Subject :- Payment of DA to Board level/below Board level executives and non-unionized supervisors following IDA scales of pay in Central Public Sector Enterprises (CPSEs) on 1987 and 1992 basis.
The undersigned is directed to refer to para No. 4 of this Department’s O.M. No. 2(50)/86- DPE (WC) dated 19.07.1995 wherein the rates of DA payable to the executives holding Board level post have been indicated. In accordance with the DA scheme spelt out in Annexure-III of the said O.M, the installments of DA become payable from Ist January, 1st April, 1st July, 1st October, every year based on the price increase above quarterly Index average of 1099 (1960=100).
2. In continuation of this Department’s O.M. of even No. dated 04.07.2018. the rates of DA payable to the executives of CPSEs holding Board level post, below Board level post and Non-Unionized Supervisors following IDA pattern of 1992 pay scales may be modified as follows:-
(a) Date from which payable: 01.10.2018

3. The payment on account of dearness allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.
4. The quantum of IDA payable from 01.10.2018 at the old system of neutralization @ Rs. 2.00 per point shift for increase of 222 points, may be Rs. 444/- and at AICPI 6795 DA payable may be Rs. 12179.75 to the executives holding Board level post, below Board Ievel’post and non-unionised supervisors following IDA pattern in the CPSEs of 1987 pay scales.
5. All administrative Ministries/Department of Government of India are requested to bring the foregoings to the notice of the CPSEs under their administrative control for necessary action at their end.

The undersigned is directed to refer to the Para 7 and Annexure-III (B) of DPE’s OM dated 03.08.2017 wherein the rates of DA payable to the Board level and below Board level executives and non-unionized supervisors of CPSEs have been indicated. The next instalment for revision of rates of DA is due from 01.10.2018. Accordingly, the rate of DA payable to the executives and non-unionized supervisors of CPSEs is as follows:

NFIR writes to Railway Board – Fixation of pay on MACPS from the DNI for Railway Employees

Sub: Availability of option for fixation of pay on MACPS from the date of next increment (DNI) in the lower post and method of fixation of pay from DNI, if opted for, in context of CCS(RP) Rules, 2016-reg.
Ref: DoP&T O.M. No.35034/1/2017-Estt D dated 20/09/2018 to all Ministries/Departments etc.
A copy of O.M. No. 35034/1/2017-Estt D dated 20/09/2018 issued by the DoP&T on the subject is enclosed. In the said O.M., the DoP&T has stated that their earlier O.Ms dated 27/07/2017 and 28/08/2018 clarifying availability of option for fixation of pay and the date of next increment (DNI) in the lower post and method of fixation of pay from DNI, if opted for, in the context of CCS (RP) Rules, 2016, are applicable in the case of MACP also.
NFIR, therefore, requests Railway Board to issue corresponding instructions in favour of Railway employees duly endorsing copy to the Federation.

In supersession to Railway Board’s letter No. E(P&A)I-2015/RT-43 dated 26.09.2018, it is stated that while the LARSGESS Scheme continues to be on hold with effect from 27.10.2017 on account of various court cases, to impart natural justice to the staff who have already retired under LARSGESS scheme before 27.10.2017 (but not naturally superannuated) and appointment of whose wards was not made due to various formalities, appointment of such of the wards/candidates can be made with the approval of the competent authority.
Simplification of procedure for treatment at private hospitals empanelled under CGHS

Sub: Directions to Private HCOs empanelled under CGHS regarding simplification of procedure for treatment at private hospitals empanelled under CGHS/CS (MA) Rule, 1944.
With reference to the above mentioned subject the undersigned is directed to state that this Ministry has been receiving various complaints regarding difficulties being faced by CGHS beneficiaries in getting the OPD/IPD treatment at Pvt. HCOs after valid referral from the CMO/MO/Govt. Specialist. It has been viewed very seriously by the Competent Authority.
It is observed that the CGHS beneficiaries are facing a lot of resistance from the staff/OPD manager/Doctors of the private NCOs empanelled under CGHS. OPD timing are clubbed with General OPD or OPD for EWS, which is causing inconvenience to the CGHS beneficiaries. OPD Slot for CGHS beneficiaries is also reduced to half an hour, The CGHS beneficiaries are not allowed to seek the consultation from the Senior Doctor or their OPD, so called premium OPD.
It is reiterated that HCOs empanelled under CGHS shall adhere to the term and conditions while providing treatment/investigation facilities to the CGHS beneficiaries. The private HCOs empanelled under CGHS shall provide quality service to CGHS beneficiaries and care may be taken to avoid inconvenience, especially for the Senior Citizen, Cancer Patients and terminally ill patients. Pvt. HCOs shall avoid any discrimination to CGHS beneficiaries.
As per MOA clause No. 18 (9) discrimination against CGHS beneficiaries’ vis-å-vis general patients — “The amount of Performance Bank Guarantee will be forfeited and the CGHS shall have the right to de-recognize the Health Care Organization as the case may be. Such action could be initiated on the basis of a complaint, medical audit or inspections carried out by the CGHS teams at random. The decision of the CGHS will be final.
All the empanelled HCOs under CGHS Delhi/NCR are hereby warned/directed to follow the specified guidelines laid down in MOA and OMs issued by the Ministry Of Health & Family Welfare, Govt. of India from time to time, failing which the Show Cause Notice will be served and action as deemed fit shall be taken.
This issues with the approval of Competent Authority.
