Subject- Delegation of powers for settlement of reimbursement claims/Permissions ex-post-facto approval in respect of Pensioner CGHS beneficiaries, etc.

With reference to the above subject the undersigned is directed to state that that the matter has been reviewed by the Ministry in view of the difficulties faced by the CGHS pensioner beneficiaries Therefore, with a view to streamline and to simplify the procedures. it has now been decided to further delegate powers to the Addl. Directors of CGHS Cities / Zones in respect of CGHS pensioner beneficiaries. etc. as under:

i) Permission / ex-post facto approval in non-empanelled hospitals / Diagnostic Labs /Imaging Centre:

Requests for permission ex-post facto approval for elective treatment / investigations in non-empanelled hospitals / diagnostic centres in respect of Pensioners/ex-MF’s/freedom Fighters, etc. shall be considered by Addl. Director of concerned CGHS city / Zone subject to the reimbursement being restricted to CGHS package rates or actual expenditure, whichever is less

ii) Permission / ex-post facto approval in cases involving procedural lapse:
Requests for approval of elective treatment l investigations in empanelled hospitals / diagnostic centres without recommendation of Govt. Specialist or CMO and without prior permission in respect of Pensioners/ex-MPs/freedom Fighters, etc, shall be considered by Addl. Director of concerned CGHS city / Zone subject to the reimbursement being restricted to CGHS rates or actual expenditure whichever is less.

iii) Delegation of Powers for Settlement of Medical Reimbursement Claims (at approved rates) of Individual Pensioner Beneficiary. etc,

If there is no CGHS package rate for treatment I CGHS Ceiling rate for implant approval shall be granted as per AIIMS package rate (if only procedural charge. it shall not be considered as package rates)/ AIIMS rate for implant and if there is no CGHS/AIIMS rate approval shall be granted as per actual rate.

2. The revised delegations mentioned above will be subject to the conditions that it will not include any case involving relaxation of rules, irrespective of the amount involved. Further, cases where the amounts exceed the monetary limits prescribed above will have to be referred to the Ministry of Health & Family Welfare for obtaining the concurrence of Integrated Finance Division in the Ministry of Health & Family Welfare.

3. The above delegations are in supersession of all the earlier instructions in the matter in respect of the delegations now being conveyed.

Subject : Revision of Enhanced Rate of Ordinary Family Pension in respect of Pre-2006 Armed Forces Pensioners.

Reference: This office Circular No. 494 dated 19.03.2013 and Circular No. 397 dated 18.11.2008.

A copy of GOI, MOD letter No. 1(14)/2012-D(Pen/Pol) dated 14th June, 2016 on the above subject is forwarded herewith for information and necessary action which is self explanatory.

2. As per above GOI, MOD letter Dated 14th June, 2016, the minimum guaranteed enhanced Rate of Ordinary Family Pension in respect of eligible family of Pre-2006 Armed Forces Pensioners shall be revised w.e.f. 01.01.2006 on the basis of the minimum of fitment table for the rank in the revised pay band as indicated under fitment tables annexed with SAI 1/S/2008, SAI 2/S/2008 & SAI 4/S/2008 as amended and equivalent instructions for Navy and Air Force. The revised consolidated enhanced rate of Ordinary Family Pension w.e.f. 01.01.2006 (consolidated as per Para-4 of GOI, MOD letter No. 17(4)/2008(1)/D(Pen/Policy) dated 11.11.2008) in respect of Pre-2006 Armed Forces Family Pensioners shall not be less than 50% of the minimum of the fitment table for the rank in the revised pay band. In case, where full revised pension is otherwise not authorized to a retired employee in terms of 6th CPC orders, the enhanced rate of Ordinary Family Pension shall also be restricted to that amount. The amount of revised enhanced rate of Ordinary Family Pension in no case shall be less than thirty percent of the minimum of the fitment table for the Rank or thirty percent of the minimum of fitment table in case of HAG and above.

3. However, in case of consolidated enhanced rate of Ordinary Family Pension calculated as per Para- 4.1 of GOI, MOD letter No. 17(4)/2008(1)/D(Pen/Policy) dated 11.11.2008 is higher than the family pension calculated in the manner indicated above, the higher rate shall be continued.

4. Table showing minimum of the fitment table for the rank in the revised pay band corresponding to the pre-revised scale, from which the pensioner/ deceased Government servant had retired/ died, is enclosed herewith as Annexure ‘A’ to ‘F’ to facilitate the Pension Disbursing Agencies for payment of revised Enhanced Ordinary Family Pension in terms of GOI, MOD letter dated 14th June, 2016.

5. In all cases, where fixation of enhanced rate of family pension in terms of above GOI, MOD letter is more beneficial, the Pension Disbursing Agencies are hereby advised to pay revised rate of enhanced Ordinary Family Pension accordingly. All other terms and condition shall remain unchanged. However, if the Pension Disbursing Agencies are in any doubt about the fixation of enhanced rate of family pension, such cases may be referred to concerned Pension Sanctioning Authorities with full details.

6. The provisions of this letter shall take effect from 01.01.2006 and arrears, if any, shall be allowed from 01.01.2006 up to 23.09.2012.

7. This circular has been uploaded on this office website www.pcdapension.nic.in for dissemination to all alongwith Defence pensioners and Pension Disbursing Agencies.

The Govt. of India, Ministry of Personnel, Public Grievances & Pensions, Deptt. of Pension & Pensioners’ Welfare in their O.M. No 38/37/2016-P&PW (A) (i) dated, the 4th August, 2016 have issued orders for implementing Govt’s decision on the recommendations of Seventh CPC revising provisions of pension / commutation of pension with effect from 1-1-2016. As the Govt. order takes effect from 1-1-2016, pensionary benefits already granted to the individuals who retired on or after 1-1-2016 need to be revised under the subject order.

2. For the purpose of revision of pensionary awards in respect of Govt. servants who retired on or after 1-1-2016 and in whose cases PPOs have been issued, Data Sheet viz Appendix-‘I’ (Post-01.01.2016) is introduced and enclosed to this circular alongwith details instructions for filling up of the Data Sheet (Appendix-I).

3. In this connection, Data Sheet viz Appendix-‘I’ (Post-01.01.2016) alongwith instructions are forwarded herewith for transmission of the same to the lower formation/unit/HOO under your control. The unit/formation declared as H.O.O. may be instructed to use the data sheet alongwith supporting documents as per the revised procedure. Additional copies of data sheet and instruction, if required, may please be prepared /printed at your end for circulation.

4. The pension claims requiring revision under these orders may please be forwarded to SAO, O/IC G1/Civil Section, O/o the Pr. C.D.A. (P.), Allahabad- 211014.

I am directed to refer to the Productivity Linked Bonus Scheme already circulated vide this Ministry’s letter No.F.24(10)/80/D(JCM), dated 2nd November, 1983 as amended from time to time, and to convey the sanction of President to the payment of 40 days (Forty days) wages in cash as PLB for the year 2015-2016 to the eligible civilian employees of the Indian Air Force.

2 The entitlement has been worked out on the basis of the working results for the year 2015-2016 in accordance with the agreed formula.

3. The PLB will be paid to all eligible Gp. ‘B'(Non-Gazetted), Gp. ‘C’ and Gp. ‘D’ civilian employees of Indian Air Force who are covered under PLB Scheme for the accounting year 2015-2016. The calculation ceiling of Rs.7000/-(7000×40/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.

4. Productivity Linked Bonus to the casual labourer will be paid at the assumed wages of Rs. 1200/- for the accounting year 2015-2016. However, in cases where the actual wages fall below Rs. 1200/- p.m., the amount will be calculated on the actual monthly wages. The other conditions remain unchanged.

5. The expenditure on this account will be debitable to Defence Services Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB is to be met out of the sanctioned budget grant for the year 2016-2017.

6. This issues with the concurrence of the Ministry of Finance (Deptt. of Expenditure) vide their ID No.300308319/e-III(A)/2016 dated 05.10.2016 and MOD (Finance/AG/PB) vide their Dy. No.194/AG/PB dated 5.10.2016.

I am directed to refer to the Productivity Linked Bonus Scheme already circulated vide this Ministry’s letter dated 28th September, 1983, as amended from time to time, and to convey the sanction of President to the payment of 28 days (Twenty Eight days) wages in cash as PLB for the year 2015-16 to the eligible civilian employees of the EME.

2. The entitlement has been worked out on the basis of the working results for the year 2015-16 in accordance with the agreed formula.

3. The PLB shall be paid to all eligible Gp. ‘B’ (Non-Gazetted), Gp. ‘C’ and Gp ‘D’ civilian employees of the EME who are covered under PLB Scheme for the accounting year 2015-16. The calculation ceiling of Rs. 7000/- (7000×34/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.

4. Productivity Linked Bonus to the casual labourer will be paid at the assumed wages of Rs.1200/- p.m. (1200×34/30.4) for the accounting year 2015-16. However, in cases where the actual wages fall below Rs. 1200/- p.m., the amount will be calculated on the actual monthly wages. The other conditions remain unchanged.

5. The expenditure on this account will be debitable to Defence Services Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB is to be met out of the sanctioned budget grant for the year 2016-17.

Subiect: Revision of post-2016 pension cases – regarding

After government decision on the implementation of 7th CPC recommendations vide DP&PW OM dated 04.08.2016, the pension cases of those government servants who retired/died after 01.01.2016 and whose pensi;n was finalized under 6th CPC. These pension cases need to be revised under 7th CPC recommendations after doing the pay fixation under 7th CPC. Since initially these cases were processed using pension module of COMPACT, relevant data for revising the same under 7th CPC is available in COMPACT. Therefore, these cases may be processed in the COMPACT and do not require to be processed through e-Revision Utility. Necessary modifications have already been made in the COMPACT for revision of such cases under 7th CPC

All the pension processing PAOs may be instructed to revise above mentioned pension cases of post-2016 retirees using COMPACT and take the printout of revised authorities and send to CPAO under their signatures and to calculate the differential amount of gratuity and commutation and convey the same to CPAO for payment by the Banks in the above mentioned revised authorities
