall not include any other type(s) of pay like Special Pay or Personal Pay, etc

The payment on account of Dearness Allowance involving fraction of 50 paisa and above may be rounded off to the next higher rupee and the fraction of less than 50 paisa may be ignored.

The amount of increase in Dearness Allowance for the period from 01-07-2018 to 31-08-2018 shall be credited to the General Provident Fund Account of the respective employees and cash payment shall be admissible from 01-09-2018.

The employees recruited to the Civil Services on or after 01-01-2004 and who are governed by Contributory Pension Scheme, shall be paid in cash from 01-07-2018.

Sub :- Regarding revision of pension / family pension of pre-01.01.2016 pensioners / family pensioners.

I am directed to refer FD Memorandum of even number dated 06.06.2018 under which concordance tables for fixation of notional pay and revision of pension / family pension of pre-01.01.2016 pensioners / family pensioners were prescribed.

It has been brought to the notice of this department that in the above concordance tables some stages for revision of pension of those retired while drawing pay under Rajasthan Civil Services (Revised Pay) Rules, 2008 are missing. Accordingly, the extended revised concordance tables for notional pay fixation and revision of pension / family pension of pre-01.01.2016 pensioners / family pensioners has been prepared and are enclosed for using revision of pension / family pension.

Subject:- Regularisation of allotment on re-transfer to the last place of posting.

It has come to the notice of this Directorate that some allottees of General Pool Residential Accommodation (GPRA) have retained their accommodation at their last place of posting in contravention of the extant guidelines and instructions on the subject. In this regard, reference is invited to the Rule 54 of Central Government General Pool Residential Accommodation Rules, 2017 (CGGPRA Rules, 2017) and it is reiterated that the allottees who have retained General Pool Residential Accommodation (GPRA) at their last place of posting due to their transfer/ posting at non-family stations in violation of the provision of the CGGPRA Rules, 2017 or the extant guidelines, shall not be considered for regularisation of GPRA at their last place of posting.

Sub: Contribution under Superannuation Pension Scheme for directly recruited employees who are on deputation in other organization / department.

Sir,

I am directed to convey the following decision taken by BSNL Employees Superannuation Pension Fund Trust for your kind information and necessary action:

(i) Any employee of BSNL on deputation to some other organization continues to remain BSNL’s employee. Therefore, the contribution towards superannuation benefit will continue. The fact has also been provided in the BSNL employees superannuation pension fund trust Rules. Accordingly, irrespective of the fact whether an employee is on deputation / working in the other organization, he / she remains an employee of BSNL for the purpose of making employer’s contribution towards the superannuation pension Fund. Therefore the employer contribution from BSNL will continue.

(ii) The Terms and conditions specifically with regard to reimbursement of employer’s contribution towards superannuation benefits be clearly communicated to the borrowing Department / Organizations before sending the officer / official to such deputation.

(iii) The Superannuation pension scheme has been started w.e.f. 05.05.2016. There may be instances where the borrowing department may not have remitted the contribution towards superannuation benefits including pension, such borrowing organization / departments may immediately be communicated by respective cadre controlling authorities for such reimbursements. In case(s) where the borrowing department / organization fails to pay, the employee concerned who is on deputation may be asked to reimburse. In case(s) both the borrowing organization and the deputationist employee declines to make such reimbursement, the deputation be cancelled after advising the concerned deputationist employee.

(iv) In future, no such employee will be relieved for deputation in other organization / department till acceptance of all terms and conditions and acceptance to pay the amount of contribution to all superannuation benefits including @5% of Basic pay plus IDA to BSNL for superannuation pension scheme, by borrowing organization / department or otherwise concerned employee agrees to pay the same to BSNL. For this, an undertaking may be taken from the concerned employee.

(v) For the existing employees who are on deputation, immediate consent may be taken from borrowing organization / department to pay contribution towards superannuation pension scheme as above. In case of denial / refusal / Non acceptance, burden of payment may be shifted to the concerned employee and consent may be taken from the concerned employee to pay that contribution by him / her / them. If the concerned employee disagrees for the same in that case his deputation may be cancelled but payment to trust by BSNL as employer’s contribution must remain continue and amount already paid but irrecoverable may be expensed out by the BSNL.

Sir/Madam,

The Limited Departmental Competitive Examination for promotion of Lower Division Clerk as Accountant under Rule 5(3) of Central Civil Accounts Service (Accountant and Senior Accountant Group ‘C’ posts) Recruitment Rules, 2010 is proposed to be held on 23.12.2018 subject to availability of exam halls.

2. Lower Division Clerks belonging to the Central Civil Accounts Service and have rendered not less than three years of regular service in the grade as on 31.03.2018 are eligible to appear in the examination. No request for relaxing the condition of the minimum service of three years need be forwarded to this office. While determining the eligibility of the candidates the following points may be kept in view:

(i) Ad hoc service does not count for the purpose of computing the service of 3 years under Rule 5(3)

(ii) In the case of LDCs who have joined the CCAS on transfer from other services on unilateral basis service will count from the date such transfer has been regularised under orders of the competent authority.

3. It is requested that the list of eligible candidates approved by Pr.CCA/CCA/CA, may please be forwarded to this office in the enclosed proforma, so as to reach this office by 18th October’ 2018. A soft copy of the list (in Excel Format) should be mailed to [email protected].

4. The consolidated list of candidates may be forwarded by the Pr. Accounts Office, duly approved by the Pr. CCA/CCA/CA.

5. As the examination is generally conducted at various centres located across the country, arrangements for conducting it simultaneously at all the centres have to be made on the basis of the number of candidates nominated by the Ministries/Departments. You are, therefore, requested to adhere to the deadline set for the submission of the list of candidates to this office. This office may not be in a position to accept the nominations received after 18th October’ 2018.

As a result, BSNL Corporate Office is unable to send the desired inputs to DoT.

2. In view of the above, I would like to solicit your kind intervention in this matter so that necessary information is furnished immediately in order to enable us to send the same to DoT.

The undersigned is directed to refer to subject mentioned above and to say that BSNL Corporate office proposes to prepare the complete profile of all Casual Labourers including TSMs for proper management of the issues related to them. It may be stated here that BSNL has never allowed engagement of Casual Labourers. The ban imposed by DOT, to that extent, is continuing.

Accordingly, the details of available Casual Labourers are required to be duly categorized into the defined categories of Part Time Casual Labourer(PTCL), Full Time Casual Labourer(FTCL) and Temporary Status Mazdoors(TSM) as per table prescribed below.

Complete report/ information may be furnished by 15.10.2018, under the signature of GM(HR) of the Circle concerned.
