Income Tax Department Identifies Mismatches in Interest and Dividend Income Reporting
Implementation of e-Verification Scheme-2021
The Income Tax Department has identified certain mismatches between the information received from third parties on interest and dividend income, and the Income Tax Return (ITR) filed by taxpayers. In many cases, taxpayers have not even filed their ITR.
In order to reconcile the mismatch, an on-screen functionality has been made available in the Compliance portal of the e-filing website https://eportal.incometax.gov.in for taxpayers to provide their response. At present, the information mismatches relating to Financial Years 2021-22 and 2022-23 have been displayed on the Compliance portal. The taxpayers are also being made aware of the mismatch through SMS and emails as per details available with the Department.
Those taxpayers who have already registered on the e-filing website, can navigate to Compliance portal directly after logging into their account. Details of mismatches identified will be available under the ‘e-Verification’ tab.
Taxpayers who are not registered on the e-filing website have to register themselves on the e-filing website to view the mismatch. For registration, the “Register” button on the e-filing website can be clicked and the relevant details can be provided therein. After successful registration, the e-filing account can be logged into and the Compliance portal can be navigated to view the mismatches.
The on-screen functionality is self-contained and will allow the taxpayers to reconcile the mismatch on the portal itself by furnishing their response. No document is required to be furnished. This is a pro-active step taken by the Department to reach out to the taxpayers and provide them an opportunity to respond to the communication in a structured manner. It is clarified that the said communication is not a notice.
In case the taxpayer has disclosed the interest income in the ITR under the line item ‘Others’ in the Schedule OS, s/he need not respond to the mismatch pertaining to the interest income. The said mismatch shall be resolved on its own and will be reflected in the portal as ‘Completed’.
The taxpayers who are unable to explain the mismatch may consider the option of furnishing an Updated Income Tax Return if eligible, to make good any under reporting of income.

The undersigned is directed to state that the e-HRMS 2.0 portal facilitates seamless digital working environment and streamlines the disposal mechanism of various human resource services as expeditiously as possible. Any kind of applications with respect to leave, claims and reimbursements etc that are provided to the Government employees as per the applicable and extant rules/guidelines/instructions can now be disposed of through various modules of e-HRMS in an easy and transparent manner at the click of a button.
2. In order to make the said Portal more employee centric and as a Good Governance initiative, simplification of processes has been attempted in the HR Management System, wherever applicable. After various rounds of discussions and lot of deliberations, it has been decided to fix certain timelines for the simple processes for the ease and benefit of the employees.
3. In this connection, this is to inform all the Ministries/Departments/Organization (MDOs), that auto approvals and escalations to next level is being incorporated for specified timelines for the following services/modules provided through e-HRMS portal for effective implementation of e-HRMS 2.0:
The attached Annexures I, II,III are enumerative and descriptive for the reference and understanding of all.

Reason: If the employee requests for EL for a short period of 5 days (excluding prefix/suffix of holidays), a decision on the same in a maximum of 6 working days would be fair. Hence, auto-forward after 3 working days at RO level and deemed approval after 3 working days at CO level is recommended.
If the employee requests EL for more than 05 days, it affects the office work for a longer period. As per the existing guidelines, the maximum EL grant limit is 180 days at a time. Therefore. Automatic approval is not convenient in this situation. However, auto forward facility may be included at the RO level to avoid delay in taking decisions in this regard.

If the employee requests EL for a shorter period I.e. up to 05 days, an appropriate decision (approve / disapprove / forward) on the request can be taken by the concerned R.O./C.O. in a time bound manner. The request shall be auto forwarded to C.O. if no decision is taken at R.O. level for 3 working days. Further, if no decision is taken at C.O. level, then it shall be deemed approved and balance updated.

Reason: The Commuted Leaves are granted on production of Medical Certificate. Reason: The practice of getting of monthly reimbursement of Newspaper on production of Newspaper bills has been abolished. A certificate to the effect that expenditure has been incurred on newspaper shall be provided by the officers on half yearly basis (Jan to June or July to Dec.) to the office for reimbursement. 10th Pension Adalat focused on resolution of long outstanding Family Pension Cases
Department of Pension and Pensioners’ Welfare (DOPPW) held 10th Pension Adalat on 22.2.2024 under the under the auspices of Hon’ble MOS(PP) Dr. Jitendra Singh
Dr. Jitendra Singh, Minister of State for Personnel, Public Grievances and Pensions chaired the Nation-wide Pension Adalat at New Delhi on 22.2.2024. Redressal of Pensioners Grievances is a high priority of Government. For speedy resolution of Pensioners Grievances Pension Adalats are being organized by DOPPW in which multiple stakeholders are brought on one platform for on-the-spot redressal. The 10th Pension Adalat focused on resolution of long outstanding Family Pension Cases.
105 Pensioner Grievances pending for more than 100 days were listed for deliberation comprising of Superannuation, Family Pension and Voluntary Retirement Cases. The Pension Adalat was attended by 12 Ministries/Departments including Ministry of Home Affairs, Department of Defence Finance, CBDT, Department of Economic Affairs, Department of Ex-Servicemen’s Welfare, Ministry of Housing & Urban Affairs, Ministry of Railways and Ministry of Culture. Out of 105 cases, 85 cases were resolved on the spot.
Some of the important cases that were taken up in the Pension Adalat where Grievances were successfully redressed are as follows:
Grievance of Smt.Anita Kanik Rani’s 20 years “struggle for family pension resolved”: Smt. Anita Kanik Rani, wife of Late Bhagwan
Das who expired on 13.6.2003 was not sanctioned family pension and retirement dues of her husband by CPWD despite submission of claim. In the name of surviving member certificate or succession certificate she was denied family pension. She registered hergrievance on CPENGRAMS portal on 5.12.2023. Her grievance was discussed on 22.2.2024 in the Pension Adalat by MOS(PP) and Department concerned informed that PPO has been issued in the name of Smt.Anita Kanik Rani on 22.2.2024 itself and she would be getting arrears of around Rs.22 Lakh.
Grievance of Smt. Nirmla Devi – “Got revised PPO after 7 years” : Smt.Nirmala Devi, wife of Late Kishan Singh retired from Delhi Police made continuous efforts since 2016 to get PPO revised as per 7th CPC and arrears thereof. She did not succeed in her efforts. However, she registered a grievance on CPENGRAMS Portal on 30/09/2022. Her grievance was taken up during Pension Adalat and the Department concerned informed that Revised PPO as per 7th CPC has been issued on 5.4.2024 and arrears would be released soon.
Grievance of Smt. Geeta Devi – “Lifetime Pension Arrear” : Smt. Geeta Devi, mother of Late Ct(GD) Kumar Chandan Singh of BSF who expired on 9/11/2005 struggled for getting her PPO revised as per 7th CPC as well as pension arrears since 2016. She registered a grievance on CPENGRAM on 21.11.2022. Her case was discussed during Pension Adalat and BSF informed that Revised PPO has been sent to CPAO on 9/2/2024 and would be getting pension arrears soon.
Grievance of Smt.Mashuri Devi – “Payment of lifetime pension arrears and continuation of family pension by Assam Rifles”: Smt.Mashuri Devi since April 2022 has been trying hard to get family pension and life time arrears from Assam Rifles. She registered a grievance on 13.6.2023 and her case was taken up for discussion during Pension Adalat. The Assam Rifles informed that due to difference of name of claimant family pension could not start. However, SSA has been issued on 4.1.2024 by CPAO and arrears and pension will be paid through Nepal Embassy.
Grievance of Smt.Supriya Shailja – “Got medical claim of Rs.8 Lakh”: Smt.Supriya Shailja wife of Late Rajnish Yadav, Addl.Commissioner Income Tax, ITAT, Lucknow who died on 26.7.2017 despite submission of medical claim several times her claim was not reimbursed. She registered a grievance on CPENGRAMS on 13/6/2023. Her case was taken up during Adalat and it was informed by the Department that she has been paid Rs.8 lakh and claim of Rs.3 lakh under process.

The undersigned is directed to refer to this Department’s OM No. 39011/11/2005-Estt.(B), dated 27.02.2008, OM No.39011/05/2012, dated 04.07.2012 and OM No. 39011/02/2019-Estt.(B), dated 16.01.2020, and to say that UPSC-33 Proforma provides the categories and permissible sub categories, as per the previous instructions of DoPT in the matter, based on the Persons with Disability (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, which has since been repealed by ‘Rights of Persons with Disabilities Act, 2016’ and also based on implementation of reservation scheme for Economic Weaker Sections taking effect from 01.02.2019.
2. In view of the amendment, vide Notification no.30-12/2020-DD-III, dated 24.08.2022, made in the Notification no.38-16/2020-DD-III, dated 04.01.2021, issued by the Ministry of Social Justice and Empowerment, Department of Empowerment of Persons with Disabilities (Divyangjan), UPSC-33 Proforma, for submitting requisition to UPSC under Single Window System for filling up the vacancies reserved for PwBDs, has been modified/updated, in consultation with the Department of Empowerment of Persons with Disabilities (Divyangjan). A copy of the revised Proforma UPSC-33, along with its Checklist is enclosed for information and compliance.
3. All Ministries / Departments are requested to take a note of the above for strict compliance and also to ensure that from now onwards the revised UPSC-33 Proforma is used for placing requisition for direct recruitment posts with UPSC. CIRCUMSTANCES IN WHICH COMPASSIONATE APPOINTMENTS MAY BE MADE:
Appointments on compassionate grounds relate to the appointments made of dependents of Railway servants who lose their lives in the course of duty or die in hamess otherwise while in service or are medically incapacitated/ decategorised. The circumstances in which appointments on compassionate grounds may be made are as below:-
(i) When Railway servants lose their lives in the course of duty or get so crippled that they cannot do aay work (his also in the coruse of duty – for example, loco and traffic running staff in charge oftrains involved in accidents).
(ii) When Railway employees die in harness in service, before retirement.
(iii) Dependent of totally medically incapacitated staff may be considered for compassionate grounds appointment at par with death cases, subject to their merit.

सरकार ने यह सुनिश्चित करने के लिए कहा कि कर्मचारियों और सरकार का योगदान बिना किसी देरी के राष्ट्रीय पेंशन योजना में जमा किया जाए, मंत्रालय और विभाग के वित्तीय सलाहकार की अध्यक्षता में प्रत्येक मंत्रालय और विभाग के लिए 2019 में राष्ट्रीय पेंशन प्रणाली निगरानी तंत्र की स्थापना की है।
सरकार ने केंद्रीय सिविल सेवा (राष्ट्रीय पेंशन प्रणाली का कार्यान्वयन) नियम 2021 को भी अधिसूचित किया है। राष्ट्रीय पेंशन प्रणाली (एनपीएस) निगरानी तंत्र और सीसीएस (एनपीएस) नियम 2021 के संचालन की स्थिति पर एक समीक्षा बैठक श्री वी. श्रीनिवास, सचिव (पेंशन) की अध्यक्षता में 21.02.2024 को दोपहर 3.00 बजे आयोजित की गई थी। इसमें वित्तीय सलाहकार और सभी मंत्रालयों/विभागों के प्रतिनिधियों भी शामिल थे।
पूरा विचार-विमर्श उनके मंत्रालय में एनपीएस के कार्यान्वयन की निगरानी के लिए मंत्रालयों/विभागों में निगरानी तंत्र के संचालन की स्थिति पर केंद्रित था। मौजूदा दिशानिर्देशों के अनुसार, प्रगति की समीक्षा के लिए निरीक्षण तंत्र समिति को 3 महीने में एक बार बैठक करनी होती है।
निरीक्षण तंत्र द्वारा यह भी सुनिश्चित किया जाना है कि एनपीएस में मासिक योगदान समय पर भेजा जाए और एनपीएस के तहत आने वाले कर्मचारियों की शिकायतों का निवारण भी समय पर हो। मंत्रालयों/विभागों को निर्धारित प्रारूप में एनपीएस के कार्यान्वयन की स्थिति पर छह मासिक रिपोर्ट तैयार करनी होती है। मंत्रालयों/विभागों को विकल्प फॉर्म और परिवार विवरण लेने के लिए पीआरएएन का समय पर जनरेशन, मासिक योगदान का ट्रांसफर और सीसीएस (एनपीएस का कार्यान्वयन) नियम, 2021 के नियम 10 का कार्यान्वयन सुनिश्चित करने के लिए कहा गया था। यह उम्मीद की जाती है कि निरीक्षण तंत्र द्वारा एनपीएस के कार्यान्वयन की आवधिक समीक्षा के परिणामस्वरूप नई नियुक्तियों के पीआरएएन का समय पर जनरेशन हो। साथ ही यह सुनिश्चित होगा कि कर्मचारियों और सरकार का योगदान एनपीएस में बिना किसी देरी के जमा किया जाएगा और सभी खातों में नामांकन और संपर्क विवरण होंगे।
Review of Functioning of National Pension System Oversight Mechanism
Government has established the National Pension System Oversight Mechanism in 2019 for each Ministry/ Department under the chairmanship of the Financial Advisor of the Ministry/ Department for ensuring that the contribution of employees and Government are credited without delay to the National Pension Scheme.
Government has also notified the Central Civil Services (Implementation of National Pension System) Rules 2021. A review meeting on the status of operationalization of the National Pension System (NPS) Oversight Mechanism and the CCS (NPS) Rules 2021 was held under the Chairmanship of Shri V. Srinivas, Secretary (Pension) on 21.02.2024 at 3.00 P.M. with the Financial Advisors and the representatives of all Ministries / Departments.
The deliberations focused on the status of operationalization of the Oversight Mechanism in Ministries/ Departments to oversee the implementation of NPS in their Ministry. As per extant guidelines, the Oversight Mechanism Committee has to meet once in 3 months to review the progress.
The Oversight Mechanism also has to ensure timely remittance of monthly contribution into NPS and redressal of grievances of employees covered under NPS. Ministries/ Departments have to formulate six monthly reports on the status of implementation of NPS in prescribed formats. Ministries / Department were asked to ensure timely generation of PRAN, remittance of monthly contribution, and implementation of Rule 10 of the CCS (Implementation of NPS) Rules, 2021 for taking option form and family details. It is expected that the periodic reviews of the implementation of NPS by the Oversight Mechanism would result in timely generation of PRAN of new appointees, ensure that contribution of employees and Government are credited without delay to the NPS and all accounts have nomination and contact details.
Pension Reforms introduced with sensitive concern for Elder Citizens, Women: Dr Jitendra Singh
Union Minister of State (Independent Charge) Science & Technology; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh today said, ever since Prime Minister Shri Narendra Modi took charge in May 2014, a series of pension reforms had been introduced, one after the other, with a sensitive concern for elder citizens and women in particular.
Latest technology tools were employed to seek ease of living for these sections of society, he said.
Charing the 33rd meeting of the Standing Committee of Voluntary Agencies (SCOVA) and 10th Nation-wide Pension Adalat in New Delhi, Dr Jitendra Singh said, the Department of Pension is constantly engaged in formulating policies for achieving the goal of women empowerment thereby ensuring a dignified life and ease of living for women.
Dwelling on the Women-Centric reforms in the Department of Pensions and Pensioners’ Welfare, Dr Jitendra Singh said, orders were issued wherein a divorced daughter, in whose case a decree of divorce was issued after the death of her parents, will be eligible for family pension if the divorce petition was filed before death of the parents.
Similarly, the Minister said, the families of missing employees covered under NPS can now get family pension within 6 months of lodging FIR and not wait for 7 years after which employee considered deemed dead. Even in cases where the Government servant dies before completing a service of 7 years, family pension shall be payable to the family at enhanced rate of 50% of last pay for the first 10 years and thereafter @ 30% of last pay.
Even the pension for Divyangs were resolved to bring ease of living for all, the Minister added.
Dr Jitendra Singh said that the Department of Pension under Prime Minister Narendra Modi has become the Department of Reforms with huge social implications. He asked the SCOVA body which consists of 15 non-official members, representing Pensioner Welfare Associations and Official Members to come out with suggestions and new ideas for the benefit of the department. The Minister informed that it was on his suggestion that a single pension form was introduced instead of the earlier practice of three forms.
Referring to Jeevan Praman (Digital Life Certificate) launched by the Prime Minister in November,2014, Dr Jitendra Singh underlined that it provides an option to pensioner for submission of Digital Life Certificate online, anytime and from anywhere.
Dr Jitendra Singh also took pride in informing the SCOVA members that to enhance ‘Ease of Living’ for Pensioners/Family Pensioners, DoPPW in collaboration with MeiTy and UIDAI has developed a “Face-Authentication Technology” based system to submit Life Certificate from any Android smartphone which was launched by in 2021, the first by any government department..
The Minister also underlined that DoPPW coordinated with Banks, India Posts and Payment Bank (IPPB) for providing the doorstep facility of DLC submission from home for incapacitated Pensioners/Family Pensioners. Similarly, BHAVISHYA platform, is an integrated online pension sanction processing system made mandatory for all Central Government Departments w.e.f 01.01.2017.
Dr Jitendra Singh also presided over the Nation-wide Pension Adalat, which covered pensioner grievances of 12 Ministries/ Departments including Ministry of Home Affairs, Department of Defence Finance, CBDT, Department of Economic Affairs, Department of Ex-Servicemen’s Welfare, Ministry of Housing & Urban Affairs, Ministry of Railways and Ministry of Culture. 105 Pensioner Grievances have been listed for discussion comprising of Superannuation cases, Family Pension Cases and Voluntary Retirement Cases. 60 percent of the cases were resolved on the spot.
Dr. Jitendra Singh said, redressal of Pensioners Grievances is a high priority of Modi Government and for speedy resolution of Pensioners Grievances Pension Adalats are being organized by Department of Pension and Pensioners Welfare in which multiple stakeholders are brought on one platform for on-the-spot redressal.
In 2023, Department of Pension & Pensioners’ Welfare had organized two Pension Adalats on 17th May, 2023 and 23rd October, 2023. During these Adalats, 603 cases were taken up, out of which 440 cases were resolved on the spot.
Pensioner Welfare Associations from Gujarat, Odisha, Maharashtra, New Delhi, Tamil Nadu, Maharashtra, Jharkhand, Haryana, Uttar Pradesh, West Bengal, Karnataka and Puducherry would be participating in the 33rd SCOVA deliberations. DOPT, Ministry of Railways, Ministry of Health and Family Welfare, Department of Telecom, Department of Expenditure, CPAO, Department of Financial Services, CGDA and State Bank of India will also be participating in the deliberations.

Subject: Guidelines on acceptance of awards from Government Bodies / Private Organizations by Government Servants.
The undersigned is directed to refer to O.M. No. 110171/05/2023-AIS-III dated 22.06.2023 (copy enclosed) and OM No. 11013/22/2023 — Pers. Policy (A-III) dated 04.12.2023 (copy enclosed} vide which guidelines have been issued by this Department regarding acceptance of awards by members of the All India Services and Central Government employees respectively, from Government and Private Bodies/Institutions/Organizations.
2. Reference is invited to para 5(iii) of the aforesaid O.M. dated 22.06.2023 and para 6(c) of aforesaid OM dated 04.12.2023, which specifies the Competent Authority in respect of Secretaries to Government of India and Secretary rank officers serving in the Centre.
3. In this regard, it is clarified that in case of Secretaries to Government of India, the Competent Authority would be the Central Government. For other officers in the pay-level 17, the Competent Authority would be the concerned Ministry/Department
